ILAGAN CITY, Isabela - Its merry making and full en-
joyment watching all these contingent from different city
and municipalities as the Bmbanti Festival unfolds its 2017

Quirino a interior town also completed the six categories.

complete category, Reina Mercedes, San Manuel of
Kariada Festival under Mayor Michael Tillman Dy also

Dy delivers SOCA 2017 awareness campaign

seum to hear him report.
Dys State of the City
Address (SOCA) focused
in giving basic services to
his fellow Cauayeos. He
said in his administration
there should be no family
starving in the city of
Cauayan, thus the No Pov-
erty program is already in
place whereby giving them
free access to medical,
dental and oral care, mater-
nal, child and environmen-
tal health, core shelter and
feeding program as well as
livelihood, educational and
financial assistance.
Mayor Dy reported
that his supplementary
feeding program in
barangays are already ser-
vicing or feeding at least
2,728 school children. He
said the pioneering Food
Bank in the region is al-
ready established in his
city, this resulted to the de-
creased of malnutrition
rate to 1.2 percent.
Every program in his
city is his priority, he said,
quality education is one of
his priorities where he per-
sonally participated in the
Brigada Eskwela kick off
and Teachers celebration
to show his support in pro-
moting quality and afford-
able education for the
young Cauayeos.
The young city mayor
also distributed school
bags and school supplies to
all grade schoolers in the
city and he opened the new
city library for the young
adults who are fond of
reading, thus he said that
the mobile library is con-
tinuously operating visiting
barangay every barangay.
Dy also reported that
scholarship coverage is no
longer confined to academ-
ics but it will includes
sports, althetes, ALS, and
student leaders as benefi-
ciaries, likewise, he said
that he already inked and
agreement with Singapore
and USA for distance
learning and exchange stu-
dents program.
Notable in his SOCA
is his announcement that in
Cauayan City it will be a
total log ban, in support of
the city governments pro-
gram in mitigating the ef-
fect of climate change.
Mayor Dy also initi-
ated three planting activi-
ties in the whole of
Cauayan City, he also in-
structed the conduct of di-
saster awareness and edu-
cational seminars to all
their constituents.
As a member of the
Global Coalition of May-
ors, we pleaded to reduce
local greenhouse gas emis-
sion and enhance reliance
to climate change, Dy
said.
Livelihood program is
also listed in his priorities,
programs that would en-
hance the financial status
of every Cauayeos par-
ticularly those who are
marginalized.
Mayor Dy granted as-
sistance to women with
disabilities, for this year,
he also included to be
given livelihood assistance
and training the victims of
human trafficking, and
Violation Against Women
and Children (VAWC).

people of Isabela
CAMP MELCHOR F DELA CRUZ - The armed group
Benito Tesorio Command (BTC) tried to deceive the people
of Isabela by giving false accusations against the two mur-
dered Army personnel who were doing Community Sup-
port Program activities.
Last January 30, 2017, during a radio interview given
by a certain Ka Carlo, spokesperson of the BTC, he said
that they did the killing to punish a human rights violator
in the name of Private First Class Lubuagan and that the
people of Isabela approved the senseless murder of the
said Army personnel.
But contrary to the statement of Ka Carlo, PFC
Lubuagan was not the one that they have killed but it was
Corporal Camangeg and Corporal Herrera. Also, a video
interview shown by a prominent TV Station showed that
Barangay Captain Guinanoy, the Local Chief Executive of
Barangay Benguet was in grief with the untimely death of
Corporals Camangeg and Herrera. He further narrated that
the two personnel were supporting their community pro-
grams in promoting peace and order.
We will continue to perform community support pro-
grams that will help improve the lives of our people. We
will not be affected and persist to do good in Region 2
and Cordillera Administrative Region and rest assured that
we will remain steadfast in accomplishing our mission and
assist in the delivery of the government services especially

WITH the theme Molding the youth and shaping a progressive community through 70 years of academic excellence, the Dalton Academy celebrates its 70th Founding Anniversary on March 10-
11, 2017 at the school compound in Barangay Magsaysay, Alicia, Isabela, capped by a Grand Alumni Homecoming of former graduates who are expected to come home both from the local and
foreign work destinations.
The Dalton Academy Alumni Association through its President, Dr. Mila Lucas-Paguila, bared the following series of activities that are lined up for the two-day fun-filled affair for the
enjoyment of the Daltonians and visitors as well: Day 1 March 10: Ecumenical Mass at the Alicia Oval, Parade by Batches, Fellowship Lunch, Palaro ng Lahi, Bingo Social and Cultural Night;
Day 2 March 11: Zumba at the Alicia Oval, Walk for a Cause, medical, dental and optical missions for alumni families and election of the new set of officers of the Dalton Alumni Association
for the next five years. The Grand Alumni Night which will be held at the Alicia Community Center will include coronation of Batch Muses and Escorts, Presentation of Tribute to Dalton Academy
Teachers, Oath Taking of the newly elected officers, Special Presentation by Batch, Ballroom Dancing and Regodon de Honor.
Still armed with a sharp memory, Mr. Precioso T. Salvador, who served as Principal and later on School Director for a period of over six decades, and his wife, Mrs. Ely E. Salvador, who also
retired as the School Principal, vividly recalled that not known to many, the Dalton Academy was first established as the Angadanan Academy in 1947 by a well knit-team of local leaders, some
of them are: composed of Pastor Cornelio Tomas, Esmeralda Mari, Tomasa Vda. De Navas, Bishop Eugenio Almiron, Estanislao Tomas and Pedro Villanueva. The members of the 1st Board of
Trustees were: Pastor Cornelio Tomas, Mr. Celedonio Magbaleta, Mr. Estanislao Tomas, Mrs. Potenciana Tomas, Mr. Pedro Villanueva, Mr. Pio Colendrino, Mrs. Teodorica Patacsil and Bishop
Eugenio Almiron.
Housed in a residential building owned by Miriam Bulak, the Dalton Academy started its first operation under the tutelage of its first Principal, Prof. Glicerio Acosta, and had its first 21
graduates led by Mr. Alejandro T. Salvador Valedictorian, Engrique dela Cruz Salutatorian and Mr. Precioso T. Salvador 1st Honorable Mention. Since then, the Dalton Academy, known as
the school with academic excellence, went on to produce graduates who achieved high degree of performances in various professional examinations such as Atty. Anotnio Navas, Jr., 4th Place
Bar Exam; Police Senior Superintendent Antonio Mendoza, Jr., PMA Valedictorian and Presidential Saber Awardee; Dr. Juan Inocencio Alejandro, 1st Place Chemist Board Exam and Dr.
Lorelaine Pagulayan, 3rd Place Nutritionist Board Exam, to name some. In the 1950s the school was transferred to the site it presently occupies.

ing in multiple homicide
against those behind the opera-

Topacio said the Ombuds-
man only asked respondents to
reply last December and the
VACC and SAF 44 relatives, the
complainant, was not even in-
formed about it nor was a no-
tice sent to them.

slain troopers, who received a
