blocked, 233-187, a parliamentary move by
Democrats to force floor debate on a bill now

confirmed, 96-4, Gov. Nikki Haley of South
Carolina as U.S. ambassador to the United
Nations. A yes vote was to confirm Haley, 45,
over Democratic arguments that she knows
little about foreign affairs beyond ideological
