b. For deceased retired military personnel - The next of
kin shall secure the Death Certificate and shall submit this document
to The Adjutant General, AFP (Attn: C, NRD) who shall examine and
process the same and determine if the deceased is qualified to be
interred or reinterred at the LNMB,
c. For deceased veterans and reservists - The next of kin
ehall secure the Death Certificate: and shall eubmit this document to
The Adjutant General, AFP (Attn: C,.NRD) who ehall issue Certificate
of Services and/or authenticated retirement orders of the deceased
personnel. Subsequently, same documents shall be submitted to the DCS
for RRA, J10 who shall process the documents and determine if the
deceased is qualified under para 3 of the AFPRG and cause the issuance
of interment directive.

k. For personnel of the Philippine National Pclice and
Philippine Coast Guard who were former members of the AFP and whose
surviving relatives wish that the remains of the deceased be interred
at the LNMB, the next of kin shall notify the Adjutant Service of
PNP/PCG, as the case maybe, to inform/forward a request to TAG, AFP
for the interment of deceased at the LNMB together with the death
certificate and an authenticated or original copy of Statement of
Service of the deceased from OTAG, AFP.

4. General. This regulation prescribes the allocation of cemetery piots and
construction of grave markers at the Libingan Ng Mga Bayani (LNMB).
2 Definition of Terms:
a. Active Service - Service rendered by a military person as a
Commissioned Officer, enlisted man/woman, probationary officer, trainee or draftee in
the Armed Forces of the Philippines and service rendered by him/her asa civilian
‘official or employee in the Philippine Goverment prior to the date of his/her separation
of retirement from the Armed Forces of the Philippines, for which military and/or civilian
service he/she shall have received pay from the Phitippine Government, and/or such
others as may hereafter be prescribed by law as active service (PD 1638 as amended)
b. Retirees - All officers or enlisted personne! who had accumulated at
feast twenty (20) or thirty (30) years of satisfactory active service, who, at their own
request and with the approval of the President or the Secretary of National Defense (for
those compulsory retirees) retired from the active military service.
c. Citizen Armed Forces Geographical Unit (CAFGU) - a reserve unit
organized within a locality consisting of a cadre of officers and men in the active force
and qualified reservists residing in the locality.
d. Auxiliary - supplementary, backup, reserve, etc
2. CAFGU Active Auxillary - the category of PAFGUY,
volunteers who are called upon to complement the operations pf the ofthe
Aamed Forces of the Philippines or to support the regular forog fermatiors of units in

7077 and those to be commissioned or enlisted after the enactment of the same.
9. Active Reservist - refer to those mentioned in para 2f who are
fesued orders to undergo Annual Active Duty Training (AADT) mobilization and/or those
called to undergo active duty for the purpose of performing special military
dutyloperations,
3. ‘Who are quaiiied to be interred in the Libingan Ng Mga Bayani: The
remains of the following deceased persons are qualified and, therefore, authorized to be
Interred in the Libingan Ng Mga Bayani:
a. Medal of Valor Awardees
db. Presidents or Commander-in-Chief, AFP
Se Secretaries of National Defense
4. Chiels of Staff, AFP
8. Ganerais/Fiag Gificers of the AFP
1. Active and retired military pefsonnel of the AFP to Include active
draftees and trainees who died in line of duty, active reservists“and CAFGU Active
‘Auntliary (CAA) who. died tn-combat operations of porrbat related activities.
. Former members of the AFP who laterally entered or joined
the Philppine Coast Guard (PCG) and the Phipine National Police (PNP).
h. Veterans of Philippine Revoktion of 1890, WWI, WWII and
Tecognized guerilas.
1. Government Dignitartes, Statesmen, National Artists and other
deceased persons wicse interment or reinterment has been approved by the
Commander-in-Chisf, Congres 2rthe Secretary of National Defense.

4. Who are not qualified to be interred in the Libingan Ng Mga Bayani: The
remains of the following shail not be interred in the Libingan Ng Mga Bayani.
a. Personne! wno were dishonorably separatedirevertedidischarged
‘trom the service.
b. Authorized personne! who were convicted by final judgment of an
offense involving moral turpitude.
5. Responsibilities:
a. ‘The Chief of Staff, AFP (Attn: TAG) shall be responsible for the
issuance of interment directive for ail active military personnel for interment in the
LNMB. TAG shall likewise be responsible in the issuance of Interment directive to
authorized personne! such as those former members of the AFP who iaterally entered
Or joined the Philippine Coast Guard (PCG) and the Phitippine National Police (PNP).
b. The Chief of Staff, AFP (Attn: DCS for RRA, J10 shall be
responsible for the issuance of interment directive for all retirees. veterans and
reservists enumerated in paragraph 3.
cs, The Quartermaster General, AFP shall exercise over-all
‘Supervision in the implementation of this AFPRG.
d. The Commander, ASCOM, PA through the Commanding Officer of
Grave Services Unit (CO, GSU) shail be charged with;
(1) The registration of deceasedigraves;
{2) The allocation of specific section/area at LNMB for interment
of deceased:
(3) The preparation of grave sites;
(4) The supervision of burials at the LNMB.
6 Procedures:
a. For deceased active military personnel ~ The Survivor
Officer/Survivor NCO shail ccordinate with CO, ASCOM thru CO, GSU for the
registration of the deceased and preparation of grave at least three (3) days prior to the
interment.
b. For deceased retired military personnel - The next of kin shail
notify The Adjutant General, AFP who shall process the documents and determine if the
deceased is qualified to be interred or reinterred at the LNMB.
c For deceased veterans and reservists - The next of kin shall notify
OCS for RRA, J10 who shall process the documents and determine if the deceased is
qualified under paragraph 3 and cause the issuance of interment directive.
For government dignitaries, statesmen, national artists and other
deceased persons whose interment or reinterment in the LNMB has been authorized by
the Commander-in-Chief, Congress and the Secretary of National Defense - The nexte. For deceased widows of former Presidents, Secretaries of National
‘Defense and Chiefs of Staff — The next of kin shail notify The Adjutant General, AFP who
shail coordinate with the CO, GSU for the arrangement and conduct of appropriate
funeral honors and burial services at the LNMB.
f. _ For exhumation/reinterment of remains at the LNMB - The next of kin
shail notify The Quartermaster General, AFP who shall process the documents and
determine if such remains can already be exhumed from and/or qualified to be reinterred
pursuant to paragraph 3 above.
g. The cremated (small box of ashes) remains of widows of former
Presidents, Secretaries of National Defense and Chiefs of Staff will be interred in the
‘same authorized plot where her husband is already buried and no need for allocation of
additional tand,

as desired by the family.
2) Secretaries of National Defense — bust or tomb, or both as
desired by the family.
3) Chiefs of Staff, AFP — bust
4) Government Dignitaries, Statesmen, National Artists, and
other deceased persons whose interment is authorized by the President - statue or tomb
oF bust as desired by the family subject to the approval of SND and recommended by
CSAFP.

i. Construction of marker shall be in accordance with the following:
1) Size of Tomb - 2.2m (L) x 0.8m (W) x 0.3m(H)
2) Size of Bust - Life-size on a 0.5m x 0.4m pedestal which is
0.5m from the ground level.
3) Size of Status — Life - size with base buried at ground level.
4) Color of statue/bust - bronze or white
5) Color of Tomb — white or its variants.
6) Layout
(a) Tomb onty — center of the allocated pict.
(>) Bust only — center of the bust shall be 1.3m from the
center of the allocated plot and 1.2 from the road gutter.
(c) Tomb and Statue/Bust - tomb is centered at the
allocated piot while the center of the statue/bust pedestal shall be 0.6m from the left edge

7. Appropriation of Funds:
4. Funds for the purpose of construction statue/busttombs/erosses for
deceased military personnel shall be derived from AFP appropriations. As for President,
Secretary of National Defense, high ranking military personnel and other dignitaries and
statesmen; funds shall be derived from AFP appropriations, unless otherwise, authorized,
‘provided for or augmented by sources external to the AFP.
b. (On the part of widows of former Presidents, Secretaries of National
‘Defense and Chiefs of Staff, AFP there will be no expense on the part of the Philippine
government as all expenses will be bome by the families concemed.
8. __ Supersession - AFPR G 161-374 did 27 Mar 98 is hereby superseded.
