ANOTHER historical groundbreaking

Cauayan City on July 13, 2016 in
preparation for a new 20 MVA Substation and Drive-Thru Collection Office.
Given that ISELCO-I
is exceedingly committed
towards unrelenting improved services for the

Duterte tells priests: Use shabu to realize seriousness of drug problem


NUEVA ECIJA President Rodrigo Duterte
slammed anew on Wednesday the Catholic Church
for opposing his deadly
war on drugs.
In a speech delivered
at the 20th anniversary of
Premiere Medical Center
in Cabanatuan City, the
President hit the church for

criticizing the rising death


toll of drug personalities
since he assumed the presidency in July 2016.
Duterte then challenged the priests to use
shabu, in order for them
to realize the seriousness
of drug menace in the
country.
The church really

doesnt understand. They


know [the drug problem],
they know that it is worst,
and yet, they said that extrajudicial killing [is not
good], the President said.

So other priests should


use shabu so they would
understand [that the drug
problem worsens]. I rec-

ommend one or two of the


bishops [to use shabu], he
added.
In a report by Agence
France Presse (AFP),
Jerome Secillano, public
affairs chief for the Catholic Bishops Conference of
the Philippines, said that
the
Duterte
administrations war on

drugs is not any more in


accord with the legal processes.
Secillano also said
that the moral norms are
being violated and so now
is the time for the Church
to speak up.
The Church right
now is asserting its influence, thats why in the
coming months, the
Church will be at the forefront in leading against extrajudicial
killings,
Secillano told AFP.
Duterte said he could
not allow any Filipinos to
be affected by the proliferation of illegal drug
trade.
He reiterated that he
the drug-related killings
would not stop until the
administration is able to
curb narcotics trade.

(drug personalities) are
making so many slaves,
millions of them, in my

country. I could not accept


that. Honestly, I could not
allow that. They are slaves

The President also encouraged wise men from
the Church to join a special commission tasked to
address the drug problem,
if they think they could resolve the drug situation.
Now, anybody who
would just want to take
over and solve the problem, I can place you in a
special commission. Do it
for us because I can[not do
it alone], I would run out
of bullets, he said.

THE Isabela I Electric Cooperative, Inc. (ISELCO-1) has continued to uphold its post in the area of rural
electrification notwithstanding the burgeoning power demand of its member-consumers.
With the concerted effort of the officers and employees of the Cooperative towards an excellent performance,
various awards have been received in the year 2015. The previous year has indeed proven to be a victorious epoch in
ISELCOs history as awards keep on coming even up to the present year 2016.
The Cooperative was a recipient of three awards from the San Miguel Energy Corporation (SMEC) namely:
Best Practices in Operations Management this is in recognition to the General Manager, Engr. Virgilio L.
Montano, for his outstanding and effective application of innovative processes towards business improvement.
No. 1 in Energy Sales under the Distribution Utility Category in recognition to ISELCO-Is highest energy
purchase from SMEC.
Prompt Payor 2015 under the Distribution Utility Category in recognition to its consistent payment of financial
obligations to SMEC.
These were given simultaneously to ISELCO-1 on November 6 at Diamond Hotel, Manila.
Moreover, another set of awards were handed over by the National Electrification Administration (NEA) which
include:
Sunshine EC Award a recognition for being one of the Electric Cooperatives which had reached the highest
number of house connections under the Sitio Electrification Program (SEP).
AAA Categorization The most recent award received by the cooperative which was based from its overall
performance rating in 2015. Fifteen (15) Electric Cooperatives have improved their category from AA, A and even B to
AAA category and ISELCO-1 is privileged to be included.
With all these achievements the Cooperative has gleaned through the years, it wont stop dreaming and creating
possibilities towards a successful ISELCO-I.

of the Balay Ni Ifan
media task force as its
linkage for a wider information and advocacy
thrust.
The Balay Ni Ifan,
which was organized in
2009 and composed of
local media practitioners
from government and private media outfits in this
province, tasked to do
massive education and
promotion campaigns on
nutrition programs.

team started with just a
few members to include

PBS-Radyo ng Bayan,
FBN-DZCV,
DZYTSonshine Radio, RBC

She said two community radio stations in
Claveria, Cagayan and
Basco, Batanes were earlier installed to further
help the agency disseminate its programs and
campaigns.
This year, Lonzaga
said they will plan to expand their partnership to
other radio stations in Sta
Teresita, Gonzaga and
Aparri, including the Department of Agricultures
owned local radio station

With the networks
expansion, our promotions of good nutrition
will reach a wider audience, Lonzaga said.
She also expressed
her gratitude to the members of the task force for
the assistance they extended to the council
which resulted in the
regions achievement of
numerous national nutrition awards in the past

Police (PNP) Chief
Ronald Dela Rosa said
Thursday that South Korean businessman Jee Ickjoo was killed inside the
police headquarters in
Camp Crame, Quezon
City.
Ick-joo was abducted
in his residence in Angeles City last October 18,
2016.
The PNP Chief said it
was based on the statement of an Anti-Illegal
Drugs Group (AIDG) operative who admitted participation in Ick-joos kidnapping.

that he was made to believe

operation against Ick-joo
was legitimate as the businessman was involved in
illegal drug activities.
Dela Rosa said that after he ordered a manhunt
against Sta. Isabel, his cohorts surrendered to the

inside Camp Crame.

makaraang bumaba ito mula sa Dupax del Norte para magbayad sana sa St. Vincent
Cooperative.
Bitbit umano ng biktima ang halagang dalawamput isang (P 21,000) na pambayad
sana sa kanilang utang at dalawang cellphone.
Huling nakita ang biktima na nagtungo sa palikuran ng naturang kooperatiba at mula
noon ay hindi na ito nakabalik pa.
Natagpuan na lamang ang bangkay ng biktima ng isang magsasaka na magpapastol
ng kanyang alagang baka sa nabanggit na lugar.

Politicians are politicians


LEGISLATORS so far have been true to form in seeking a delay
in the approval of revenue enhancing measures in the tax reform
package with suggestions of either looking for less painful
options or worse, not to implement tax increases at all.
Noynoy, President Rodrigo Dutertes predecessor, made as
his campaign pledge maintaining the tax rate and improving
the efficiency of collections
to increase revenues.

administration, however,
was noted for its focus on
collecting rating upgrades rather than pushing development
resulting in gross underspending and a huge gap between
economic growth and infrastructure development.
Many economists say that had the government anticipated
the growth momentum with an infrastructure buildup in the
past administration, the gross domestic product would have
zoomed to near 10 percent yearly.
Now, Duterte is playing catch up and his economic managers
estimate that it would cost around P1 trillion yearly for roads
and other civil works to sustain strong growth for the country.
Dutertes economic managers are relying on the reduction
in taxes on individuals and corporations to further spur
consumer spending that would translate to higher revenues
from the sales tax but these will still be short of the required
funding.
While the popular income and corporate tax reduction
component of the measure are expected to pass this month,
members of Congress are balking at raising the fuel tax which
is a main component of the reform package.
His main critic Sen. Leila de Lima, for instance, said the
proposed increase in the excise tax on fuel should be studied
extensively because the consequences will be carried by the
poorest segment of our society.
For a politician, the word study is a euphemism for scrapping
the idea.
She said the fuel tax hike was not necessary since the Bureau
of Internal Revenue and Bureau of Customs has failed to hit its
targets last year.
Of course, most of last year was still the administration of
Noynoy of which Leila was a part.
Leave all things to our legislators; they will surely react in
measures that will greatly affect them, not as legislators but as
personal politicians for their personal interest.

Death penalty, again?


THE death penalty bill is not
likely to pass, even if the House
of Representatives have
enough numbers to pass this
bill on third reading.
More than likely, the
Senate, with a number of
senators against the death
penalty, will either reject the
measure or will simply shelve

it.

The latest word from the


Palace, is that the death penalty
bill, which was earlier claimed
to be a priority legislative
measure of President Duterte,
will depend on Congress,
which means, if it passes
muster, it passes. If not, then
there will be no death penalty

Legarda Bats for Regulation of Plastic Bags Use as Report Says


More Plastic than Fish in Oceans by 2050
SENATOR Loren Legarda today renewed her call for the regulation of the use of plastic bags to help prevent
oceans from carrying more plastic than fish as projected in one study.
Legarda made the call as she noted a 2016 report, The New Plastics Economy: Rethinking the Future of
Plastics by the Ellen MacArthur Foundation, which showed that the world produced 20 times more plastic
in 2014 (311 million tonnes) than it did in 1964 (15 million tonnes) and at this rate, oceans are expected
to contain more plastic than fish (by weight) by the year 2050.
Plastic bags are ubiquitous components of the worlds consumer culture. These non-biodegradable
plastic bags symbolize the throwaway culture that we have developed. We cannot go business as usual as
it pollutes our oceans and water, and even the air when burned, she said.
The Senator also noted that the Philippines, together with China, Indonesia, Thailand and Vietnam,
is considered among the top contributors of plastic trash dumped into the sea. The five countries are
spewing out as much as 60 percent of the plastic waste that enters the worlds seas (Ocean Conservancy,
2015).
In line with this, Legarda filed the proposed Plastic Bags Regulation Act under Senate Bill No. 430,
which aims to strictly regulate the production, importation, sale and use of plastic bags.
This proposed measure discourages the use of plastic bags and encourages the use of native reusable bags made of organic or recycled materials, and reusable containers made of glass or non-toxic and
non-hazardous materials, she said.
Under the bill, a point-of-sale store will be prohibited from providing the consumer with plastic bags
for the purpose of carrying or transporting items or products purchased. This will put the use of single-use
plastic bags to a minimum.
Only plastic bags that are used to contain fresh fish, meat and poultry products, and primary plastic
packaging used to pre-pack food items and in the manufacturing of finished products for sale in the general market are excluded from the prohibitions under the bill.
The disposal and management of plastic waste shall be done in accordance and pursuant to the
provisions of Republic Act 9003 or the Ecological Solid Waste Management Act, which Legarda principally sponsored and authored.
Legarda explained that the bill would also address the concerns of affected employees and
workers of the plastic industry.
The Department of Trade and Industry
(DTI), the Technical Education and Skills
Development Authority (TESDA), and the
Department of Labor and Employment
(DOLE) will develop programs for alternative livelihood opportunities for the affected employees and
workers.
As the problems of pollution, environmental degradation and severe weather shifts escalate, all
sectors of society must act with urgency. Citizens should make conscious efforts to change daily routine
and practices to produce a positive impact on our environment. Companies must change their economic
mindset, wasteful production processes and packaging methodsfrom the use of seemingly cost-effective plastic bags into investing in long-term reusable and recyclable bags which are more sustainable in
the long run, Legarda concluded.

RCDA gives assistive devices to PWDs


TUGUEGARAO CITY, Cagayan - The Regional Council on Disability Affairs (RCDA) in the Cagayan Valley region
recently awarded some persons with disabilities (PWDs) with assistive devices.
Amalia Decena, RCDA regional coordinator, said the assistive devices were donated by some private organizations
here and abroad to promote greater independence to people living with disabilities.
She said the recipients, who are from Penablanca, Solana, Enrile and in this city, together with their respective
Municipal Social Welfare and Development Officers (MSWDOs) were trained on how to use and maintain the assistive
devices.
Aside from the donors, Decena also expressed her gratitude for the support and assistance provided by the Fatima
Medical Hospital, Mabuhay Deseret Foundation, Tahanang Walang Hagdan and other private individuals nationwide
who responded to the needs of the PWDs and other vulnerable sectors.
Decent said the council has partnered with various medical teams and volunteer groups in the region so that PWDs
will continuously receive necessary treatment and rehabilitation services and be provided with opportunities to become

Henry Pua-mas kilala sa trade name na AUP Rice Mill
and Grains Center ng Brgy. Luzon, Cabatuan, Isabela
matapos makaladkad ang AUP sa usaping illegal drugs
(Patriot/Valley Hot news).
Ayon sa tagapagsalita ng AUP Grains Center na
ayaw magpabanggit ng kanyang pangalan, halos 30
years na silang nagtatag ng kanilang maliit na buying
station at gumigiling(rice millng) ng bigas at dahan
dahan na umangat ang kanilang negosyo.
At sa tulong ng ibang kaibigan sa larangan ng
grains and milling business, gumanda ang kanilang

ugnayan sa kapwa nila Fil-Chinese community at


magandang kooperasyon sa mga local government units
at barangay.
Ayon sa PDEA-PNP AIDG Anti illegal Drug Group,
dalawang beses na naglabas ng statement ang ahensya

milling center sa anumang iligal na droga, kung kaya

operasyon ng shabu. Purely grains trading ang AUP.
