forecastusers.

TheESRLRAPandHRRRdataassimilationandmodelconfigurationswillnowremainfrozen,withthe
exceptionofsoftwarebugfixes,throughtheremainderofthespring,summerandearlyfallwiththenext
changesbeingappliedonorafter01November2013.
