MPOWERING women
to participate fully in eco-
nomic life across all sec-
tors is essential to build stronger
economies, achieve internation-
ally-agreed goals for develop-
ment and sustainability, and im-
prove the quality of life for
women, men, families and com-
munities. The United Nations
Development Programme fo-
cusses on gender equality and
womens empowerment not only
in terms of human rights, but
also because they are a path-
way to achieving the Millennium
Development Goals and sus-
tainable development.

ganised a nation-wide competi-

NDIAS outreach to 14 South
Pacific Island countries by
hosting a summit-level meet-
ing in Jaipur in August-end was
predictably dominated by dis-
course on climate change and
how New Delhi can help them
to avert the catastrophic conse-
quences from that change.
That was in keeping with the
biggest issue confronting with
these countries, which have suf-
fered from effects of climate
change and rise in sea level and
could face extinction if the global
warming continues.
Two of the worlds most cli-
matically-vulnerable low-lying is-
land countries nations, Kiribati
and Tuvalu, are little more than
three-feet above the sea level
and could disappear in the com-
ing decades, environmentalists
fear, if the present rate of green-
house gas emissions continues
leading to a rise in the tempera-
ture by four degrees by the turn
of the century and if the sea
level rises further. Frequent
storms, cyclones and tidal surges
batter these islands, damaging
their fledgling economies. De-
velopmental efforts with meagre
resources and the fertility of land
is reduced due to intrusion of
saline water of the sea, which
makes cultivation of crops ex-
tremely difficult.
There are primarily three
reasons why India reached out
to the South Pacific Island coun-
tries. One, this is a region where
China, with its bulging money
bags, has already made in-
roads; secondly, India is trying
to get these small countries
backing for its stand on resisting
binding carbon emission cuts by
promising various developmen-
tal projects and green technolo-
gies to shore up their mitigation
and adaptation efforts; and
thirdly, New Delhi has sought
their support for permanent
membership in an expanded UN
Security Council in return for a
place in the same forum for
these island nations.
On both the issues of cli-
mate change and reform of the
Security Council, India realises
the importance of these Pacific
Islands as valuable allies nu-
merically in tough negotiations

stamps and a miniature sheet
on the theme was released by
Ravi Shankar Prasad, Union Min-
ister for Communication & Infor-

equality is enshrined in the Indian
Constitution in its Preamble, fun-
damental rights, fundamental
duties and directive principles.
The Constitution not only grants
equality to women, but also em-
powers the state to adopt meas-
ures of positive discrimination
in favour of women.

change was clearly a pressing
concern because it posed an ex-
istential threat to the islands,
many of which has sizable pop-
ulation of Indian origin. He

countries for Indias bid for per-
manent membership of the Se-
curity Council (out of the 14 Pa-
cific Island countries, 12 have
voting rights in the UN), while
promising a seat for the Pacific
region in the expanded Council
and help for ensuring a bal-
anced & fair climate treaty in
Paris later this year.
Differences between India
and the Pacific Island countries
laws, development policies, plans
and programmes have aimed at
womens advancement in differ-
ent spheres. The National Com-
mission for Women was set up
by an Act of Parliament in 1990
to safeguard the rights and legal
entitlements of women.
The 73rd and 74th Amend-
ments (1993) to the Constitution
have provided for reservation of
seats in the local bodies of pan-
chayats and municipalities for
women, laying a strong founda-
tion for their participation in de-
cision making at the local levels.
Even though the womens
movement and a widespread
network of NGOs, which have
strong grass-roots presence and
deep insight into womens con-
cerns have contributed towards
on how much emission to be cut

countries remain in the 196-
member United Nations Frame-
work Convention on Climate
Change (UNFCCC) in the past.
These island countries have
been seen to be siding with the
EU proposals on climate
change, asking the developing
countries like India and China

At the Jaipur meeting also,
the island countries insisted that
the climate change pact pro-
posed to be signed in Paris
should be legally-binding, which
India opposes and argues that
developed countries are solely
responsible for the present sta-
tus of global warming and are
required under the UNFCCC to
undertake carbon emission cuts.
India also resists accept-
inspiring initiatives for the em-
powerment of women, there still
exists a wide gap between the
goals enunciated in the Consti-
tution, legislation, development
policies, plans, programmes, and
related mechanisms on the one
hand and the situational reality
of the status of women in India
on the other.
A holistic approach to
womens health, which includes
both nutrition and health serv-
ices requires to be pursued,
where attention needs to be
given to the needs of women
and the girl at all stages of the
life. The reduction of infant and
maternal mortality, which are
sensitive indicators of human
development, continues to be a
priority concern.

industry in taking the domes-
tic mineral sector to new
heights. We want to harness

showcase the mineral richness

audience. By the end of this
year, we will be putting up 82

Govt takes steps
to identify
prevalent
serotype viruses
of dengue

THE Central government is
geared up to address the recent
spurt in number of dengue cas-
es in the country. All four
serotypes (1, 2, 3 & 4) of
dengue were isolated from time
to time from various states. The
report of serotype, presently,
circulating in New Delhi is await-
ed. The process of identification
is underway at AIIMS and the
result is expected within a week,
said B P Sharma, Secretary,
Ministry of Health & Family Wel-
fares.
In 2015, though more cases
have been reported than 2014
till August 31, deaths have been
comparatively less. Also, due to
intermittent monsoon, dengue
vector breeding is rampant in
both residential and non-resi-
dential areas, said Mr Sharma.
The Urban Development
Ministry has been asked to
allow access to several unoc-
cupied buildings and rooftops
of buildings for checking breed-
ing. The Central Public Works
Department will also undertake
special measures for vector
control in construction sites,
basements, rooftops and un-
used flats/buildings, said the
Secretary.
Breeding surveillance of all
premises of the Central govern-
ment hospitals is being carried
out to ensure that they are free
of any vector breeding. Adequate
stocks of NS1 and IgM testing
kits to detect cases of dengue
are available with identified 514
sentinel surveillance hospitals
and apex referral labs. Central
teams from the ministry have
provided technical guidance to
high-endemic states to combat
the situation. They have also
undertaken intensive-targetted
multimedia information, educa-
tion and communication activities
to create mass awareness
among the communities for pre-
vention and control of dengue.
Referring to trade between
India and the Pacific Island
countries, which now stand at
$300-million annually, the PM of-
fered Indias support for devel-
opment of MSMEs in the is-
lands. He also extended support
for purchase of machinery for
coconut processing and en-
hancing rice & sugarcane yields,
one of the mainstays of their
economies, and held out the
promise of greater market ac-
cess for small islands develop-
ing countries.
With regards to toning up the
creaky health sector of the is-
land countries, Modi offered to
focus on developing their capac-
ity for health services, setting up
a pharmaceutical manufacturing
plant and distribution centre in
the Pacific Ocean island region
and extending a line of credit for
the facility to address the prob-
lem of sourcing generic drug
from India, which is at present
routed through third countries
and are, therefore, very expen-
sive. In a related gesture, he
also proposed goodwill visits by
Indian Navy ships to Pacific Is-
lands, where they could also ex-
tend support in areas like health-
care through medical camps
there.
India also offered establish-
ment of at least one IT labora-
tory in each Pacific Island coun-
try to not only improve local IT
infrastructure, but also enable
India to fulfil its commitment to
provide tele-medicine and tele-
education to the people of the
region.
During the last summit held
last year in Suva, the capital of
Fiji, Modi had announced a
number of new initiatives with
the Pacific Island countries, in-
cluding increasing Indias grant-
in-aid to Pacific Island countries
from $1,25,000 to $2,00,000, e-
tourist visas, deputation of In-
dian experts in the area of coir
industry and a special training
programme for diplomats of the
Pacific Island countries. In
Jaipur, Modi also announced
gratis visa for people of these
islands.
To sum up, India is ready
with its soft power to create an
ocean of opportunities to bolster
ties with the Pacific Ocean is-
land countries.
