Analysis of Forces Causing Organizational Change in the Government Sector: Business


Permit and Licensing System in Calapan City, Oriental Mindoro
Calapan City is a third class component city and is classified as partly urban. It is an
agricultural city, it is also one of the biggest producers of rice, mangoes, lanzones, rambutan,
calamansi and banana. The city serves as a gateway to the Oriental Mindoro province with the
implementation of Strong Republic Nautical Highway an integrated ferry project of former
President Gloria Macapagal Arroyo that extends further to the southern part of the Philippines. It
is also currently one of the only two cities in Region 4-B, the other one being Puerto Princesa
City in Palawan. Calapan serves as the regions administrative center. It is also the center of
commerce, industry, transport, communication, religious activities and education in the entire
province of Oriental Mindoro.
Business Permit and Licensing System (BPLS)
In keeping with the changes, the Department of Trade and Industry (DTI) and
Department of Interior and Local Government) DILG launched the Nationwide Streamlining of
BPLS Program in the Philippines that sets standards for processing application for new
businesses and business renewals. Business Permit and Licensing System refers to the
procedures followed by cities and municipalities in processing business permits or more
commonly known as Mayors Permit which must be secured by businessmen to legally operate
in a locality. BPLS Streamlining on the other hand means to reconstruct the current business
permits and licensing systems of LGUs for the purpose of simplifying and making them more
efficient.
The City Government of Calapan is ISO certified and was named two-time most business
friendly City in the Philippines last 2012 and 2013. Through BPLS Streamlining, the City
Government of Calapan achieved business practices successes such as: a) reduced transaction
time; b) eradicated under/over-assessment of taxes and fees; c) produced automatic generation of
various reports; d) had an effective and efficient tax collection; e) has encourage more taxpayers
and investors and; f) has lessen opportunities for corruption.
Forces of Change
Before the BPLS Streamline, the City Government of Calapan relied on: a) manual based
computation; b) limited computing; c) has a complicated system of operation; d) had minimal
security; e) not networked; f) not user-friendly and; g) full of human intervention. But because of
the innovation in technology, there are now faster, cheaper and automated application for permits
of business establishment. Competition among business partners are also changing therefore,
there was an increase in government regulation and policies in form of ordinances. Social trends
is also a factor for change because there are a lot of businesses that uses social media as a
platform to sell their products that doesnt require any business permit so the City Government in
a way loses revenue. The trend now is as long as you have a social media, you can sell several
things from dresses to household items and you dont have to have business permit to do so.
National politics also plays a role in shaping the change in government sector especially in
dealing with making of policies and regulation. Some of which are: the revenue code, the market
code, various ordinances which can include incentive based programs that can help increase
the revenue of the City Government.
