Scope/Terms of Reference for Signalling Programme


Stakeholder Working Groups: TRAINING, ON-BOARD

Title of Working Group: Training, on-board systems


Objective: To identify, discuss and validate the training activities which shall be held as a consequnse
of new on-board equipment in the cab. Furthermore to establish common perspectives on the on-board
training and offer a smooth opportunity for involvement among the relevant part of stakeholders.

Introduction
As a consequents of the ERTMS-technology new on-board equipment which differs quite compared to the
current will be installed in the drivers cab. The new technology requires comprehensive training and the
according target groups will i.e. be Drivers, Driver instructors and maintenance staff among others. From
the previus phase of the Signalling programme, intermediate schedules and estimates are developed. The
schedules and estimates will be used as a platform for the further discussionen in the working groups.

Although the findings might differ the structure and basic themes for the wayside working group is very
similar to the ones for on-board equipment. The participant from the on-board group and the wayside group
is therefore merged on the first meeting. As a part of the aim of that meeting it will be identified to which
extend the further activities should be held separately

Deliverables and work of this Working Group:


Deliverables:
- Specified and confirmed list of categories and topics for training sessions
- Approved estimate of duration of each training session
- Specified and confirmed list of organisational and professional units for training, which will be
related to the training categories.
- Documented discussions among the participants concerning possible learning perspectives.
- Documented discussions concerning CBT (computer based training)

Tasks and working steps:


- Get a common view and schedule on the works and activities required for on-board equipment
training.
- Get a common view on the impact of the training related to workload, need of back-up and
substitution during the training.
- Common discussion about the preferred and feasible role of the suppliers in a train-the-trainer
perspective.
- Common discussion about CBT and other methods of learning
- Presentation of preliminary conclusions of the work developed, feedback and QA by the working
group.

How the Group will work:

Before the first meeting Work Group Leader will send to members materials which need to be read or
looked at.

At the meetings the members will have professional discussions on subject matters, the Group will make
proposals forming basis for decisions on training solutions and approaches.

Between meetings members may be asked to:


examine a given issue (such as response time or wishes to training activities)
discuss and obtain viewpoints from colleagues or cooperating partners on a given issue
Find data on a given subject and to report back to the group.
give feedback on documents - such as draft concept notes -

Workshops will be the larger forum for discussion and feedback, where Managers and other stakeholders
who are not members of the group can participate. Tentatively workshops are proposed at the start up and
midway and/or towards the completion of the work.

Brief minutes of meetings and workshops, written reports and draft final documents will be the
responsibility of the work group leader.

Meetings will take place in Banehuset unless the Working Group decides otherwise.
