No Clarification Questions

Is this tender open to local companies making use of foreign suppliers?

Is this tender open to foreign companies? If so how will they make the
2 25% Owned black shareholding gate keeper?
Eskom states that the localisation requirement for foreign/offshore
suppliers is 20%. The advertisement published Invitation to tender in
the Sunday Times states that The invitation to tender will be limited to
locally empowered companies (with at least 25% black shareholding in
the local entity), with local or overseas manufacturing capabilities. By
virtue of this statement no foreign suppliers are allowed to tender. Can
Eskom clarify this contradiction between giving a criteria for foreign
suppliers and the statement that foreign suppliers cannot participate?

How will Eskom treat a Local supplier with above 25% black
shareholding in a Joint Venture with a foreign company with overseas
4 manufacturing capabilities?
5 Does Eskom have the budget for these transformers?
Will the full contract of 1,116 transformers be given to a single supplier?

Will the transformer Purchase Orders be issued one at a time over the
7 duration of the Project?
Will all 1,116 transformers identified in the Tender documents be
8 ordered during the Project?
Eskom has put stringent requirements on Localisation. 30% of the
localisation requirements are meant to be split amongst BYO, BWO,
BPLD and BO organisations. Can Eskom recommend companies that fall
into these designated sectors and would add value to a project like this?

Eskom gives stringent localisation requirements to local companies, i.e.
70%. Is this also applicable to local companies with Foreign suppliers?

Will a two month extension be granted on this tender? The onerous
requirements requires more time to put a Proposal together.

Is Eskom permitted to order any transformers from a company other
than the successful Tenderer during the Contract Period i.e. 2016 to
12 2020.
1.Confirmation if the current CORP 2997 enquiry has been granted an
extension date. The forecast schedule of the number of transformers
required for this contract.
Please confirm if pricing would still be priced per/unit or would we use
the forecast quantities to quantify the total offer price to Eskom as
would be reflected on the contract data.

currently vendors with Eskom.

Local Transport is not listed in Activity Schedule. And the detailed


station addresses are not provided for most of transformers. Does it
mean that Local Transport is not our scope of work?

There are two documents for Declaration of Fair Bidding Practices with
different formats, one is the document 3)

Please confirm which one we should comply with.

Please find the Page 3 (Form of Offer & Acceptance) and Page 23 (Pro
forma Parent Company Guarantee) of document 5) ECC3 NEC3 Power
Transformers & Reactors Contract CORP 2997, which only indicates GSU
Power Transformer. We think it should be applicable for all types of
transformers. Is it correct?

There are two documents for Eskoms B-BBEE Policy with different
formats, one is the document 10) Tender Returnables Documents4)
Authority_to_submit_a_Tender_&_Commercial_Returnables_Rev_0 and the
other is document 4)
Authority_to_submit_a_Tender_&_Commercial_Returnables_Rev_0. Please
confirm which one we should comply with.

Detail on SEIFSA's latest indices are required for study and consider for pricing.
We refer your document named "NEC3 Engineering & Construction
Contract" Page 8 of 37, Clause No.: 5. The payment terms is mentioned
as : Thirty (30) days after the submission of a valid Tax Invoice with
supporting documentation based on the agreed assessment. And, it will
be released only after verification by ESKOM Engineer as per approved
payment certificate.

However, we do not see anything mentioned about advance payment.

We shall appreciate some more clarity on the terms of payment with


milestone & percentage of amount which shall be paid by ESKOM to the
contractor.

We refer your document named "NEC3 Engineering & Construction


Contract" Page 11 of 37, Clause No.: X16 : 5% is shown as retention in
transformers. Also, it is stated that possibility of long storage or delay in
replacement of existing equipment may happen.

We have observed that, no provision is made for recovery of retention


due to delay in commissioning of equipment not attributed to the
contractor. We shall appreciate your response on the same.
We refer your document named "NEC3 Engineering & Construction
Contract" Page 8 of 37, Clause No.8, : Weather monitoring on various
parameters is to be done for any additional claim or relaxation in LD but
severity of conditions in terms of parameter is not specified.

We would like to receive the wether data of various sites and severity of
those critical values of the weather.

We refer your document named "NEC3 Engineering & Construction


Contract" Page 11 of 37, Clause No. X7.1 and would like to know the
methodology adopted by ESKOM to analyse the delay accountibility,
when the site is not ready to take the delivery of transformers. In such
scenario, how are we going to calculate the delay damages ?
We would like to know whether the PO will be placed for individual
equipment seperately or a combined PO will be placed on the
manufacturer for various rating of transformer.

In case, one single PO is placed for all requirement then what will be the
LD charges levied on the manufacturer due to delay attributed to delay
in supply of one single equipment out of the whole PO ?

In paragraph 5.3 under the Heading Localisation of the Invitation to


tender you refer to Figures 16 to 21. Which are these and of which
document do they form part?
- 3.2.1 of the tender evaluation for transformers and reactors say
all document to be completed (which documents need to be completed
except the schedule A&B?)
- Point 4 say filling of Annexure ( which annexure need to filled as
the ones in the document are questions that Eskom will be using to
evaluate the contractors)

Regarding Sergi Fire & Explosion Prevention and


Sprinkler System 1) In the Schedules AB (Excel
Version) of Transmission Transformer and Distribution
Transformer, there are no requirements for Sergi Fire &
Explosion Prevention and Sprinkler System, so we think
that the scope of supply for Transmission Transformer
and Distribution Transformer do not include them. Is it
correct?
2) For parts of GSU transformer and Station
unit&service transformer, the Sergi Fire & Explosion
Prevention and Sprinkler System are required.
Please confirm whether the Sergi Fire & Explosion
Prevention should protect the main tank and OLTC. If
there are detailed requirements for it, please provide.
And please confirm whether the Sprinkler System only
includes water spray pipe network and stainless steel
or galvanizing is acceptable. If there are detailed
requirements for it, please provide.

27 The impedance of 16.5-420kV 260MVA Palmiet_


Gouirkwa_Ankerlig Transformers is not provided. Please
provide it.

28 For most of GSU transformers, Tap Changer tank is


required to be in main tank. Only the 250MVA Grootvlei
transformer requires the tap changer tank should be
separate from main tank. Please confirm that the tap
changer tank of 250MVA Grootvlei transformer could
be in main tank.

30 The Item AB.31.9.4-31.9.7 of GSU transformer show


see drawings. Could you provide relevant drawings
for all types of transformer?

Regarding Geomagnetic Induced Currents (GIC)
measure and monitor Item 3.3.4 of Specification for
Power Transformers (240-68973110) requires that the
Contractor shall provide externally on the neutral
terminal connection a proper CT that will enable the
Employer to both measure and monitor the GIC level
during service life.
We think above requirement is not applicable for GSU
transformer and Station unit&service transformer,
because Item AB.31.15 of their Schedule AB (Excel
Version) indicates Geomagnetic induced current
detection No. Is it correct?

Regarding online drying system Item 3.21.3 of
Specification for Power Transformers (240-68973110)
requires that an option for an on line drying system to
be provided & installed with transformer must be given
on the tender return.
We think above requirement is not applicable for GSU
transformer and Station unit&service transformer,
because Item AB.31.13 of their Schedule AB (Excel
Version) indicates On-line drying unit required No. Is
it correct?
Besides, online drying system is not listed in Activity
Schedule. Does it mean that we should add its price to
Other Transformer Components?

34 There is Works Information for GSU Transformer,


Distribution Transformer, Transmission Transformer and
Reactor, but no for Station unit & service transformer.
If its forgotten, please provide.

38 Please find 10 Schedules A&B 18_11.5kV 35MVA and

dont show the MVA ratings. We think it should be
separately 35MVA and 58MVA. Is it correct?

During the tender clarification meeting I was


explained that all required type of transformers
should be designed in compliance with 240-
68973110 Specification for Power Transformers -
NEW 07.07.2014. However, with reference to the
Generation Transformers Works Information as
included in your tender file Generator Step-Up
Transformers reference it made to Specification GGS
1074 Rev 14.1. This is confusing and inconsistent
with the explanation as provided during the tender

clarification meeting of last Friday, were we received
1074 Rev 14.1.
the explanation that 240-68973110 Specification for
Power Transformers - NEW 07.07.2014 is issued by
ESKOM as a generic specification applicable for all
type of requested transformers. Please, confirm that
only 240-68973110 Specification for Power
Transformers - NEW 07.07.2014 will apply including
Generator Step Up transformers and please explain
that reason why Specification GGS 1074 Rev 14.1. is
included with your tender request?

of existing trf. for required nominal voltage. However, you

schedule will overrule the requirements of 240- 68973110 and AB
68973110 Specification for Power Transformers - Schedules GSU
NEW 07.07.2014. However, for the avoidance of Transformers
doubt and the end of each AB schedule for generator
transformers following remark is made:

- 1. As an additional safety Margin, the calculated


stresses for each of the items in the Table above
must not be more than 80% of the Tenderers normal
design limits.
- 2. The Contractor illustrates to the Employee during
the design review meetings that the above stated
Allowable as per OEM Criteria are the documented
normal acceptance criteria for the design office.
- 3. The Contractor presents detail information to the
Employee of how these acceptance criteria were
obtained by study and testing.
- 4. As an additional safety Marin, the calculated
stresses for each of the items in the Table above
must not be more than 80% of the Tenders normal
design limits.

Considering above we would design the short circuit


requirements of the transformers with a safety
margin of 100%/80% = 1.25, which is less
conservative than specified within clause 3.6.7 of
240-68973110 Specification for Power Transformers
- NEW 07.07.2014. Please, advice which safety
margin we should use for required Generator Step Up
Transformers?

apply, this would mean for the Engineer that he
could design a 400 kV unit with an impulse level of

1300 kV, which save costs. However, to avoid
requested transmission
incorrect designs could you please advice if it is
allowed to design the transformers with an Impulse
level As per IEC or that we should use for the
design a BIL of 1300 kV or 1425 kV or 1550 kV. To

According to the name plate this unit is design for
opperation at 1800 meter above see level. However,
at item 2.2. of the A nd B schedule for Palmiet only Name plate diagram
400 meter is specified. Please advise for which sea plate of Palmiet
level this unit should be designed?

clarification at TCQ 4 and 5. As this unit should be
design as mutually spare for two power station, we A and B Schedule
would like to receive also some outline drawings of Palmiet, Ankerlig and
the transformers in order to check the Gourikwa Spare
interchangeability?

1) We do not refer to brand - the device is not in scope for Transmission and Distribution,
but the preperation of the unit for retrofit of the fast depresurisation devices is in scope.
2) The Sergi system is required for GSU for the main tank and OLTC where
applicable. Unit and Service trfrs only need to provided with the interfaces to fit the system
in the future. The water spray system (pipe work and nozzles) is all that is required. The
provided pipework and nozzles will tie-in to the existing system.

Please note that all GSU's the tap changer selector may be housed in the main tank, the
divertor compartment will be separate. The 250MVA Grootvlei design requires a link board
