Article 19. Rights of the child conceived through surrogacy.
The child born as a result of
surrogacy shall have the same rights as the legitimate biological child such as: a. To bear the surnames of the intended parents, in conformity with the provisions of the Civil Code on Surnames; b. To receive support from the intended parents, their ascendants, and relatives, in conformity of the provisions of the Civil Code on Support; and, c. To be entitled to the legitime and other successional rights granted to them by the Civil Code.

The goal of this bill is to guarantee the life and rights of all conceived children through artificial means. It is only fitting to provide children conceived through surrogacy with the same rights as those of children conceived through natural means, provided both are conceived under a lawful marriage.
