Ten years after Bill Clinton guided
failed Israeli-Palestinian peace talks,
the idea of a negotiation on equal
terms is now defunct
Ten years ago this month, Israelis
and Palestinians gathered at Camp
David, under the guidance of
President Bill Clinton, for
negotiations aimed at reaching a final
agreement. The talks ended in failure,
and by the end of September, the
second intifada had begun.
The Camp David talks have largely
been remembered in the context of
apportioning blame. This was
particularly true in the first months
and years of the Palestinian uprising,
as Israel spun the narrative of a
rejectionist Palestinian leadership that
had turned down an incredibly
“generous offer” and instead opted
for a campaign of violence.
A host of western commentators and
diplomats embraced this propaganda,
despite the wealth of contradictory
evidence: the misleading percentages,
the Israeli/US intention of annexing
illegal settlement blocs, the trickery
over Abu Dis, and indeed, according
to Robert Malley and Hussein Agha,
the fact that “strictly speaking, there
was never was an Israeli offer”
beyond “orally conveyed” proposals.
With American officials acting, in
the words of US state department
veteran Aaron David Miller, “as
Israel’s attorney”, it shouldn’t be too
surprising that Arafat refused the
Camp David offer that even former

The Israel Air Force struck a
weapons manufacturing facility in the
northern Gaza Strip in addition to a
terror tunnel and terror activity site in

Ami said he himself would have
rejected.
But simply analysing and debating
who was responsible for the lack of a
deal at Camp David is not enough;
nor is it the most important lesson
that the anniversary can offer. In the
light of Oslo’s ruined remains, a
collapsed peace process and an
entrenched occupation, a more
profound insight is sorely needed.
The Camp David summit was the
fruit of the Oslo years, where the
international community believed that
mutual “confidence-building
measures” would lead to final status
talks and a permanent deal. In reality,
the winners were successive Israeli
governments who oversaw settlement
expansion and West Bank
colonisation, and a Palestinian
political-economic elite.
Some thus concluded that the
solution is to try and hash it all out
together – including “final status”
issues – rather than leave the
“sensitive” questions to the end.
Others have tried to repackage the
approach of incrementalism under
occupation as grassroots “state-
building”. A sense of déjà vu about
Israel “ handing over” cities to well-
behaved Palestinian Authority forces
is understandable.
But the real lesson of the anniversary
is not a reworking of the Oslo/Camp
David framework, but rather the
futility of negotiations between
unequals. The common thread
running from Clinton through to
Obama via Bush is one of US
partisanship – the world’s most
powerful country aiding and covering
for an occupying regional superpower
against a stateless people.

The terror tunnel was dug
approximately one kilometer away
from the security fence and is
intended for infiltrating into Israel
and executing terror attacks against
IDF soldiers and Israeli civilians.
The attack is in response to the rocket
that was fired at Israel and damaged a
factory in the Sdot Negev Regional
Council on Wednesday morning,
June 30th 2010. Over 90 rockets
and mortar shells have been fired at
Israeli territory since the beginning of
A decade on from Camp David, it is
clear that there can be no resolution
of the conflict through the methods of
occupation-lite, temporary borders,
and “easing of restrictions”. The
concepts of honest broker and envoys
are bankrupt; what meaning can there
be in a peace process that staggers on
while Israel – with total impunity –
practises collective punishment and
facilitates the accelerated colonisation
of East Jerusalem? Furthermore, the
majority of the Palestinian people –
specifically the refugees and those
inside Israel – remain unrepresented
in the “peace process”.
In the seven years I’ve been going to
Palestine/Israel, I’ve watched illegal
settlements expand street by street,
and the Israeli mechanisms of control
of the Palestinians grow ever more
sophisticated and entrenched. The
facts on the ground multiply each
day, as more acres of Palestinian land
are transformed into colonies that
“everyone” knows will stay under
Israeli control.
Israeli and Palestinian leaders will
ultimately need to sit down and talk,
but it is time for our understanding of
how and when to be radically
reshaped by Nelson Mandela’s
famous words: “Only free men can
negotiate.”
Israeli leaders have no intention of
relinquishing control of the West
Bank and East Jerusalem, nor of
recognising fundamental Palestinian
rights already spelled out in countless
UN resolutions and global treaties.
The response of the international
community, if it is serious about a
sustainable peace, must be
enforcement and accountability, not
more doomed summits and road
2010, and over 330 rockets were fired
from the Gaza Strip into Israel since
the end of operation Cast Lead.
The IDF remains committed to
protecting the citizens of Israel and
will continue to act against terror.
The IDF holds Hamas solely
responsible for terror emanating from
the Gaza Strip.

CENTCOM’s Blue Sky, Red Team Talks Sense
About Hezbollah, Hamas

Mark Perry has a mini-blockbuster of
a story in Foreign Policy revealing
that a team of CENTCOM
intelligence analysts offered a report
about what U.S. military policy
should be toward Hezbollah and
Hamas. The results are exceedingly
pragmatic, sensible, and for that
reason, controversial:
…Senior CENTCOM intelligence
officers question the current U.S.
policy of isolating and marginalizing
the two movements. Instead, the Red
Team recommends a mix of
strategies that would integrate the two
organizations into their respective
political mainstreams.
…The…report calls for the
integration of Hizballah into the
Lebanese Armed Forces, and Hamas
into the Palestinian security
forces…The Red Team’s
conclusion…is perhaps its most
controversial finding: “The U.S. role
of assistance to an integrated
Lebanese defense force that includes
Hizballah; and the continued training
of Palestinian security forces in a
Palestinian entity that includes Hamas
in its government, would be more
effective than providing assistance to
entities — the government of
Lebanon and Fatah — that represent
only a part of the Lebanese and
Palestinian populace respectively”
(emphasis in the original). The report
goes on to note that while Hizballah
and Hamas “embrace staunch anti-
Israel rejectionist policies,” the two
groups are “pragmatic and
opportunistic.”
Can U.S. policy ever come to terms

This is going to have the Israel lobby
mavens screaming bloody murder and
the Republicans crying: “You see, we
told you Obama couldn’t be trusted
on Israel.” Probably in a day or two
Admiral Mullen and Gen. Petraeus
will be trying to get the horses back
in the barn.
I think what will anger these folks is
that the Red Team is only speaking
common sense to anyone who knows
anything about the politics of
Lebanon and Palestine. Of course,
Hezbollah and Hamas, though many
of their views and policies may be
anathema to some living in western
democracies, represent legitimate
political opinion within their
respective societies. And we’ve got
to stop viewing such phenomena
through our own particular U.S. lens
and try to understand things more in
the context of the Middle East.
Here is more reason bound to give
Israel apoplexy:
…The CENTCOM team directly
repudiates Israel’s publicly stated
view — that the two movements are
incapable of change and must be
confronted with force. The report
says that “failing to recognize their
separate grievances and objectives
will result in continued failure in
moderating their behavior.”
I can just see Mort Klein, Malcolm
Hoenlein and Bibi foaming at the
mouth and dripping with sarcasm:
“Instead of fighting murderous
Middle Eastern terrorists you
hopeless western liberals try to
“understand” them and negotiate with
them.”
We should be realistic in noting that
no radical shift in U.S. policy is in the
offing. But the fact that senior
intelligence officers at the military
HQ responsible for the Middle East
region is contemplating the formerly
unthinkable and has leaked such a
report is significant:
“There is a lot of thinking going on in
the military and particularly among
intelligence officers in Tampa [the
site of CENTCOM headquarters]
about these groups,” acknowledged a
senior CENTCOM officer familiar
with the report. However, he denied
that senior military leaders are
actively lobbying Barack Obama’s
administration to forge an opening to
the two organizations. “That’s
probably not in the cards just yet,” he
said.
It’s that “just yet” that will have Bibi
and Ehud and Gaby crapping in their
shorts.
The report directly contradicted the
claims of the Israeli military and
intelligence regarding the nature of
Hezbollah:
The Red Team downplays the
argument that the Lebanese Shiite
group [Hezbollah] acts as a proxy for
Iran. The report includes a quote from
Hizballah Secretary-General Hassan
Nasrallah, stating that if Lebanon and
Iran’s interests ever conflicted, his
organization would favor Lebanese
interests. “Hizballah’s activities
increasingly reflect the movement’s
needs and aspirations in Lebanon, as
opposed to the interests of its Iranian
backers,” the report concludes. It also
criticizes Israel’s August 2006 war
against Hizballah as
counterproductive. “Instead of
exploiting Hizballah’s independent
streak … Israeli actions in Lebanon
may have had the reverse effect of
tightening its bonds with Iran,” the
authors note.
Regarding Hamas, the Red Team
notes the clearest possible reasons
why Israel might want to maintain the
Islamist group as its national
bogeyman:
…The senior intelligence
experts…ignal their unease with
Israel’s anti-Hamas policies,
particularly the continuing Israeli
siege of Gaza…[They] note that
Israel’s strategy of keeping Gaza
under siege also keeps “the area on
the verge of a perpetual humanitarian
collapse” — a policy that the
intelligence report says “may be
radicalizing more people, especially
the young, increasing the number of
potential recruits” for the
organization. The report argues that
an Israeli decision to lift the siege
might pave the way for reconciliation
between Fatah and Hamas, which
would be “the best hope for
mainstreaming Hamas.” The Red
Team also claims that reconciliation
with Fatah, when coupled with
Hamas’s explicit renunciation of
violence, would gain “widespread
international support and deprive the
Israelis of any legitimate justification
to continue settlement building and
delay statehood negotiations.”
This passage lays out in bright lines
why Israel desperately does NOT
want Palestinian reconciliation and
does not want to end the siege or see
Hamas moderate its positions. It
could mean the death of the
settlement movement, the death of
Greater Israel, and the death of the
Occupation–all of which are
phenomena many Israelis refuse to
live without. Not just that they
believe they cannot live without
them, but that if they must renounce
them it would endanger the State’s
existence.
There are those among Israel’s right-
wing supporters who claim that
Hamas is irredentist and
irredeemable. That simply isn’t true.
As a NY Times column today by two
U.S. Mideast counter-terrorism
experts points out:
…When we talked to Khaled Meshal,
the leader of Hamas…he said that his
movement could imagine a two-state
“peace” ( he used the term “salaam,”
not just the usual “hudna”…
After reading the following passage I
think I’ve discovered a few new
heroes. And who’d-a-thunk I could
ever view a military intelligence
officer as a hero? But there you have
it:
…The CENTCOM Red Team report
has been read by outgoing
CENTCOM chief Gen. David
Petraeus…There’s little question the
report reflects the thinking among a
significant number of senior officers
at CENTCOM headquarters — and
among senior CENTCOM
intelligence officers and analysts
serving in the Middle East….A
CENTCOM senior officer told me
that — so far as he knows — there
is, in fact, no parallel “Blue Team”
report contradicting the Red Team’s
conclusion. “Well, that’s not exactly
right,” this senior officer added. “
The Blue Team is the Obama
administration.”
When it comes to the IDF I would
advise a wise Israeli political leader
(perhaps an extinct species) to run as
far as he or she could from what the
army or military intelligence advises
as far as policy is concerned. When it
comes to the U.S. military I’m
shocked to say I believe just the
opposite. It is the political leaders
who are lost in the dark and those in
CENTCOM who have the freshest
and most innovative approach for
resolving the conflict.
The Red Team report is also
especially important in light of the
groundbreaking testimony of Gen.
Petraeus before Congress that the
lack of resolution of the Israeli-Arab
conflict drives the Muslim world
away from us, foments hatred, fuels

Abbas once called for Arab nations to naturalize
Palestinians!

I was astonished to find this quote
from Mahmoud Abbas in 2005:
In an unexpected move, Palestinian
Authority President Mahmoud Abbas
called upon Arab countries hosting
Palestinian refugees to give them
citizenship, asserting that such action
would not compromise the Right of
Return. “I call upon every Arab
government wishing to give
citizenship [to Palestinian refugees]
to do so.
The Palestinian Authority president
insisted that obtaining citizenship in a
host country would not compromise
the refugees’ right to return to their
homeland. Palestinians have sought
to assert this right since being forced
from their homeland 50 years ago.
Abbas explained: “This does not
mean resettlement [of refugees]. A
Palestinian would return to his
homeland whenever he is allowed,
whether he carried an Arab or non-
Arab citizenship.”
In the interview, Abbas criticized
claims that the Arab League had
banned naturalization of refugees,
calling these claims “mere excuses.”
“There is no decision, as the Arab
League only recommended [not to
grant citizenship], but this was not a
decision,” he said, referring to the
recommendation made in the early
1950s when hundreds of thousands of
Palestinians became refugees
following the creation of the State of
Israel in 1948.
Gaza lawyer challenges West Bank study ban

Sharif permission to leave Gaza to
take up her masters course at Birzeit
University in Ramallah
A 29-year-old lawyer from Gaza
yesterday launched a legal challenge
against Israel’s refusal to allow her to
travel to the West Bank to pursue her
studies in human rights and
democracy.
Fatima Sharif must register for her
masters degree programme at Birzeit
University near Ramallah in two
weeks time or she will lose her place.
The Israeli authorities have denied
her permission to leave Gaza on the
grounds that she does not meet
Israel’s criteria of “humanitarian and
exceptional” need.
Sharif, who has been working in the
field of human rights law for the past
While Abbas boldly stated during his
visit to Lebanon that he “speaks for
all Palestinians,” a number of
Palestinian officials and refugees in
Lebanon disagree with his push for
citizenship. Some expressed great
surprise over his statement.
Suhail Natour, a member of the
Central Committee of the Democratic
Front for the Liberation of Palestine,
said: “It comes as a great surprise, as
this move is very dangerous.”
Natour explained: “ Once a
Palestinian becomes a citizen of
another country, he can’t claim his
right of return to Israel, as Israel can
easily turn around and say, ‘you now
have a country and can’t claim
refugee status.’”
“ Slowly, as more Palestinian
refugees get naturalized, the Right of
Return will turn from a national case
to a mere personal case against
Israel,” he said.
According to Natour, naturalizing
Palestinian refugees would add to
what are “already” serious legal,
political and social problems involved
with the Right of Return.
Notice that they interview a leader of
a terrorist organization as a
representative of Palestinian Arabs in
Lebanon to say they oppose the right
to be naturalized citizens – but they
didn’t interview any real citizens. As
usual, self-appointed “leaders” do
everything they can to quash their
people they are supposedly leading.
On the cached Lebanese forum page
from which I found the rest of the
Daily Star article, one of the members
posted in reaction to this:
Do you think the 350,000
five years, wants to deepen her
knowledge and understanding of her
chosen field, she said. There is no
relevant course in Gaza.
She plans to return to Gaza at the end
of her studies. “I want to raise
awareness about human rights within
the society of Gaza,” she said. “I
firmly believe that every person has
rights that they must be made aware
of.”
A petition against the decision was
lodged at Israel’s high court of justice
on Sharif’s behalf by Gisha, an Israeli
human rights organisation, which said
Israel had no security concerns about
the lawyer.
Israel should take into account “the
welcome use she intends to make of
the tools that she will acquire during
her studies when she returns to the
Gaza Strip after graduation”, said
Nomi Heger of Gisha.
Israel banned Gazans from studying
at West Bank universities in 2000
when violent resistance against the
Palestinians in the refugee camps

is Palestinian who lives in Kfarchima.
Four of us are not in Lebanon,
scattered between the US, Canada
and Australia. The only one left
behind is the Palestinian guy, who is
stuck in Lebanon with no future to
look forward to, and not being able to
leave Lebanon because he’s not able
to get either a travel document from
the Lebanese authorities, or a visa to
get out…
Abbas must have been pilloried for
making his pro-naturalization
statement, because he changed his
tune pretty quickly after this rare
show of true leadership. In 2008, he
completely contradicted his 2005
statement:
Palestinian President Mahmoud
Abbas was quoted Wednesday as
rejecting the naturalization of
Palestinian refugees in Lebanon. “We
would never accept any settlement
that leads to naturalizing Palestinians
in Lebanon,” Abbas told pan-Arab
daily Al-Hayat.
And in 2009, he went even beyond
that:
Palestinian refugees in Lebanon will
not be offered Palestinian Authority
passports, President Mahmoud Abbas
said on Monday following his
meeting with Lebanese President
Michel Suleiman at the Republican
Palace.
Abbas’ remark quashed recent
rumors concerning the issuing of PA
passports to Palestinian refugees in
Lebanon…
Abbas could have acted as the
occupation broke out in the
Palestinian territories.
A high court ruling in 2007 said
Israel should consider allowing
exceptions in “cases that would have
positive human consequences”.
Since then, Gisha says it has no
knowledge of any student from Gaza
being granted a permit to travel
through Israel to study in the West
Bank.

and now advocates keeping his
people in misery, as permanent
second-class citizens in their host
countries, without even the basic
ability to leave their hellholes of
“refugee” camps.

Are Hyperlinks Hyper-Jinxed?

Who would have thought the humble
hyperlink– that dynamic marvel that
turns the Internet into a world wide
web – would be blamed for our
diminishing attention spans?
Well, media theorist Nicholas Carr,
whose new book, The Shallows,
claims the Internet is turning our
brains to mush, wrote recently on his
blog that the good ol’ link may be one
of the main culprits:
Links are wonderful conveniences,
as we all know (from clicking on
them compulsively day in and day
out). But they’re also distractions.
Sometimes, they’re big distractions –
we click on a link, then another, then
another, and pretty soon we’ve
forgotten what we’d started out to do
or to read.
Even if we don’t click on the link, he
continues, it has an affect on how
much we understand about that we
read:
Your eyes notice it, and your frontal
cortex has to fire up a bunch of
neurons to decide whether to click or
not. You may not notice the little
extra cognitive load placed on your
brain, but it’s there and it matters.
IDF and Shin Bet: Gang That Can’t Shoot
Straight–or Read

I don’t know whether to laugh or cry
over Amira Hass’ latest report in
Haaretz that the Shin Bet ordered the
IDF to produce a Palestinian Arab
named Za’arir from the West Bank
village of Beit Omar for questioning.
Instead, they went to the house of the
Za’akik family in the same village
and demanded its 7 year-old son
appear for questioning:
On June 10, the Za’akik family from
the West Bank village of Beit Omar
awoke to loud knocks at the door.
The father of the family opened, and
three Israeli soldiers entered the
house; one of them, whom the father
thought to be the commander, asked
for the boy, M. His father told the
officer that M. was seven years old,
and showed him his identification,
stating the boy’s date of birth as
September 17, 2002.
People who read hypertext
comprehend and learn less, studies
show, than those who read the same
material in printed form. The more
links in a piece of writing, the bigger
the hit on comprehension.
Carr’s solution for writers: put links
at the end of a piece rather than
sprinkling them throughout. Sounds
like a reasonable solution, one that
reinforces the idea that links work
best when they function as dynamic
footnotes.
At the same time, the New York
Times had its own concerns about
links. But its worries had less to do
with the “bunch of neurons” than
about the potential loss of traffic if
bloggers and others stop linking to
the paper.
The NYT plans to begin charging for
articles in 2011. Readers will be
allowed a certain number of free
articles and will be charged for any
beyond the limit. But according to
Peter Kafka’s Media Memo, the Grey
Lady has already begun assuring
bloggers that readers will not be
barred from reading links posted by
third-parties (such as bloggers,
Twitter, Facebook), even if they are
over the limit.

The IDF naturally claims there was
and that it was simply an unfortunate
error. One has to wonder at the
ineptitude that would cause someone
in the Shin Bet to misidentify a 7 year
old boy named Za’arir with their
actual target named Za’akik. Can
they not read? Not to mention the
means more demand for quality
content. And that means potentially
link-blocking paywalls.
At least it seems the NY Times has
found a way to have a paywall and
keep social media’s incoming links
working. Someone alert the Wall
Street Journal.

utter cluelessness of the IDF officer

family. Did this oaf not realize that
summoning a 7 year old for Shin Bet
questioning was ludicrous? One has
to wonder whether this is yet another
example of the vaunted intelligence

Fauxtography at Haaretz: Picture of
14-year old suicide bomber used to
portray 7-year old boy Haaretz runs a
story by Amira Hass (a Jewish
correspondent who lives in Ramallah
and has lived in Gaza) in which she
claims that a 7-year old boy was
mistakenly summoned for
questioning by the IDF (Hat Tip:
Eliana). Her goal seems to be to
solicit an apology from the IDF
directly to the family. But in the
process, Haaretz uses a picture of a
14-year old suicide bomber and tries
to pass him off as the 7-year old boy.
The entire summons was intended
for another person in another family.
The summons customarily bears a
four-part name (first name, name of
the father, name of the grandfather,
and family name ). Only the first
name in this case was in fact the same
as that of the child, but the IDF still
failed to notice the triple mistake of
delivering the summons to a 7-year-
old, bearing the wrong name and at
the wrong address.
The Shin Bet spokesperson’s office
told Haaretz the security service does
not summon children to be

As Rosh Hashanah, the Jewish New
Year nears, you may want to reflect

was meant for someone else in the
village with a similar name, the Shin
Bet spokesman said, “and the force

Defense for Children said in
response that they welcomed the
apology, but questioned whether it
was issued to the family directly or
only through the media.
The IDF spokesman said that there
had been confusion between two
families with similar names who live
nearby to each other, and that the mix
up was an innocent mistake.
Haaretz decided it needed a picture
to run with the story. Having no
picture of the boy in question (for
obvious reasons), it ran the picture
below.
Yes, the picture came from that
video. Note the boy walking around
in the oversized army jacket in the
video after the suicide belt was taken
off.
So to summarize (from Eliana
again),
Ha’aretz is trying to show a pitiful
photo of a “Palestinian boy” being
“apprehended” by the IDF when it’s
actually a suicide bomber who was
caught before he could blow up his

spilt milk? Are you focusing on what
is not? This creates darkness when
what we really want is light.
If you had to stop for a moment and
reflect on the happiest times of your

Here’s a very disturbing report of
statements made by European Jewish
Congress President Moshe Kantor on
Tuesday. Kantor has recognized that
European Jewry is in its most
precarious position since World War
II.
“Jews are afraid to walk the streets in
Europe with Jewish signs.
Synagogues, Jewish schools and
kindergartens require barbed-wire
fences and security and Jewish men,
women and children are beaten up in
broad daylight,” he said in a message
to Members of European Parliament
from the three Benelux countries who
attended a lunch meeting in Brussels
organized on the eve of Belgium’s
presidency of the European Union.
Representatives of the Jewish
communities of Belgium, Holland
and Luxembourg were also present.
Kantor added “most worryingly,
Jews are being forced out of many
European cities, like Malmo, because
of the atmosphere of hostility and
violence.”
“I would like European politicians to
state loud and clear that there is no
justification or understanding
whatsoever for the attacks on Jews or
Jewish institutions in Europe,” he
said.
He’s right, but it won’t happen (with
the exception of Geert Wilders in
Holland). They’re too busy worrying
about ‘Islamophobia.’ But here’s

Who benefits from the Shalit march?
Lest you have any doubt who the
biggest fans of the Shalit family
march are….
The Detainees’ Support Committee
in Gaza called on the Shalit family on
Wednesday to continue to pressure
their government to secure the release
of their son.
The Shalit family is on a 12-day
march to Jerusalem, where they plan
to camp outside Israeli Prime
Minister Netanyahu’s residence until
their son is returned home. Gilad, an
Israeli soldier, was captured in along
the Gaza border four years ago.
Negotiations to swap Gilad for
Palestinian prisoners have been
unsuccessful so far.
In a statement, the prisoners’
committee questioned why the world
is “crying for Shalit” yet ignores the
plight of the more than 7,000
Palestinian prisoners, some of whom
have spent more than 30 years behind
bars, adding, “he is not better than
our prisoners; he should not see the
light until our prisoners do.”
Reiterating Hamas’ recent statement
that the Israeli government is
obstructing Shalit’s release, the
committee commended Shalit’s
family for realizing that “the solution
is in the hands of their government.”
The committee insisted that prisoners
who have been in Israeli jails since
before the 1994 Oslo Agreement
must be released in a swap deal.
