Rationale

Simbulan (2007) stated that political dynasty is a succession of people from the same
family who plays a role in politics, and now one of the problems in the Philippine politics that
the government can't solve. It is because the people in the position are those who are involved in
these political dynasties. These people want to stay in their position because they want power for
personal gain.
Almost all citizens know that political dynasties are lurking in the government but still, they
continue to support them even though political dynasties are unconstitutional. They can't be
blamed because those candidates who have political dynasties use their influences and money to
dominate and manipulate the politics. Since this country doesn't distribute good quality of life to
its citizens, those who are in the position are greedy and maybe scared because they don't want to
experience a difficult life.
Based from the Article II, Section 26 of the 1987 Constitution, it says that The State
shall guarantee equal access to public service and prohibit political dynasty as may be defined by
law. Despite of this Anti-Political Dynasty Act implemented, our fellow citizens still continue to
support political dynasties. The citizens cannot be blamed for the existence of political dynasty,
because some of the political candidates use their money and influences to manipulate and
convince people to vote for them. Some also tend to hurt and threat other people, just for them to
win in elections.
Philippines faces a significant threat to the vibrancy of its political system. Political
dynasties have been well-established in Philippine politics, and dynastic politicians are returning

to the campaign trail to safeguard turf or to recapture old positions. According to Asian Institute
of Management that the problem is endemic in the Philippines 70 percent of members of
Philippine Congress are from political dynasties.
As of 2007, different cities in the Philippines are being ruled by about 250 political
dynasties. They have the superiority in the Philippine politics both national and local levels have
been there for at least three decades (Simbulan, 2007).
With the statement mentioned, the researchers came up to this study since the level of
political dynasty in the government is alarming and the researchers should study this because it is
them and their fellow citizens who will suffer if this continues. The study, as stated before, will
focus on the different causes and impacts towards the society and the government. They are
eager to get the results which they know would be helpful for the citizens to be more aware to its
side effects and also for the other lawmakers to see the views of the other people.

Theoretical Background
This study is anchored on "Iron Law of Oligarchy Theory" by Robert Michels (1911)
which claims that rule by an elite, or oligarchy, is inevitable as an "iron law" within any
democratic organization as part of the "tactical and technical necessities" of organization. The
concept of the theory is to explain why Political dynasty exist.
Robert Michels believed that the people in this group would become enthralled with their
elite positions and more and more inclined to make decisions that protect their power rather than
represent the will of the group they are supposed to serve. In effect Michels was saying that
bureaucracy and democracy do not mix. Despite any protestations and promises that they would
not become like all the rest, those placed in positions of responsibility and power often come to
believe that they too are indispensable, and more knowledgeable than those they serve (Michels,
2011).
Darcy K. Leach summarized Iron Law of Oligarchy as "Bureaucracy happens. If
bureaucracy happens, power rises. Power corrupts." There is a need to create a bureaucracy in
order to maintain its efficiency as it becomes largermany decisions have to be made daily that
cannot be made by large numbers of disorganized people. For the organization to function
effectively, centralization has to occur and power will end up in the hands of a few. Those few,
the oligarchy, will use all means necessary to preserve and further increase their power (Michels,
1911).
The "Iron Law of Oligarchy" states that all forms of organization, regardless of how
democratic they may be at the start, will eventually and inevitably develop oligarchic tendencies,
thus making true democracy practically and theoretically impossible, especially in large groups

and complex organizations. Gordon (1931) asserts that the iron law of oligarchy is just a new
name for the central elitist principle that trade union is infarct leadership by a few.
In the 1987 Philippine Constitution Article II, Section 26 states that "The State shall
guarantee equal access to opportunities for public service and prohibit political dynasties as may
be defined by law." The 1987 Constitution grants any person who is qualified to run for public
service and prohibits political dynasties in the government. However, There is no enabling law
to implement the provision of the Constitution at present against political dynasties. There were a
number of senators who filed a bill related to Anti-Political Dynasty act of the Constitution
namely Sen. Miriam Defensor-Santiago, Senator Alfredo Lim, Senator Panfilo Lacson and Rep.
Teddy Casino. Unfortunately, even though bills have been filed since the 8th Congress to have a
law to stop the establishment of political dynasties, the Congress has failed to pass such a law.
Santiago (2014) said that the reason for this continuous failure is that all levels of government,
from municipal to national, are being controlled by politicians who are members of these
politically powerful and wealthy families. Since there is no enabling law to implement the
provision of the constitution against political dynasty, it is the moral obligation of every Filipino
citizen to abide the Constitutional mandate.
The continuing phenomenon of political dynasties today reflects the encompassing
influence of traditional politics. Recent studies reveal that since 1903 to present, dynastic
candidates have had about thirty percent greater chance of winning over non-traditional rivals.
It has become customary for citizens to base their decisions on personality-based campaigns
backed by familial or dynastic support. While an ideology is in place such dynasties perpetuate
and enjoy various advantages in traditional kinship networks, political machineries, wealth,

property, access to government sources, weak political party system, weak electoral system,
culture of powerlessness among the people, and warlordism. (Tuazon, 2012).
Due to their wealth and the capability to control the economy, they can exercise influence
which gives them chance to gain political power (Simbulan, 2007). The characterization of
political dynasty includes terms/concepts that require further definition. A spouse refers to the
legal and common-law wife or husband of the incumbent elective official. The term second civil
degree of consanguinity or affinity refers to the relatives of a person who may be the latters
brother or sister, whether of full or half-blood, direct ascendant or direct descendant, whether
legitimate, illegitimate or adopted, including their spouses. The term running for an elective
office is deemed to commence upon the filing of the certificate of candidacy by a candidate
with the COMELEC. Holding an elective office is deemed to commence from the moment the
public official takes his oath of office..Political dynasty is unconstitutional because under the
Philippine Constitution at Article II, Section 26, it is stated that The state shall guarantee equal
access to opportunities for public services, and prohibit political dynasty as may be defined by
law. (De Leon, 2008)
Based from the statement mentioned, political dynasty is considered a crime. However, it
still exists here in the Philippines because political dynasties have no definite definition in our
Constitution(Cruz, 2007). The constitution indirectly encourages political dynasties. A forcibly
retired official arranges for a family member, or a mistress to occupy his position for one term,
after which he is qualified to run again for office. The substitute is usually a puppet for the
retired family member. James Robinson (2013) said in their blog that Political dynasties in the
Philippines is off the chart compared to any other country in the world. 60% of congress-people
elected in 2007 had a previous relative who were also in congress. To give some sense of how

high this is, the analogous figure in the US was 7%. In roughly half of the 80 provinces of the
Philippines the governor is related to one of the congress-people.
Many bills and laws are passed to define political dynasty in order to prohibit building
political dynasties here in our country, but the very problem of these bills and laws are the
government officials who is indeed will pass these bills and laws are also the people who are
guilty of building such political dynasties here in our country (A. Donato, 2010).
Ravanilla (2012) finds evidence that political dynasties may use public funds to support
allies and their clan members. His analysis of the disbursement of the constituent development
fund (CDF) of legislatorsthe so-called pork barreltends to favor local patrons, particularly
mayoral partisan allies in their districts. Such a skewed allocation of resources could also
potentially weaken the chances to attain policy objectives such as povertyreduction, as argued by
Mendoza, et al. (2012).
David (2007) said that Political dynasty brings with its own implications. According to
Donato (2010), The presence of political dynasties in our government promotes graft and
corruption, because family members tend to overlook the mistakes of each other. This also leads
to nepotism. Building a strong modern political world is decidedly toward the formulation that
we can get not only from adjuncts of clans, churches or corporations . We found evidence
compatible with self-perpetuation in that, legislators with longer tenures are significantly more
likely to have relatives entering Congress after them. Holding legislative power for more than
one term is associated with a 40% increase in the likelihood that a politician will have a relative
entering Congress in the future. The fact that longer tenures predict dynastic permanence in
power is consistent with the idea that a longer hold on legislative power augments a dynasty s
posterior attainment of power.

One of the notable influences of political dynasties is a political "Carnegie Effect",


named after Andrew Carnegie. The "Carnegie Effect" is based on Carnegies decision to give all
his wealth to non-family members, where he argues that his son might have less incentive of
working hard if he were to be assured of his fathers wealth. This can also be attributed to
dynastic politicians. According to an empirical survey, dynastic politicians have a significant
advantage from the start of their career. They have a statistically higher probability to win
elections as compared to non-dynastic politicians. Dynastic politicians also have generally lower
educational attainment which is inversely related to their rank in their political dynasties. Also,
dynasties prevent new candidates from occupying new seats of power; leading to less new ideas
and platforms to work with.
Political dynasties also have extra incentive to develop their own jurisdictions. Based on
the notion of "Roving Bandits vs. Stationary Bandits", dynastic politicians are more likely to
pursue developments since they expect to be in office for longer. Political dynasties are also
responsible for the increase in womens political participation in politics. Female politicians
hailing from political dynasties can easily get into politics due to their connections. Political
dynasties have the advantage of continuity (Mendoza, 2013).
Tuazon (2012) explained that the rampant political dynasty building today is a way of
"self-preservation and expansion, which means for a continuing rule of political dynasties."
Personal gain could also be a motivation for political dynasty to continue in this modern era. A
seat in the government would give power and control over many things, and could use the power
or influence to acquire for personal gain.
The concept of governance by representation has been smudged. No longer is it true that
the government is of the people, for the people, and by the people. It is now replace by

government of them, for them, and by them. The people in the government are no longer for
public service, but for personal gains.
With all the related concepts and studies presented above, the researchers are motivated
to study on the implications of Political Dynasty towards governance and to determine what
motivates political leaders to establish political dynasty.

Statement of the Problem


This study aims to determine the causes and effects of political dynasty, its impact in
governance towards the people, moreover to elucidate the general public what has been perceive
through this timely related political issue.
This study further seeks to answer the following question:
1. What motivates political leaders to establish political dynasty?
2. How does political dynasty affect the system of government and the process in society?
3. Is there any successive progress and uninterrupted development in the place where political
dynasty reigns?

Statement of the Hypothesis


Theres no significant difference between the responses of the different groups of
respondents regarding implication of political dynasty towards governance in Inabanga Bohol.

Significance of the Study


The study of political dynasty towards governance in Inabanga will be of significance to
the following:
Political Science Students. This study is useful for reference, especially to the Political
Science students and to those students who are in the field of studying politics, it may serve as

their guide or tool in studying the behaviour of political dynasty for future researches and further
improvisation.
Elective Public Officials. The research study will serve as a basis to improve the
delivery of basic services, and implement programs and projects for the satisfactory effect to the
people.
Residents. This is important, especially to those who are residing in the place where
political dynasty occur, through this research they will notice the effects of political dynasty and
that the residents can choose the right candidate to be voted.
Future Researchers. This study will be applied in their future research of political
dynasty and governance in measuring the perceive issue.

Scope and Limitation


This study is conducted in a third income class municipality, in the town of Inabanga,
Bohol,consisting 50 Barangays.(Bohol.gov.ph) The study is limited only to this town and to the
people who reside therein. The study focuses on political dynasty in relation to governance and
its effect in society. Further, the study takes base on key informant interview for the Local
Government Unit and Focus Group Discussion for the Non-Governmental Organization and
Survey Questionnaire. It assumes that respondents will answer with honesty and without
excessive information entails.

Research Methodology

Research Design
This study isboth qualitativeand quantitative research method in gathering the data. The
qualitative research makes use of key informant interview, focus group discussion, and self-made
survey questionnaire.In the gathering of data, the researchers conduct the key informant
interview to the member(s) of the Sangguniang Bayan- the secretary, two (2) board members of
the same political party, two (2) board members not coming from the same political party and
two (2) Punong barangay, the key informant interview is important because it will provide new
collection of information.The focus group discussion will assess the non-governmental
organization (NGO) which includes the management sectors, the farmers and the professional
workers who are competent in giving knowledge or information. For quantitative, the study uses
descriptive research method. It makes use of quantitative data acquired through a survey
questionnaire. The survey questionnaire will assess the level of effectiveness and of governance
in a political dynasty. The questions are designed through a rating - scale namely, strongly agree,
agree, disagree, and strongly disagree. In the study, the researchers will first give a letter of
invitation for an interview, specifying the day, time, place and availability of the key informant
and the participants of the study.
To reiterate, the researchers make use of qualitative and quantitative method to see
clearly the perceive performance of the incumbent officials of Inabanga, Bohol, which mirrors
their capacity to lead. The study is suitable for opinions based on the study, as the political

dynasty is subjective through their impression and its means of governance.The researchers, after
results, it will be tabulated and calculated for the success of study.

Research Environment
The Municipality of Inabanga is chosen by the researchers as the most suitable for
research environment. The municipality of Inabanga is a 3rd income class, in the 2nd district of
Bohol with 50 barangays estimating the land area of 131.66 sq. kms. , in 2015 census, it has a
population of 45, 880 and has a registered voters of 25, 979 during 2016 election, the town is
known for its agricultural products and rich environment.The town is also known for hand-made
raffia, like bags and basket, also engaged in trading, fishing, farming and nipa thatch-making.

Research Respondents

The research participants of this study is classified through different types. For the
qualitative approach, the researchers purposively select the key informant from the Local
Government Unit (LGU) - The secretary, the two board members of the same political party, the
two (2) members not coming from the same political party and the two (2) Punong barangay. For
the Non-Governmental Organization (NGO) - the researchers use focus group discussion method
that includes the management sector, farmers organization and professional workers that are
selected to support information of the study. For quantitative, there is a total registered voters of
N=25, 979 but the researchers would choose a sample of n=100 who are capable in answering
the survey questionnaire. The key informant and the focus group are given guide questions

Research Instrument
The researchers apply both qualitative and quantitative data approach. The study makes
use of key informant interview, focus group discussion and survey questionnaire method to
gather data. The researcher will utilize a self-made questionnaire, for qualitative it uses KII, and
FGD in gathering data. And for the quantitative, it usesself-made survey questionnaire, all
questions are based on participation and performance, basic services and facilities for a
municipality.Their different ideas and contribution of knowledge will be a big help to realize the
research study.

Research Procedures
Gathering Data. The researchers ask authority from the Chairman of Social Sciences,
especially the Dean of College of Arts and Sciences prior to the dissemination of questionnaire.
Upon approval the researchers proceed with the data gathering.
The researchers make a written letter or permission enclose with particular day and time
for the agreement and approval of schedule to the informants, they are from Local Government
Unit (LGU), Non-Governmental Organization (NGO). The researchers also ask permission to the
Municipal Mayor through a formal letter, before conducting the survey. All the gather data are
with consent from the informants for validity and credibility of the study.

Definition of Terms
Political Dynasty.It is a succession of members of the same family engaging political
matter and running the public office, it can be inherited from one generation to the next.
Registered Residents.They are those persons able to vote and qualify to engage public
matters and long have been residing the place.
Elective Public Official. They are appointed or elected to assume or exercise the
governmental function, it is conferred by the constitution or by-laws of an organization.
Governance. This is primarily employed by the public official/officer, by the way of
controlling and supervising the place he/she governs.
Key Informant.A person who gives information or knowledge to the researcher.
Focus Group. A certain group gathered together for discussion.
