SUBJECT: Disposition of Centennial Time Capsule

RECOMMENDATION

Adopt the resolution authorizing the placement of the Centennial time capsule in Devendorf Park and provide
direction that the time capsule be opened on October 31, 2066.

BACKGROUND / SUMMARY

To help commemorate the Citys 100 year anniversary, the Centennial Committee has been collecting
representative items for inclusion within a time capsule. The items will provide future citizens with a historical
perspective of life in Carmel-by-the-Sea in 2016. As recommended in the memo prepared by the Centennial
Committee (Attachment 1), the time capsule will be placed in Devendorf Park in close proximity to the
Devendorf bust. Public works staff has preliminarily identified a location and will determine the precise location
during the capsules placement. Staff will determine the appropriate date and time in which to bury the capsule
and prepare an informational item for the agenda for a forthcoming Council meeting.

It is recommended that the time capsule be opened in 50 years, on the Citys birthday, or on October 31, 2066.

FISCAL IMPACT

There will be minimal costs associated with preparing the site and placing the time capsule.

Subject: Recommendations for Centennial Time Capsule

Over this past year the Carmel Centennial Committee (Committee) has been collecting representative
items for inclusion in a time capsule to commemorate the Citys centennial and to provide future
citizens with a historical perspective of life in Carmel-by-the-Sea in 2016.

The purpose of this memorandum is to provide recommendations (see below) to Council on the
disposition of the time capsule that was purchased by the City:

Burial Location We recommend that the time capsule be located in Devendorf Park as near to the
Devendorf bust as is permitted by underground utilities, irrigation piping and present and future tree
roots. The location should be noted by GPS coordinates and on official documents stored at multiple,
official repositories (Library, Public Works, etc.). We defer to Council as to whether Council desires a
public event for the burying of the new time capsule. (FYI, the Sunset Center post renovation time
capsule material was collected publicly but not buried in a public ceremony.)

Burial Date and Time Council should determine the date and time for the burial. If it is to be public,
we suggest no later than January 31, 2017.

Dimensional Considerations The time capsule is of stainless steel construction with a single opening at
the top. When filled with the contents and sealed it will weigh approximately 60lbs, and will be
moisture-proof. The time capsule measures 12in x 12in square and a height of 20in. We recommend a
shallow pit measuring 24in x 24in x 36in be excavated. The time capsule should be placed upright on a
pea gravel or sand base, with the sides and top also backfilled with pea gravel or sand. This will allow
easier backfilling and minimal settlement. The upper 4-6in of the excavation should have a poured slab
for protection and a proper inscription. The slab could be covered with plantings.

In keeping with other City time capsules (the Police Dept. and Sunset Center) we recommend there be
no visible plaque identifying the locale of the capsule.

Exhumation The Committee strongly suggests the time capsule be opened in 50yrs (e.g. 2066). This
will allow current junior residents (under age of 40yrs) to be present during the event.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE


PLACEMENT OF THE CENTENNIAL TIME CAPSULE IN DEVENDORF PARK AND DIRECTING THE TIME
CAPSULE TO BE OPENED ON OCTOBER 31, 2066

WHEREAS, the City of Carmel-by-the-Sea celebrated its 100th anniversary as being incorporated as a
City on October 31, 2016; and

WHEREAS, in honor of this special occasion, the City purchased a time capsule and the Centennial
Committee collected representative items to be included within the time capsule that reflect a historical
perspective of life in Carmel-by-the-Sea in 2016; and

WHEREAS, the time capsule will be placed in Devendorf Park as in close proximity as is feasible to the
Devendorf bust; and

WHEREAS, City staff will identify the location with GPS coordinates and provide this information to the
Harrison Memorial Library Local History staff as well as to the Citys official repositories to record the location
for posterity; and

WHEREAS, in order to celebrate the Citys 150th anniversary, the time capsule shall be opened publicly
by City officials on October 31, 2066.

NOW THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-
THE-SEA DOES HEREBY:

Authorize the placement of the Centennial time capsule in Devendorf Park and direct the capsule to be
opened in public by City officials on October 31, 2066.

PASSED AND ADOPTED BY THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA this
