The NAVEDTRA 130 series of manuals provide fundamental


guidance, within the Naval Education and Training Command
(NETC), for the development of curricula, the delivery of
instruction, and the management and evaluation of training
programs.
These manuals do not supersede the directive policy
established by Commander, NETC in these subject areas. Rather,
they supplement the instructions in two important ways. First,
they reflect the philosophical principles underlying NETC policy
for curriculum, instruction, and assessment. Secondly, they
provide procedures and standards for carrying out that policy.
Each of the NAVEDTRA 130 series of manuals is designed as a
stand-alone document to serve a specific user group such as
curriculum developers, instructors, training managers, or
evaluators of training. The manuals are, however, interrelated
and cross-referenced to one another.
SCOPE:
NAVEDTRA 133, Navy Human Performance Requirements Review
(HPRR) Management Manual, provides the policy and guidance to
establish, implement, conduct, and manage HPRRs in the NETC
domain.
A HPRR is a process designed to revalidate individual
training requirements and or identify new training requirements
as they apply to a rate, grade, community, course, systems
configuration, or fleet operating procedure. The HPRR Process

provides stakeholders an opportunity to review and address


existing training, identify redundant or unnecessary training,
and ensure proper alignment of training based on new or revised
requirements.
The guidelines set forth in this manual are not intended to
conflict with any higher-level authority policies or procedures.
In instances where there appears to be conflict or disagreement,
please notify NETC N7. NETC N7 solicits any comments and
recommendations to improve the NAVEDTRA series of manuals.

SECTION 1 - INTRODUCTION
A Human Performance Requirements Review (HPRR) is a process
designed to revalidate individual training requirements and or
identify new training requirements as they apply to a rate,
grade, community, course, systems configuration, or fleet
operating procedure. The HPRR Process provides stakeholders an
opportunity to review and address existing training, identify
redundant or unnecessary training, and ensure proper alignment
of training based on new or revised requirements.
The purpose of this chapter is to provide a general overview
of the contents found in this document. The manual contains
information necessary to establish, implement, conduct, and
manage the HPRR Process.
SECTION 2 HPRR ROLES AND RESPONSIBILITIES
Chapter 2 provides a description of HPRR individual roles
and responsibilities for personnel within Naval Education and
Training Command (NETC) Headquarters, NETC Learning Centers
(LCs), and Stakeholders.
SECTION 3 HPRR PROCESS
Chapter 3 provides a description of the triggers that will
prompt a LC to schedule and facilitate a HPRR and outlines the
steps, tools, and information needed to conduct a HPRR.
SECTION 4 HPRR ANNUAL SCHEDULE AND HPRR MESSAGES
Chapter 4 provides a description of the four types of HPRR
Messages: Learning Center Annual HPRR Schedule; HPRR
Announcement; HPRR Agenda; and HPRR Action Chit. Examples of
the four messages are provided in Appendices B through E.
SECTION 5 - SUMMARY
This chapter provides a high-level overview of the contents
of this document that collectively comprise the elements
necessary to implement, manage, and sustain a HPRR Process
within the NETC training organization.

This chapter identifies Human Performance Requirements
Review (HPRR) Process roles and responsibilities for personnel
assigned to the Naval Education and Training Command (NETC)
Headquarters, NETC Learning Centers (LCs), and Stakeholders.
SECTION 2 NAVAL EDUCATION AND TRAINING COMMAND HEADQUARTERS
NETC Headquarters HPRR Process roles and responsibilities:

Commander, Naval Education and Training Command


(CNETC): Provides policy and guidance.
Director, Learning and Development Division (DOT),
(N7): Provides oversight of policy and guidance.
Learning Standards Branch Head (N74):

Ensures HPRR policy and guidance is current.


Ensures NETC LCs comply with policy and guidance.

Content Program Coordinator (CPC):

Provides guidance and assistance.


Monitors compliance.
SECTION 3 - NETC LEARNING CENTER

Action Chit Messages.
Coordinates resolution of HPRR Action Chits.

HPRR Executive Steering Committee (ESC): The ESC is a


required component of the HPRR Process. Membership
may vary dependent upon HPRR attendance. Members
should include, but are not limited to CCA (Chair, may
be delegated to the DOT or LSO), DOT, LSO, CCMM
(recorder), LC HPRR Coordinator, Stakeholder(s), and
Subject Matter Experts (SMEs). The ESC will:

Review, validate, and prioritize HPRR Action


Chits.
Requirement Sponsor(s) have final approval of
HPRR Action Chit prioritization.
SECTION 4 STAKEHOLDERS

A Stakeholder is a designated person(s) that represents an


organization or community (i.e., Requirement Sponsor, Resource
Sponsor, Technical Warrant Holder, Warfare Sponsor, Enlisted
Community Manager (ECM)) responsible for training requirements
under review during the HPRR process. Stakeholder roles in the
HPRR process, include:

Provide technical information.


Review existing training to identify redundant or
unnecessary training, and ensure proper alignment of
training based on new or revised requirements.
SECTION 5 SUMMARY

This chapter has defined the roles and responsibilities


necessary to implement and sustain an effective NETC HPRR
Process.

SECTION 1 INTRODUCTION
This chapter outlines the sequence of steps necessary to
perform a Human Performance Requirements Review (HPRR) and
concludes with a description of a HPRR Community of Practice
(CoP). The HPRR Process includes:

Policy and guidance for the review of shore-based


individual training that incorporates stakeholder and
Subject Matter Expert (SME) participation.
A comprehensive comparison of an existing course(s) to
ensure alignment to current Fleet requirements.
An opportunity to assess identified performance issues
and/or trends to determine if training needs to be
adjusted.
An opportunity to ensure that individual training
requirements align to rates, grades, community, course,
systems configuration, or Fleet operation procedures.
A method to eliminate redundant or unnecessary training.

HPRRs can be performed on either an individual course of


instruction, training pipeline, or a group of courses to support
a rating, Navy Enlisted Classification Code (NEC), or platform.
A HPRR will be conducted on Learning Center (LC) Courses of
Instructon (CoI) within a 36-month cycle, unless a triggered
event occurs that requires one be conducted more frequently.
The HPRR guidelines described in this chapter may be
modified and/or added to depending on the LCs specific
requirements. However, deviations from the steps outlined in
this chapter require a NETC N74 waiver and the waiver shall be
maintained as part of the LCs technical artifacts.
Use Appendix G, HPRR Check List, to track achievement of the
minimum steps required to manage the HPRR Process.
SECTION 2 TRIGGERS (STEP 1)
The following triggers can initiate a LC HPRR Process:

Requests by Requirement Sponsor. A Requirement Sponsor


may request that a LC conduct a HPRR to revise current
training, based upon a new or changing performance
requirement. The new or changing performance
requirements may be based upon inputs from (not an

inclusive list): Top Management Attention (TMA)/Top


Management Issues (TMI), Afloat Training Group (ATG),
Board of Inspection and Survey (INSURV) or Navy Safety
Center.
Fleet Feedback. Fleet feedback can come in many forms
(i.e., lessons learned, hot wash or after action reports,
exercise reports, onsite evaluation or inspection teams,
etc.) and may trigger a HPRR to address performance
issues.
Course Surveillance. Continuous surveillance performed
by a courses CCMM to detect changes in documentation,
equipment, materials, or procedures may cause a
performance requirement(s) to change.
Curriculum Control Authority (CCA) directed. A CCA can
initiate a HPRR, as required.
SECTION 3 HPRR PREPARATION (STEP 2)

Once a LC receives a HPRR trigger, the LC


initiated. Advance planning is essential for
outcome. A Formal Course Review (FCR) should
advance of a HPRR. The following steps shall

Review, validate, and post the following documents,


pertinent to the HPRR, on the LC HPRR CoP Navy Knowledge
Online (NKO) Website:
o Training Course Control Document (TCCD). This is
the primary development and management document for
a course. The approved TCCD serves as the authority
for further development and consolidates the
information needed by curriculum developers to
create the curriculum and support materials for a
course.
o Course Training Task List (CTTL). A CTTL is a list
of duties and tasks trained in a course, which can
be found in the TCCD.
o Personnel Performance Profile (PPP) Table. A PPP
Table is a listing of knowledge and skills required
to operate and maintain a system, subsystem, or
equipment, or to perform a task or function. The
PPP Table can be found in the TCCD.
o Unresolved HPRR Action Chits. Chits from previous
HPRRs that have not been closed by Requirement
Sponsor.
o Performance Issue Documentation. These would be
issues and/or trends that may impact training, and
would normally be provided by the fleet.
o Non-Academic Factor Documentation. Examples of
these factors are quality of life, non-graduation
rates, and attrition rates that may also impact
training.
o Occupational Standards (OCCSTDs). OCCSTDs are task
statements that describe the Navys minimum
requirements and skills of Navy enlisted ratings by
paygrade.
o Navy Training Systems Plan (NTSP). A NTSP
identifies manpower, personnel, and training
requirements and resources for new system
development. A NTSP revision may trigger a HPRR.
o Safety Issue Documentation. Safety issues or
concerns.
o Job Duty Task Analysis (JDTA) Data. Use existing
JDTA Data, and post work decomposition at the task
level.

Draft and send HPRR Announcement Message (a minimum of 90


days prior to the HPRR).
Conduct a LC HPRR organizational meeting.
Establish HPRR working group(s), using the following
guidelines:
o Each working group will consist of a minimum of
three (3) SMEs, facilitator, and a recorder.
o Each working group will review and assess an
individual course of instruction, training pipeline,
or a group of courses to support a rating, Navy
Enlisted Classification Code (NEC), or platform.

Draft and send HPRR Agenda Message (a minimum of 60 days


prior to the HPRR).
Coordinate security issues with Security Manager.
Develop a brief that covers goals, agenda, ground rules
and overall timeline of the HPRR.

Final HPRR Preparation (30 days prior).

Ensure briefs, artifacts and issues are prepared prior to


the HPRR.
Brief Commanding Officer (CO) or Director of Training
(DOT) on HPRR Status.
Contact all HPRR participants to coordinate (i.e. briefs,
concerns on HPRR topics, and logistic issues).
Confirm location and necessary equipment status.
Confirm CO or DOT availability for opening remarks.
Prepare HPRR Action Chits for working group(s). Assign
first three (3) fields of serial number, refer to Section
5.
SECTION 4 CONDUCTING A HPRR (STEP 3)

Conducting a HPRR should consist, at a minimum, of the


following components:

Conduct in-briefs to discuss the purpose, goals, agenda,


ground rules, and timeline of the HPRR.
Introduce attendees.
Introduce the composition of each working group and
discuss their function and expectations.
Commence working group(s) and:

o Perform review of CIN(s) by reviewing and


validating:

Unresolved HPRR Action Chits


CTTL or PPP Table (review all tasks from JDTA
data, if available)
OCCSTDS
Safety related issues
Stakeholder performance issues, based upon

Issues identified during course surveillance
Non-academic factors
NOTE

The list above, items to be reviewed by each working group,


may be revised based upon the data available.
o Prepare HPRR Action Chits, refer to Section 5:

Recommend include informal training, Personnel
Qualification Standard (PQS), Rate Training
Manual (RTM), or other.

o Develop a brief for the Executive Steering Committee


(ESC) that provides an overview of course(s)
reviewed to include action chit(s) and their
priority and recommendations.

action chits and forward to absent members for
validation.

Validation of the HPRR Action Chit(s) by the
Requirement Sponsor and compliance with NETCINST
1500.9 (series) is required before NETC LCs can
initiate the process to update training.
SECTION 5 HPRR ACTION CHIT

A HPRR Action Chit is the document that will be used during


a HPRR to record issues. HPRR Working Group(s) will generate
action chit(s) and submit them to the HPRR Coordinator for
assignment of a sequence number prior to ESC review. Refer to
Appendix F for a HPRR Action Chit template. Action chits will
consist of the following data fields:

(separated by commas); the HPRR Coordinator is responsible for
serial number accuracy. Business rules for action chit serial
numbers are:

SECTION 6 POST HPRR (STEP 4)

When a HPRR is concluded, the following actions should


occur:

Broker each HPRR Action Chit to the appropriate LC


department(s) as an information item.
Coordinate prioritization of HPRR Action Chits if the
prioritization was not completed during HPRR.
Update LC HPRR CoP to reflect status of HPRR Action Chits.
Develop a POA&M for HPRR Action Chits that have been
submitted to the LC per NETCINST 1500.9 (series).

Within 30 days of HPRR completion, the HPPR Coordinator


shall draft and submit via the chain of command the HPRR Action
Chit Message for release. Appendix E is an example of this
message.

SECTION 7 HPRR COMMUNITY OF PRACTICE (CoP)


Each LC shall establish a HPRR CoP to create a centralized
forum and data respository in support of scheduled HPRRs. The
HPRR CoP will be located on NKO and should include, but is not
limited to:

SECTION 8 SUMMARY

This chapter has provided a description of the steps


necessary to prepare and conduct a HPPR, to include follow-up
actions. Additionally, the documents necessary to support the
HPRR Process, that need to be posted to the LCs NKO HPRR CoP
Website, were discussed.

SECTION 1 - INTRODUCTION
This chapter describes each of the Human Performance
Requirements Review (HPRR) Messages that are required to support
the HPRR Process. An illustration of the timing of the HPRR
Messages is shown in Figure 1. The following is a list of HPRR

SECTION 2 LEARNING CENTER ANNUAL HPRR SCHEDULE MESSAGE


The Learning Center (LC) Annual HPRR Schedule Message
provides both the LC and stakeholders with a long-range schedule
for planning. A HPRR shall be completed on each Course
Identification Number (CIN) at a minimum of once every 36
months. Prior to drafting the message, the LC Learning
Standards Officer (LSO) will collaboratively (with stakeholders)
create a LC Annual HPRR Schedule Spreadsheet. For an example of
an Annual HPRR Schedule Spreadsheet, refer to Appendix A.
LCs shall draft and release their Annual HPRR Schedule
Message, see Appendix B, 30 days prior to October 1st of each
year. The message will include, at a minimum:

and released in preparation for a HPRR. The HPRR Announcement
Message shall be released 90 days prior to the date of the HPRR.
This message provides initial information necessary to begin the
