About Incident Reports

This is an incident report prepared by S.E.A.L. Security Solutions, LLC, each month for the Rice Military
Civic Club and Community. Throughout the month S.E.A.L.s dispatch center received calls from residents
and S.E.A.L. officers concerning dangerous or potentially threating situations or activity, and observations of
incidents that occurred in the area. Our 24-hour dispatch center also received calls from residents inquiring
about information on our services. These calls have been recorded to provide the Board and community
information that may impact the community.
About S.E.A.L. Security

S.E.A.L. Security was contracted to safeguard residents in your community and be on call during in high risk
situations. All S.E.A.L. officers are armed and patrol in marked patrol units. S.E.A.L. Security takes a
proactive position on patrolling and securing the community. Our expanded canine (K-9) division includes
foot patrol in your community. In addition to patrol services, our dogs are trained in drug and explosive
detection. Our specially trained experts and their canine partners can be one of the most effective and
productive security tools available to dissuade, discourage, and prevent crime. In the interest of safety, we ask
that residents do not approach the K-9 or attempt to pet them. We appreciate everyones assistance.

Saturday, December 3
12:00 A.M. Officer on patrol spotted a male, heavily intoxicated, on Lillian behind the Kung Fu bar, acting
recklessly and posing a danger to himself or others. The officer sat him down and then detained him for
his own safety, until HPD arrived and picked him up.
2:00 A.M. Officer on patrol spotted two HFD units on the 200 block of Birdsall, and then five more
arrived, regarding what the officer learned was a domestic dispute.

Monday, December 5
6:12 P.M. Officer on patrol noted a vehicle parked in front of 5606 Blossom.
8:44 P.M. Officer on patrol on Utah by Clyde was stopped by a resident regarding a homeless men
sleeping on the front porch of an abandoned house. The officer attempted to find the home but was
unable.
Tuesday, December 6
4:00 P.M. Officer on patrol spotted a homeless man standing by Lester and escorted him out of the
neighborhood.
7:00 P.M. Officer on patrol spotted a suspicious vehicle come into the neighborhood through Dickson
towards Scotland and parked for couple minutes, when the subject noticed the security officer. Officer
followed the subject all the way out of the neighborhood boundaries.
Thursday, December 8
12:00 P.M. Officer on patrol noticed a homeless male walking while pushing a wheelchair on Knox. He
bothered a couple for money so officer sent him out of the neighborhood.
7:03 P.M. Officer on patrol noticed a HPD officer parked, watching for people running a stop sign.

8:44 P.M. Officer responded to information about a possible abandoned dog (or left outside in the cold)
on Asbury near Feagan. Officer searched the front yards of all houses around that spot but did not
observe any animals except for a cat that ran away as officer was trying to help.
9:12 P.M. HPD showed up for an alarm call at the 600 block of Lester.
Friday, December 9
9:57 P.M. Officer responded to a report of a disturbance at Washington and Durham. The resident
reported a group preaching too loudly and wished them silenced. S.E.A.L. officer assisted HPD in
silencing the group without incident.
8:31 A.M. Officer responded to a report of a disturbance at McDonald and Clyde. A caller reported to
Dispatch that he heard someone yelling, and then heard some loud noises, which he first thought were
gunshots, but then realized the person was hitting something. Officer arrived in the area and did not see
or hear anything.
Sunday, December 11
12:25 A.M. Officer responded to a report of a loud party on the 1600 block of Cohn. Officer made
contact with the homeowner and they complied without issue.
12:26 P.M. Officer responded to a house alarm at the 1400 block of Knox. The homeowner arrived at the
site and he and officer went in to check if anyone was in the house. Officer checked all of the rooms, all
closets, all bathrooms, the garage and the attic. All was clear. There were no signs of forced entry.
Officer notified Dispatch of the clear for the house alarm.
3:00 P.M. Officer on patrol noticed a couple of suspicious girls inside a vehicle and one sitting on the
sidewalk of Lillian and Roy. They were not related to any of the neighborhood residents so officer had
them leave the neighborhood properties.

Monday, December 12
10:42 A.M. Officer on patrol found a solicitor for Byrons Landscaping on the 500 block of Roy. Officer
trailed him to a bus stop on Washington.
11:51 A.M. Officer on patrol found a solicitor on the 5200 block of Blossom and informed individual that
there was no soliciting in neighborhood.

Tuesday, December 13
3:30 P.M. Officer on patrol on Malone made contact with a resident who notified officer about a
homeless male that been sleeping at some residents property. Officer followed the resident to the
residence. Officer found a white male with no shirt on outside of the location close to Malone and
Washington. Officer notified him he shouldn't be hanging out on private properties and should not be in
the neighborhood. The male complied and started to walk out of the neighborhood. About 20 minutes
later, officer drove down Washington and saw him sitting at the bus stop outside of Walgreens.
Wednesday, December 14
10:10 P.M. Officer responded to a report of a suspicious person who rang a doorbell on the 600 block of
Birdsall. Officer arrived on location and located the individual. Individual was lost and looking for his
sisters residence, which is in the neighborhood. Officer was able to contact with the sister and she sent
her husband to pick up her brother.
10:46 A.M. Officer responded to a house alarm call on the 500 block of Detering. Officer saw everything
was normal. A HPD officer arrived and said they had the owner on the phone. Owner arrived shortly and
agreed that the house was clear.
7:58 P.M. Officers were dispatched to the 600 block of Reinerman when the owner of the house had a
notification on his personal phone about the house garage left open. Officers got to the location and
conducted a property search around the residence to make sure there was no sign of break in. Officers
noticed that the door in the garage and the front door were unlocked. The homeowner was contacted,
and he gave officers permission to go in and clear the house to make sure nobody was inside. One
officer went through the front door and the other went through the garage door. Officer found no one
in the residence and notified Dispatch. Officers waited for the homeowner. When he showed up, they
gave him the all-clear.

11:39 P.M. Officer responded to a call of a suspicious vehicle on the 5400 block of Rose. Officers
confirmed that the vehicle had left the area.
12:33 P.M. Officer responded to a report of a male stealing boxes from the 400 block of Knox. The caller
gave Dispatch a description of the suspect and his vehicle, who said left when he saw the caller go
outside. Officer searched the area for the suspect and the vehicle but he was gone on arrival.
11:27 P.M. Officer responded to a house alarm on the 1500 block of Cohn. Dunkin Security told Dispatch
that a first floor window alarm was going off. Officer checked the property and all is secure. All windows
and doors show no signs of tampering or forced entry. Alarm may have been triggered by the stronger
than normal winds in the area.
Sunday, December 18
2:13 A.M. Officer responded to a call about a suspicious vehicle. The caller reported to Dispatch a
vehicle parked in front of her house on the 6100 block of Stillman for about 30 minutes. Officer arrived
on location, recorded the license plate number, and made contact with the two male occupants. One
male said that he lives on Calder but refused to show proof of this, so officer told them they needed to
leave. They left without issue.
5:05 A.M. Officer responded to a house alarm on the 100 block of Roy. Officer arrived on location and
checked the property and found all doors and windows were secure. Dispatch called homeowner back
and informed her of this.
8:58 P.M. Officer responded to a report of a suspicious vehicle. A resident on the 6100 block of Clyde
was concerned about a vehicle parked in front of his house. Officer arrived at the location, but the
vehicle was gone.
11:20 A.M. Officer requested assistance after a report of two male attempting to move items from a
home on the 1500 block of McDonald. Officers noted no items were missing and continued to monitor
the area for the individuals described.

2:02 A.M. Officer responded to a report of a suspicious vehicle. A resident at Feagan and Detering called
Dispatch to report he heard a loud bang from outside. When he reviewed the video footage, he saw a
vehicle hit his trash can and continue on his way. Officer arrived on location and patrolled the area and
was unable to locate a vehicle matching the description given Dispatch. Officer believes the suspect may
have been driving through from the bar areas just north of this area.
2:22 P.M. Officer on patrol heard an alarm coming from a house on the 5100 block of Dickson. Officer
checked the house from the outside and everything seemed normal. The alarm was shut off.
9:00 P.M. Officer on patrol noticed a male walking around Woodcrest with his cart. He stopped on
Hamman and was about to go into a property with construction to look for junk. Officer told him that he
could not be doing this at night, and at no time is he allowed to go into residents driveways or front
yards to look for trash. Officer had spoken to the same person on a similar matter several months ago.
Officer escorted the man to his house on the 6100 block of Maxie.
11:08 P.M. Officer noticed a suspicious male sitting in his car inside a driveway on Rose near Birdsall.
Officer approached the driver who was watching movies on his phone. He said that he did not live here
but as he got tired from driving he decided to pull into a random driveway and rest. Officer documented
his ID and his car's license plate number and sent him out of the subdivision.

Friday, December 23
9:03 P.M. Officer responded to a house alarm on the 800 block of Knox. Officer checked the house
perimeter and found no broken windows or signs of forced entry
5:44 P.M. Officer responded to a call of a suspicious vehicle in a driveway on the 900 block of Asbury.
There was a female sitting in the passengers seat. She said that she and her father-in-law had to park
here after their car got overheated, and he went to CVS to get some water to cool the car. After
checking that the house they were parked in front of was secured and their car was really overheated,
officer sent her to park the car near CVS.
8:00 P.M. Officer on patrol noticed a male walking suspiciously and very slow on Blossom coming from
Durham. When approached him, he said he was walking towards the other side, pointing towards the
Crestwood area. He seemed a bit intoxicated as well possibly on drugs. Officer monitored him until he
went into Crestwood on Westcott.

5:41 P.M. Officer on patrol noticed multiple HFD vehicles rushing to the Asbury and Feagan area. The
back yard of one of the houses on the300 block of Asbury was on fire, and the houses next door on both
sides seemed affected as well. The fire was under control in a matter of minutes. The main house was
empty at the time and there were no reports of any injuries. The cause of fire was not immediately
determined. The officers were at the scene to assist with securing the perimeter.
8:45 A.M. Officer responded to a house alarm at the 1500 block of Cohn. Duncan Security called
Dispatch and reported the alarm system and the alert came from zone: One Entry Exit Door. S.E.A.L.
Officer and K-9 arrived on property and conducted a property check of the area. They found the area
was all clear with no signs of forced entry.
12:32 P.M. Officer responded to a house alarm at the 400 block of Reinicke. Officer checked the garage
gate, main door, backyard and windows. All were secured with no signs of forced entry.

As officer was clearing the call, officer responded to a possible home invasion at the 5000 block of
Blossom. Officer arrived that the house four minutes after the call and was advised that HPD was
coming as well. S.E.A.L. and HPD checked the house while a female resident was inside. Her husband
arrived as well. Everything was normal and property was secured. The woman heard her garage door
was being opened and thought someone was trying to break in. S.E.A.L. and HPD cleared the scene at
12:55 P.M.
5:00 P.M. Officer on patrol noted a traffic accident on Memorial near Birdsall, which caused a bit of
traffic jam but was cleared shortly.
Friday, December 30
9:38 P.M. Officer responded to a report of suspicious vehicles at the church at Rose and Detering. A
caller reported to Dispatch a group of cars in the church parking lot. Officer checked the area and found
no vehicles in the church area.
6:00 P.M. Officer on patrol escorted a homeless man on the 1100 block of Asbury out of the
neighborhood.
