‘Most recently, on or about January 23, 2017, you imported sixty-eight (68) canine puppies without
“having the appropriate import certification from, licensed veterinarian from the state of origin as required by
$:23-1.1, which would otherwise confirm that the’canines are free from rabies and other communicable disease.
‘When we conducted our follow-up investigation on February 1, 2017, we confirmed that at least three (3)
canine puppies died and at least two other puppies had signs of communicable disease while being housed in
general population. At the same time, you also failed to have the appropriate Certification of Veterinary
‘Supervision of the disease control and health care program for this facility in violation of N.J.A.C. 8:23A-1.9
