Pursuant to Section 1 of Executive Order No. 457, amending E.0. Nos, 63 and 64, the National, Regional, Provincial, City/Municipal and Barangay Physical Fitness and Sports Development Councils, hereinafter referred to as the PFSDC which shall act as the nationwide organizational network to assist the Philippine Sports Commission in the planning, information dissemination, and actual implementation and monitoring of the National Policy and Program of “Sports for All”, shall be composed of the following: a) The NATIONAL PFSDC: Secretary of DILG - Chairman Secretary of DepEd : Co-Chair Secretary of DND Vice Chairman Secretary of DOLE Co-Vice Chairman Chairman, CHED Co-Vice Chairman President, POC - Co-Vice Chairman Chairman, PSC - Secretary-General Chairman, Senate Committee on Sports - Member Chairman, House Committee on Sports Member President, League of Provincial Governors Member President, League of Municipalities Member President, League of Cities Member President, National SK Federation Member Presidential Adviser on Sports Member PNP Director General - Member Director General, TESDA - Member Six (6) representatives of the private Member sector, as appointed by the Chairmanb) The REGIONAL PFSDC DILG Regional Director - Chairman DepEd Regional Director - Co-Chairman 8 DND Representative - Vice Chairman PSC Regional Head - Secretary General CHED Regional Director - Member TESDA Regional Director - Member PNP Regional Director - Member E Provincial Governors : Member : President, SK Federation - Member s Three (3) representatives of the private - Member : sector, as appointed by the Chairman 5 c) The PROVINCIAL PFSDC Provincial Governor - Chairman Provincial Vice Governor - 7 Vice Chairman DepEd Division Superintendent - Secretary General DILG Provincial Director - Member ‘ CHED Representative = +, Member TESDA Representative = Member DND Representative = Member PNP Provincial Director - Member President, City/Municipal Mayors League - Member President, SK Federation - Member Two (2) representatives of the private - Member sector, as appointed by the Chairman d) The CITY/MUNICIPAL PFSDC City/Municigal Mayor - Chairman PNP Representative - Vice Chairman DepEd PFSS Division Supervisor 2 Secretary General DILG City Director/MLGOO - Member CHED Representative S Member TESDA Representative : Member i President, Liga ng mga Barangay Member i President, SK Federation - Member Two (2) representatives of private - Member sector, as appointed by the Chairman e) The BARANGAY PFSDC ; Punong Barangay - Chairman DepEd School Principal - Vice Chairman SK Representative - Member Barangay Kagawad Sports Coordinator ~ Member Homeowner Assn Representative - Member Two (2) representatives of private sector, as appointed by the Chairman MemberThe PFSDC Chairman, officers, and members shall designate the NGO Representative, establish linkages and call on the other public or private entities or individuals for assistance, convene the Council within sixty (60) days hereof, and assume the following functions and responsibilities (Sec. 2, E.0. 63): a meet at least once a month and plan and formulate a blueprint for the short, medium, and long term for the sectoral sports based on the National policy and Program of “SPORTS FOR ALL,” including a well-synchronized year round calendar of sports activities and competitors culminating in a national "Palarong Pambansa;” - conduct local “Sports Summits” in consultation with other public and private entities concerned to identify and prioritize sports programs and activities in their respective localities and areas of concern and to monitor, review, and validate their program; oversee and ensure the implementation of the physical fitness and sports program and activities in their respective areas of concern, i.e. DepEd, CHED and TESDA for physical education and school sports; DND and PNP for military sports; DOLE for Labor sports; POC and NSAs for elite sports for international competitions; and GAB for professional sports; disseminate proper information on the national policy and program, Including their local programs to encourage the active participation of their constituents on physical fitness; and sports activities; - assist in the identification, recruitment, and training of gifted and talented athletes from their areas to ensure a wide base for the selection of national athletes who will represent the country in international sports competitions; submit a quarterly report to the Chairman of the National PFSDC and furnish a copy of the same to the Philippine Sports Commission; and perform other functions deemed necessary to promote and implement the National policy and Program, Thus, you are hereby directed to reorganize/reactivate PFSDCs and ensure that their functions and responsibilities are effectively performed and their programs are effectively implemented at all levels pursuant to £.0. Nos. 63 and 64 as amended by E.0. No. 457.
