Many migrant workers missed the deadline to verify their nationality in February and
authorities had no idea why until after the red shirt protests ended on May 19.
The nationality verification centre in Mae Sai district of Chiang Rai said no migrant
workers showed up for the verification process between April and May while the anti-
government red shirt gatherings were taking place in Bangkok.
They returned only after the red shirt rallies ended.
``We asked them why they had missed verification and where they had been. Many
said they took part in the red shirt protest at Ratchaprasong,'' said Pol Capt Jaruwan
Wongsuwan, a Mae Sai immigration officer.
Chiang Rai has more than 20,000 dhmigrant workers, of the 1.3 million alien workers
nationwide. However, the actual number of migrant workers is believed to be much
higher, which raises security concerns.
A source with the Mae Sai immigration office said migrant workers, particularly from
Cambodia and Burma, were found mingling with the red shirt demonstrators.
The source claimed some alien workers were involved in the unrest. They allegedly
burned tyres and threw petrol bombs in protest hotspots such as Klong Toey.
Khuensai Jaiyen, director of the Chiang Mai-based Shan Herald Agency for News,
admitted some ethnic Shan migrant workers had joined the red shirt protests in
Bangkok.
Mr Khuensai is an ethnic Shan who has been living in Thailand for more than 30
years.
He said some ethnic Shan workers felt a sense of kinship with the red shirts, as they
were being hunted by authorities, just as the red shirts were.
``Some red shirt supporters are also their employers. When their bosses attended the
red shirt rallies, their dhemployees accompanied them.
``They had to wear the red shirts their bosses gave them, or their bosses would not
pay their wages,'' Mr Khuensai said.
Others tended to identify with the red shirts and came to the rallies of their own free
will.
Thai employers who are red shirt sympathisers told their Burmese ethnic workers that
fugitive former prime minister Thaksin Shinawatra, and Burmese democracy icon
Aung San Suu Kyi were alike.
They were both pro-democracy icons who face political persecution.
This was a tactic employed to draw support from the ethnic workers to boost the red
shirt movement, Mr Khuensai said.
Mr Khuensai said he and his colleagues were trying to set the record straight for
ethnic Shan workers. ``We warn them that they should stay away from Thai politics.
We are here in Thailand only to seek jobs and a better life,'' he said.

Food aid cut to Thailand refugee camps

Events have conspired to create a shortfall in funding for a prominent Thailand border
aid group, meaning that food supplies to Burmese refugees in camps along the border
is to be reduced.
A doubling in price of yellow bean, a critical foodstuff in camps along the Thai-
Burma border that house some 140,000 refugees, means that from August this year
the supply will be cut. The Thailand Burma Border Consortium (TBBC) says that it
hopes the measure will only be temporary, but the group is facing a US$2.5 million
shortfall in funding for this year.
“It’s largely down the change in exchange rate [that has caused the price-rise], but
while some donors have increased our funding, others have reduced it,” said Sally
Thompson, deputy director of TBBC.
The absence of yellow bean, one of the three main foodstuffs in the camps, will
reduce daily energy content to just below 2000 kilocalories, Thompson said, adding
that the figure was “still within the maintenance level for the population”.
“In the short-term we do not expect to see a deterioration in the health of the refugees,
but we will monitor this through various health agencies.”
Refugees continue to arrive in the camps on an almost daily basis, the majority from
Karen state in eastern Burma where the opposition Karen National Liberation Army
(KNLA) has been fighting a 60-year war against the Burmese military government.
Thompson said that “it is essential that Thai authorities allow these people to seek
asylum on Thai soil”, and that TBBC would look for ways to maintain donor interest
in the refugee situation “because it is likely to be ongoing”.
But a man called Jipsy, who lives in the Mae La camp in Thailand’s Tha Song Yan
district, said that the cut in food aid “will be difficult for the refugees who don’t have
jobs”.
“Here, when you are given flour, then flour is your only food – the same thing applies
to beans, whether some like eating it or not. So if [food] is no longer given, then it
will be difficult for some people,” he said.
It mirrors a similar situation during the world food crisis in 2007 when TBBC, which
has been active on the Thai-Burma border in various forms since 1984, was forced to
cut supplies to camps. This year’s food rationing will begin in August but
implementation will be staggered across the camps, Thompson said.

Rohingya ‘victims of crimes against humanity’

Abuses perpetrated by the Burmese government against the ethnic Rohingya minority
in the country’s western region may constitute crimes against humanity, an expert on
international human rights law says.
Forced labour, religious persecution and systematic rape by Burmese army officers
are widespread against the Rohingya, according to the ‘Crimes Against Humanity in
Western Burma‘ report, supervised by Professor William Schabas and released by the
Irish Centre for Human Rights (ICHR). Schabas was part of the team behind Sierra
Leone’s Truth and Reconciliation Commission.
Schabas said that the minority group had “for decades…endured grave human rights
violations in north Arakan state”, which borders Bangladesh. The report added
however that their “plight has been overlooked for years and the root causes of their
situation still remain under-examined”.
The treatment of the Rohingya, a Muslim group that is denied legal status in Burma,
“[appears] to satisfy the requirements under international criminal law for the
perpetration of crimes against humanity”, it added.
Ireland’s foreign minister, Michael Martin, said at the launch of the report in Dublin
that the evidence published by the group was “compelling and credible”. It follows a
report to the UN security council by Tomas Ojea Quintana, the UN’s special
rapporteur to Burma, in which he similarly called for an investigation into possible
crimes against humanity against the minority group.
The investigation for the ICHR report was carried out by Nancie Prudhomme and
Joseph Powderly, who spent four weeks visiting Thailand, Bangladesh and Burma in
2009. Bangladesh is home to as many as 400,000 Rohingya refugees, while Thailand
came under the spotlight in early 2009 after it pushed a boatload of Rohingya out to
sea with no food or water, many of whom died.

Burmese refugees face problems in Bangladesh

Teknaf, Bangladesh: Refugees have narrated how in the face of torture and
harassment of Rohingyas by the army and Nasaka of Burma, left their homes for
Bangladesh. “We don’t want to be refugees forever, and will go back to our homeland
when the situation is favourable,” said a refugee leader from Kutupalong camp.
We are destined to be refugees forever. So far there has been no hope of our returning
to our homeland. Sufferings in refugee camps have been allotted for us as if we were
born to undergo the trials and tribulations of a refugee camp. There is no let-up of our
sufferings, he added.
Refugees said, they have been provided with rations since they took shelter in the
refugee camp. But they long for their homes in Burma, adding that they do not want
to be refugees forever. They regretted that the refugee problem has not been resolved
since the UNHCR took it up.
On the other hand, 18,000 Rohingya intruders are living in temporary camps at Leda
unofficial camp under Teknaf upazila and about 55,000 in hills adjacent to Ukhiya TV
Broadcasting Center.
The children living amid squalid and filthy environment fall sick. Pure drinking water
is conspiquous by its absence in the camp.
Saiful Islam Majundar and Fazle Rabbi, in-charges of Nayapara and Kutupalong
camps respectively said that there would be no let-up until a way for the repatriation
of refugees is devised.
The Commissioner of Cox’s Bazaar Rohingya refugee Relief and Expatriation Md.
Feroj Salauddin said the repatriation of Rohingya refugees stopped after 92 refugees
returned to Burma on May 5, 2005. The Burmese government is not taking any
initiative for the repatriation of Rohingya refugees. According to the rules of the
UNO, no refugees can be sent to their homeland forcibly if they do not return of their
own accord.
The Rohingyas have turned a perennial problem both for Bangladesh and for
themselves.
Deputy Commissioner Giasuddin Ahmed said, besides 28,874 refugees in two camps
at Ukiya and Teknaf, over 100,000 additional Rohingyas are living in different areas
of the district.
