On February 6, 2017, 2017, New Trier Township High School District 203 received a
Freedom of Information Act (FOIA) request from you, pursuant to the Illinois Freedom of
Information Act (the Act) 5 ILCS 140/1 et seq., for the following records:
Request #1: All communications (inter- and intra-office memos, letters, e-mails, voice
mails, recorded meetings or phone calls) to and from District personnel to
and from the following organizations and individuals: a) Gail Schecter, b)
Gail Schecter Consulting c) Open Communities.
Response: There is a single email between a teacher and a representative from Open
Communities about a student possibly doing an internship. This record has
not been included because it identifies a student. The School District is
prohibited from releasing information that identifies individual students
under the Illinois School Student Records Act. 105 ILCS 10/6. Information
that is prohibited from disclosure under the Illinois School Student Records
Act is exempt from disclosure under Sections 7(1)(a) and 7.5(r) of the FOIA.

Request #3: Copies of any checks or other evidence of payment from District 203 to the
following organizations and individuals: a) Gail Schecter, b) Gail Schecter
Consulting c) Open Communities.
Response: Gail Schecter is presenting at Seminar day and will be paid a $200
honoriarium.
To the extent you consider this response as a denial of your request, you have the right to
have the denials contained in this letter reviewed by the Public Access Counselor (PAC) at
the Office of the Illinois Attorney General. 5 ILCS 140/9.5(a). You can file your Request for
Review with the PAC by writing to:
If you choose to file a Request for Review with the PAC, you must do so within 60
calendar days after the date of this denial letter. 5 ILCS 140/9.5(a). Please note that you
must include a copy of your original request for documents and the denial letter when
filing a Request for Review with the PAC. You also have the right to seek judicial review
of your denial by filing a lawsuit in the State circuit court. 5 ILCS 140/11.
