Memorandum for Squadron 302 Members

Subject: Squadron 302 Safety Policy

The purpose of this memorandum is to establish the safety policy for Civil Air Patrol
Squadron 302 (NER PA 060) members applicable to all unit activities. It recognizes the
primary role of a safety mind-set and safe practices in preserving the health of individuals
and the resources of the squadron.

Goal: Our ultimate objective is to accomplish all CAP activities, mission and non-
mission related, with zero accidents and mishaps. Accidents and mishaps cause a loss of
personnel and assets that we cannot afford if we are to effectively accomplish our mission
for the CAP/USAF and for the Commonwealth of Pennsylvania.

Safety is everybodys business. All CAP personnel assigned to Capital City Composite
Squadron 302, both senior and cadet, must recognize and accept their individual
responsibility for preventing accidents and mishaps. Each member must continually take
an in-depth look at their daily activities, access potential risks, and determine the safest
method of task accomplishment. We must remember that safety is an attitude and a way
of life, in order to protect our most precious resources: our members.

Responsibilities:
The Squadron Commander is tasked, by regulation, with the responsibility of
insuring that each activity is completed safely. Risk management techniques must
be continually reviewed and applied to all situations. Safety must be an important
part of the planning and execution of all CAP activities. The Unit Commander
will emphasize the importance of safety in all that we do, including non-CAP
related activities.
The Safety Officer is the expert who implements the unit safety program,
conducts education and specific training, and advises the commander on safety
issues. This staff officer has involvement in all squadron activities and assists in
risk assessments.
Individual members
o All pilots, senior staff, and cadets of Squadron 302 are encouraged to

maintain their monthly safety currency status by either:

a. attending the regularly scheduled monthly safety meetings
(as posted on the Squadron 302 safety bulletin board),
b. reviewing the monthly Safety Beacon newsletter (with
exam) as provided in the Civil Air Patrol e-services web
site,
c. or taking the on-line safety presentations (with exam) as
also provided in the Civil Air Patrol e-services web site.
o In addition, all Squadron 302 members should view the e-services
Introduction to CAP Safety presentation and take the required related
exam (passing with a minimum score of 80%), view the on line Aircraft
Ground Handling video (also in e-services), view the Organizational Risk
Management presentation (also in e-services), and attend the scheduled
Annual Safety Day meeting. These presentations provide a safety base
line upon which we can build to mitigate risk and become safer.

Safety is part of the Squadron 302 DNA and will characterize all we do in both official
and non-official CAP activities. Our desire is to ensure all members remain safe, our
resources are protected, and we are able to accomplish our mission.

Larry Forster, Lt Col

Squadron Commander

Peter Shuntich, Captain
