- Columbus treatment during his discovery of America became a


controversy on how Europeans treat their subjects
- Father Antonio de Montesinos outcry called a group of Spanish
theologians to change the modern international law
- Francisco de Vitoria defended the Spanish doctrine by saying
that all men are equally free; on the basis of natural liberty, they
proclaimed their right to life, to culture, and to property
- This was agreed by Bartolome de Las Casas and even relate it to
war against Indians
- It was disagreed upon by Thomas Hobbes where he claimed that
war is necessary to govern the people
- This resulted to the realization that harmonizing different ideas
to enforce international law is difficult,
