INTRODUCTION

Kementerian Pelajaran Malaysia (KPM) intends to construct and complete an IBS

project for SMK Raja Puan Muda Tengku Fauziah at Kaki Bukit, Padang Besar
Perlis.
GL Konsult Sdn. Bhd. has been appointed as the Civil & Structural Engineer for
this project. For the purpose of infrastructure plan submission, this report
presents the earthwork design of the project.
1.1

Project Location

The proposed site is located along the main road between Kaki Bukit and
Padang Besar in Perlis as indicated in the Key Plan in Figure 1 and
Location Plan in Figure 2.

SCOPE OF WORK

This report covers 2 main areas of earthwork design:

(a)

Earthwork Platform Design

Based on the platform design criteria, propose platform levels for
buildings, roads and open area for the new development.

(b)

Erosion and Sediment Control

Propose measures based on the requirements set by Urban
Stormwater Management Manual for Malaysia (MASMA) to control
erosion and sedimentation during earthwork construction.

EARTHWORK DESIGN
3.1

Reference

The proposed erosion and sediment control measures refer to the

guidelines set out in Volume 15 Construction Sediment BMPs of the
Urban Stormwater Management Manual for Malaysia by Department of
Irrigation an Drainage, Malaysia (2000).
3.2

Design Criteria

The earth platform design criteria are as follows:

(a)

The proposed new platform levels for buildings shall be above the
flood level for the development area as obtained from JPS.

(b)

The proposed new platform levels shall take into consideration the
existing surrounding platform levels.

(c)

The proposed platform levels shall provide sufficient gradient for

the site drainage system to discharge surface runoff to a final
discharge point.

(d)

The cut and fill quantity calculation shall allow a 10% factor for
swelling and shrinkage of earth.

The sediment trap design criteria are as below:

(a)
(b)
(c)
(d)
(e)
(f)

Construction Period < 2 years

Sizing based on wet sediment basin design
Soil type F (fined grained loam, clay)
Settling zone is at least 0.6 m deep
Sediment storage zone is at least 0.3 m deep
To be located as close as possible to final discharge point
(downstream)

(g)

(i)

Shall be serviceable until at least 90% of contributing catchment

has been stabilised
Design Storm = 5 day 75 th percentile of a series of recorded
rainfall
Peak flow estimation using Rational Method

3.3

Earthwork Platform Design and Quantity Calculation

(h)

Based on the Topographical Survey Plan in Appendix A, the existing site

terrain is relatively flat with reduced level ranging from 49.5m RL at the
entrance to 48.8m RL at the far end of the site, near an existing Surau.
Pending the information from JPS on the flood level for the development
area, the new levels are proposed to match the surrounding
platform/road levels as below.

The cut and fill earth volume is calculated using a computer software
called Terramodel (Version 10.41). The earth volumes can be calculated
using average end area method or the higher accuracy surface to surface
method.
A 10% swelling and shrinkage factor is applied in the calculation. The
detail earthwork volume report is attached in Appendix B together with
the proposed platform layout for analysis and a 3D visualisation. The
results summarised below:

Sediment Trap Design

10-270-GLK/EW/001

Based on the provision in Section 39.7.4(d) and Section 39.7.6(d) of

MASMA, the sediment trap is sized as calculation in Appendix C. The
outlet control is designed based on 10 year ARI rainfall with peak flow
calculated using Rational Method.
The sediment trap is designed based on the design criteria for Wet
Sediment Basin whereby the designed storm is taken as the 75 th
percentile of 5 day rainfall data. In this design, the rainfall data for Jul2009
to
Jul-2010
is
obtained
from
JPS
website

www.infobanjir.water.gov.my
The data is assembled and the 75th percentile is calculated using
Microsoft Excel equation function and presented in Appendix C. The
dimensions of the sediment trap can be summarised in the table below:
Top of water level dimension
(width x length)
Base of pond dimension
(width x length)
Settling Zone Depth (m)
Storage Zone Depth (m)
Total depth with freeboard
Outlet pipe sizing
Emergency spillway sizing

17 m x 36m
14m x 33 m
0.6 m
0.3 m
1.4 m
Nil
2.5 m x 0.3m

The sediment trap is located at the downstream of the temporary

drainage system for the site, just before the final discharge to existing
drain as shown in the Earthwork Layout Plan.
3.5

Other Erosion and Sediment Control Measures

Among the other erosion and sediment control measures proposed for
this development are:
(a)
(b)
(c)
(d)
(e)

4.0

Turfing Spot turfing and close turfing are encouraged to be

carried out as soon as the platform is completed to stabilised the
exposed soil, especially at slopes.
Temporary Earth Drain A network of temporary earth drain is
proposed to channel surface runoff to the sediment trap
Earth bund or Earth bank Earth bunds are used to prevent
runoff from flowing to undisturbed or adjacent properties
neighbouring the site.
Wash Trough This washing facility is provided at the site exit to
clean vehicles wheels before exiting the site. This measure is to
prevent soiling of public roads and reduce dust pollution.
Check Dam rock filter berms are placed across the base of
temporary earth drain to create a temporary dam to reduce water
velocity in the drain. This helps to reduce erosion of the temporary
earth drain where water velocity is higher than 0.6m/s.

CONCLUSION

10-270-GLK/EW/001

The earth platform levels for general, building and road area have been
designed mostly to match the adjoining existing roads and platforms. Unless
the flood level is specifically imposed by JPS, the existing main road level is
taken as above the flood level. However, for safe design a confirmation by JPS is
necessary.
The earth cut and fill quantity is calculated with a balance fill of about 2,888 m 3.
Also proposed are sediment traps, wash through, temporary earth drains, earth
bunds, check dam and turfing as measures to check on the soil erosion as a
result of exposing bare earth during earthwork construction. The design of the
sediment trap is in reference to the provision in MASMA.
