As Call Newspapers celebrates its 27th anniversary this
week, the newspaper continues to innovate to better serve
readers across south county.
Readers can now get their news from the Call in more
ways than ever, including the print edition, website,
Facebook page, Twitter, an email newsletter that started
last year and, beginning this year, Instagram.

The schedule, which consists of longer
classes meeting on alternate days, is popular with students and teachers but costs signicantly more to operate than traditional
or hybrid schedules.
Speaking to a packed crowd at the Aug.
11 meeting in the Mehlville High School
Library, eight students and recent alumni
attributed much of their academic success
to block scheduling.
Oakville High School sophomore Madison Hassler, the daughter of MehlvilleOakville United organizer Peggy Hassler,
said block schedules allow for individualized instruction, with more exibility and
productivity than traditional schedules.
When students attend as many as seven
relatively short classes a day, instruction
can become fragmented, whereas with longer classes, it gives us more time to think
and engage in active learning, Madison
said. If you lived the life of a student for
one week heck, even one day I think
you would realize your mistake.
Mehlville High senior Dominic Meyer
said he has seen many changes in his years
at Mehlville, but he never thought block
scheduling would go away since it helps
prepare students for college lab courses.
We want to see this school district thrive
for many years to come, he said. Are you
willing to sacrice the education of our students just to save a few bucks in the end?
Sean Van de Riet, a 2015 Mehlville
graduate now majoring in computer science in college, told the board he would
not be as successful as he is now without
Mehlvilles block scheduling.
Choosing a schedule that gave teachers less exible time would be unfair to
teachers, who dont make enough money
as it is, and its unfair to students, Van de
Riet said. (Block scheduling) familiarizes
students with how college life will be.
MHS senior Tony Smith said any
change would negatively affect students in
Advanced Placement, or AP, classes and
students enrolled in vocational courses at
South County Technical High School.
Id like to start off this speech here
with a quote that we say a lot in the world
of speech and debate and that is, The
pathway to hell is paved with good intentions, Tony said. Now in that presentation, we saw a lot of the pros that the
traditional schedule or the hybrid schedule
will bring us, but what I believe is that we
need to look at the anecdotal evidence of
students in their everyday lives to see that
this is actually going to be a bad thing.
MHS senior Anna Herman noted that the
district is emphasizing more project-based
courses such as Project Lead the Way, or
PLTW, which are enhanced by the extra
time in a block schedule.
The lab work for her two PLTW classes
is already difcult to t into a 90-minute
class, let alone a shorter class, Anna noted.

While the best use of funds is always a factor, it is definitely not the only factor.
Each and every program should be evaluated on a regular basis to ensure the best
use of the taxpayers money. In order to do
this, much information is required to make
an informed decision. Processes, goals, outcomes, et cetera, are all extremely important
to provide the transparency that we all seek
and one recent graduate who effectively presented their views, with
poise and professionalism, in support of block scheduling.
Dont think it can happen in this age of reality TV and social
network arguments? Luckily, we have it on video. Its one more
example of why Im proud to live in the Mehlville School District.

failed to hire their own independent appraiser, including a review appraiser, which
is good business practice. They failed to
recognize the red ags when the seller said
he had an appraisal equal to selling price ...
In addition to that, the board is equally at
fault, and those engaged in this asco need
to resign. Last but not least and I will
nish here in a minute the board needs
to stop its egregious charges for Sunshine
Act requests. The charges, in my judgment, are designed to impede transparency,
impede the ability of a citizen to become
informed, and, quite frankly, are designed
to hide the ball. In fact, Im so irritated
by it, Ive already led a complaint with
the Missouri attorney generals ofce, he
said. Now, I will nish by saying Im neither young, naive nor stupid, and Ive been
at this a long, long time and Ive dealt with
people a long, long time. And my guess is
you will do nothing but sit on your hands,
which youre good at and seems to be what
you are actually pretty good at.
Board member Mike Tsichlis, who was
elected in April, asked Pappas to return to
the podium to ask him a question.
Both Pappas and Tsichlis noted they have
known each other a long time.
In the interest of complete transparency
because I know thats what you said and
thats what youve done a lot of research here, Tsichlis said.
Pappas interjected, Well, let me put
it this way: I have a $657 Sunshine Act
request bill, and if you think Im happy,
youre wrong. Legal counsel that Ive spoken to and Ive spoken to two separate
legal counsels who have represented other
school districts and every one of them falls
over in a dead shock when I tell them the
billing practices of this district.
... In the interest of complete transparency because this is something I feel might
have some bearing maybe why youre here
... its not necessarily the case, Tsichlis
continued, asking Pappas if he had a relative who is employed by the district.
Irrevelant absolutely irrelevant, Pappas replied, as he and Tsichlis spoke over
each other, with Tsichlis asking again, Are
you related to an employee of this district?
Yup, Pappas replied.
Skubic later addressed the board, saying she believed she was being unfairly
singled out.
... I cannot believe that after somebody
who didnt speak about really anything
with the teachers, you felt the need to drag
me in, she said. Yes, I go to my parents
and complain. Im sure all of you do. Thats
why we have parents ... I am offended and
Im saddened that this is the way you treat
an employee, a taxpayer and a voter.
District ofcials told the Call that they
requested Pappas reduce the scope of his
Sunshine Law request in an effort to reduce the cost, but he declined. Pappas was
charged $647.03 for his records request,
which included 423 pages of electronic
documents, 93 pages of paper copies and
employee time to fulll the request.

Fred Detmer decided to build a
concrete block wall at his home
in Lemay. When he discovered a
six month waiting list, he decided
to make his own with a hand
crank cement mixer and a block

Daniel S Fowler started his career as a scratch agent for American Family Insurance in 1976
at the young age of 23. After serving 40 years as an agent, today his agency is still striving to
serve his community with great service.
Dan graduated from the University of Missouri-St. Louis in 1976 with a Bachelor of Science
degree in administration of justice. That same year, he married his wife, Sandy. They have four
children: Justin, Julie, Jenny and Janell.
In 1989, he successfully ran for the Mehlville Board of Education and was reelected two more
times, serving nine years before stepping down. The board elected him president in 1992 and
1997. He held officer positions during six of his nine years on the school board.
As board president in 1992, Dan helped to lead the effort to pass a $29.5 million bond issue
that improved the school districts facilities and added a new elementary school. As board president in 1998, he also helped to lead a campaign to pass a tax rate increase that enabled teachers
salaries to remain competitive with neighboring districts.
After leaving the school board, Dan wrote numerous columns for Call Newspapers. In late
1999, Dan undertook his biggest community challenge to date, chairing a public engagement
process to assess the facility needs of the Mehlville School District.
After a six-month process that included more than three thousand participants, the Citizens
Advisory Committee for Facilities recommended a $70 million bond issue be submitted to the
voters. Dan also served as chairman of the successful campaign committee, Citizens to Protect
Our Investment.
In 2007 Dan was appointed by the Board of Education to Co-Chair COMPASS (Charting
the Oakville-Mehlville Path to Successful Schools). Part of the COMPASS recommendations was
to transfer tax monies from the capital fund to the operational fund to stabilize the budget. In
November 2008, voters approved this recommendation.
In 2015, Dan became part of a leadership group that led and passed Prop R, a .49 cent tax
increase to help fund millions of dollars that had been cut out of the school district budget over
many years. These funds will help make Mehlville School District a place of destination. In 2015
the Board of Education voted to honor Dan by naming its board room the Daniel S. Fowler
Board of Education Room.
Dan published his first book, Ten Steps to Success, in 2006. He is committed to sharing
with others what he has learned about what it takes to be successful as an insurance agent and
views it as a part of his legacy. His second book, Ten Steps to Energizing Your Business and
Your Life was published in September 2009.
During his 40-year career, Dan has earned dozens of awards from his company and district as one of their top agents. He holds the full Life Championship Ring for excellence in
life production, and also the Elite Life Diamond Watch. In 2004, Daniel was inducted into
American Familys All American Hall of Fame for qualifying for
25 consecutive conventions. In 2016, Dan qualified for his 37th
consecutive All American Convention.
Dan loves spending time with family and his eight grandchildren, Nellie, Natalie, John III, Gracie, Peyton, Jack, Dylan and
Kellen. He enjoys reading, walking and working out in the yard.
