INTRODUCTION
The Klang Valley Mass Rapid Transit (KVMRT) Project involves the construction of a rail-based
public transport network comprising three lines.
The MRT, together with the existing urban rail network, will form the backbone of the public
transport system in the Greater Kuala Lumpur/ Klang Valley region.
The Project is an Entry Point Project of the Economic Transformation Program (ETP) under the
Greater Kuala Lumpur/Klang Valley National Key Economic Area (NKEA). The ETP is
implemented by the Performance Management and Delivery Unit (PEMANDU) of the Prime
Ministers Department. The first MRT line to be implemented is the 51km Sungai Buloh-Kajang
Line (SBK Line) The SSP Line will be the second MRT line to be developed.
The line will serve a corridor with a population of around 2 million people stretching from Sungai
Buloh to Putrajaya and will include Sri Damansara, Kepong, Batu, Jalan Sultan Azlan Shah,
Jalan Tun Razak, KLCC, Tun Razak Exchange, Kuchai Lama, Seri Kembangan and Cyberjaya.
The proposed alignment is 52.2km of which 13.5km is underground. A total of 36 stations, 11 of
them underground, will be built.

Colas Rail Consortium (CRCO) have been awarded the contract to Design, Procure, Install, Test
and Commission the Power Supply and Distribution System (PS&DS) on the KVMRT SSP line
under work package contract ID - SSP-SY-205.
As part of our contractual responsibility CRCO are required to provide the Noise Vibration
Compliance Management Plan to demonstrate how the CRCO project team will monitor and
manage noise and vibration concerns whilst implementing the PS&DS work package in order to
meet project and regulatory requirements.

Purpose
The purpose of this plan is to outline the methodology that the CRCO project team will follow to
monitor and control noise and vibration generated from the project activities to ensure the levels
are within project and DOE limits.

1.2

Scope
This document is applicable to all CRCO Project activities for the MRT2 SSP Line Project and to
all employee and subcontractors working under the control of CRCO Project team whilst
implementing the PS&DS scope of works.

4.1.1

The Responsibilities of Colas Rail Consortium Project Director

The responsibilities of the Project Director are as follows:

Responsible and accountable for the Environmental performance of the project team.

To ensure that this Plan is compatible with the overall Project Management System and that
it is implemented.

Assign specific responsibilities to and allocate resources including project team members,
subcontractors and consultants to enable implementation of this Plan

Take necessary actions to ensure compliance with all the relevant approval conditions and
environmental related regulations.

Review and approve the Environmental Implementation Plan, Emergency Coordination Plan,
Management Review Report, Environmental Management Program and Targets

Ensure the implementation of the environmental monitoring and auditing in line with project
and DOE Regulations. (Refer to Chapter 5)

4.1.2

The Responsibilities of Safety, Health, Environment (SHE) Manager


The SHE Manager is responsible to:
To advise the Project Director on the implementation of the environmental management
system
To monitor the implementation and effectiveness of the environmental management plans
To assist with production and review of project environmental documentation and reports
To coordinate with other PDP departments, SCs and WPCs on the implementation of
environmental requirements
To liaise and act as the focal point for environmental issues.
To develop implementation strategies
To advise the Contracts Manager regarding contractual environmental requirements for
incorporation into contract documents
To monitor the environmental performance of the project team and Subcontractors
To monitor and verify the implementation of corrective actions for any nonconformities
identified
To review site specific environmental plans
To plan and conduct environmental inspections
To manage updates for the Approved Environmental Documents
To manage PDP internal environmental auditing, approve PDP inspection plans, monitor
nonconformities arising and closure
To monitor the performance of all SHE department staff and hold regular meetings with

4.1.3

The Responsibilities of Safety, Health and Environment (SHE) Personnel

The SHE Personnel duties include but not limited to the following:

To take necessary actions to ensure compliance with all relevant approval conditions and
environmental related regulations

To review action taken in response to any complaints received from the general public
and consider whether any alterations are required with respect to operation of works. A
clearly defined system shall be established to respond promptly to public complains

To review periodically, the overall monitoring program with respect to monitoring


location, frequency, parameters measured, analytical techniques and environmental
controls and to revise if necessary

To audit the project sites to determine if the environmental procedures and policies are
being followed.

Issuance of NFIs, NCRs and SWOs if necessary and follow up the corrective actions
and document.

Conduct environmental training on-site and take part in tools box talks

To ensure a copy of DEIA approval conditions and this plan are available at site and in
good condition.

The SHE Personnel shall report to the management on environmental matters, for ensuring the
implementation of this plan and verifying compliance. In the event of breach of the
environmental criteria limits, or non-conformance observed on the site, he/she shall immediately
notify the management the cause, nature and extent of breach and the accompanying remedial

4.1.4

The Responsibility of DOE third party consultants

The Consultants duties include but not limited to the following:

To monitor the implementation of all environmental arrangements relating to compliance with


the Approved Environmental Documents, the Site Specific EMP and Noise Vibration
Compliance Management Plan.

To monitor the implementation of environmental arrangements detailed in the approved


Method Statements and bring to the attention of the CRCO Management of any deficiencies
observed.

To participate in and conduct environmental inspections and meetings

To assist with any incident investigation.

To participate in SHE Performance Audit

Conduct an environmental audit every 4 months in compliance with DOE guidelines.

To prepare and submit the environmental audit report to the DOE, MRTC and PDP

4.1.5

The Responsibility of Site Engineers and Supervisors

All supervisors and site engineers at the project site act as a bridge between the management
and the general workers to ensure activities in their respective sections are within the
environmental practices. They shall heed instruction from the SHE Manager and SHE Personnel
and notify him / her in the event of non-compliance.
Site engineers must:

Aware of the importance of conformance to PDP environmental policy and procedures


and also CRCO policy and procedures
Aware of environmental consequences, actual, or potential of their work activities and
the benefits of improved personal performance in environmental aspects
Ensure the implementation of all related environmental plan and procedures and
monitoring continuously the method statement by encouraging the staff
Provide direction in the event of an emergency situation and report to SHE manager
regarding any environmental incidents.
Keep the cleanliness and tidiness of their worksite.
Have good coordination and planning regarding waste management and portable toilet
arrangement on site.
Show a good example to their team to promote good practices on site

The Responsibilities of General Workers

General workers shall always cooperate with the supervisors and the SHE Personnel in
formulating practical environmental practices to enhance the environmental performance at the
site. They shall always practice environmental practices set out by the SHE Personnel. Team
leader of each general worker much promote the environmental awareness within team.
Awareness of environmental conditions applicable to each teams work area will be discussed
daily at safety briefings and tool box talks to remind all workers of the importance of respecting
the environment.

5.1

CONSTRUCTION NOISE AND VIBRATION MONITORING


Introduction
One of the main purposes of the DEIA study is to form the basis for environmental management
of the project. In the DEIA study, several measures are proposed to mitigate the potential
impacts that would be generated by the implementation of a project. A Noise Vibration
Compliance Management Plan is prepared to ensure that mitigating measures recommended in
the approved DEIA during construction and operation phases of the project are systematically
and effectively implemented. This is to ensure that project activities fully comply with legislative
laws and regulations throughout the whole period of construction and operation of the facilities.
The monitoring program is established in accordance with the requirements of the DOE as
stipulated in the DOE approval conditions. The details of the environmental monitoring program
are described in the following section.
This section also presents the baseline environmental monitoring results in order to reflect the
existing environment condition at the project area. This baseline data shall be used as a
reference to assess the extent of impact exerted during the construction, installation, testing and
commissioning activities of CRCO Project
The CRCO project management team shall appoint an Environmental Consultant to carry out
environmental monitoring and ensure all matters concerning environmental protection are
implemented properly and accordingly.
The monitoring of noise and vibration level for this project will be conducted at worksite and the
monitoring program will be carried out by our appointed consultant and will produce the data and
report which to be sent to PDP respectively.

5.2

Baseline Monitoring
CRCO will assign the consultant to conduct the baseline monitoring program as required for

5.3

Proposed Environmental Monitoring Program


CRCO will conduct regular environmental sampling and monitoring program at locations as listed
in the approved DEIA Report for MRT2 and according to appointed consultant proposal. As for
now the monitoring program for noise and vibration will be based on location provided in HIA
refer Appendix C for Noise Level Points for MRT2 SSP Line.
The monitoring locations will indicate impacts (if any) to the surrounding environment as a result
from the CRCO Project. Periodically, through the review of EMP, monitoring points will be
assessed and may be revised as necessary for representative accuracy. Refer to Appendix C for
the list of the proposed monitoring locations for the environmental monitoring program during the
installation, testing and commissioning of the project. The EMP consultant will review the
proposed locations and make recommendations as necessary.

5.3.1

Noise levels will increase due to the operation of construction equipment,


machineries, generators and construction vehicles

Noise levels will increase due to the construction activities eg. Grinding / metal cutting,
drilling etc.

D) Potential Impacts to the Environment

Causing disturbances and annoyance to workers and public.

Possibility of hearing loss or impairment particularly for workers who are exposed to
high noise level over an extended period.

E) Noise Control Methodology

Vehicle and machinery to be fitted with muffler systems or other sound-proofing


system and/or vibration control systems if necessary, to filter out noise and vibration.

Vehicles and machinery to be properly maintained and regularly serviced to ensure


that they are operating efficiently without excessive noise and vibration.

Employees who may be exposed to excessive noise must be provided with approved
hearing protection devices such as earmuff or earplugs.

Limit the working hours during the construction period to day time only. If it is
necessary to extend the working hour, activities should be restricted to low noise
generates type of works.

Construction vehicles speed limits on public road should be control to reduce the
noise level.

Materials should be lowered rather than dropped wherever practical.

F) Boundary Noise Level Monitoring Program


The noise level measurement must be conducted in order to comply with DEIA Approval
Condition. The noise level measurement locations, frequency and reporting for DOE
compliance are presented as follow:

CONCLUSION
The monitoring report will be prepared by appointed Environmental Consultant after completion
of each environmental monitoring measurement and submitted to the PDP as required.
Any NCRs or NFIs arising from the Noise and Vibration monitoring will be closed out quickly in
line with the Non Conformity Management Procedure. (SSP-CRCO-SS05-SYSW-PRO-00026)
All documents will be processed by the project document control procedure and hard and soft

Jabatan Alam Sekitar Ibu Pejabat telah menerima Laporan
EMP bagi cadangan di atas yang telah disediakan oleh perunding
EMP, ERE Consulting Group Sdn. Bhd. selaras dengan kehendak
Syarat No. 28, Syarat-Syarat Kelulusan Laporan EIA rujukan AS(PN)
91/110/622/1487 Jilid 3 (27) bertarikh 9 Julai 2015. Laporan EMP ini
telah dibincangkan semasa pembentangan Laporan tersebut di
pejabat ini pada 6 November 2015.
