Dear Sir,
Should I/We fail to observe and comply with the tender conditions the Earnest Money may be
forfeited by you in addition to taking any remedial measures to recover loss caused by such failure of
under signed. I/We agree that in the event of any dispute or difference arising out of this offer, I/We shall
abide by the decision of the Director, IIHR, Bangalore and his decision shall be final and binding on
me/us.
7. Tenderers are advised to inspect the site and its surroundings and satisfy themselves before
submitting their tender as to the nature of the ground and sub-soil, the form and nature of the site,
the means of access of the site, and in general shall themselves obtain all necessary information
as to risks, contingencies and other circumstances which may influence or affect their tender. A
tenderer shall be deemed to have full knowledge of the site whether he inspects it or not and no
extra charges consequent upon any misunderstanding or otherwise shall be allowed. The tenderer
shall be responsible for arranging and maintaining at his own cost all materials, tools and paints,
facilities for workers and all other services required for executing type of work and all other
services required for executing the work unless otherwise specifically provided for in the contract
documents. Submission of a tender by a tenderer implies that he has read this notice and all other
contract documents and has made himself aware of the scope and specification of the work to be
done and all the stores, tools and plant, etc., to be arranged by him by the Government and local
conditions and other factors having a bearing on the execution of the work.
a. No advance or part payment will be given. Payment will be arranged only after
Satisfactory completions of the work duly certified by the works unit of IIHR.
b. 2% of the total contract value will be charged if water & electricity is provided by this
Institute.
2. Income-tax at the rate of 2.06% will be deducted from the bill of the executing agency/contractor.
3. The Competent Authority on behalf of the Director, IIHR, does not bind himself to accept the
lowest or any other tender and reserves right to reject any or all of the tenders received without
assignment of any reason. All Tenders, in which any of the prescribed conditions are not fulfilled
or are incomplete in any respect, are liable to be rejected.
4. The Competent Authority on behalf of Director, IIHR, reserves right of accepting the whole or
any part of the tender and the tenderer shall be bound to accept the same at the rate quoted.
5. Canvassing whether directly or indirectly, in connection with tenders is strictly prohibited and the
tenders submitted by the contractors who resort to canvassing will be rejected.
6. No Engineer of gazetted rank or other gazetted officer employed in Engineering or
Administrative duties in an Engineering Department of the Government of India is allowed to
work as contractor for a period of two years after his retirement from Government Service,
without the previous permission of the GOI in writing.
7. The Tender for the works shall remain open for acceptance for a period of 180 days from the date
of opening of Tenders. If any tenderer withdraws his tender before the said period or makes any
alterations in their terms and conditions of the tender which are not acceptable to the department,
the Institute shall, without prejudice to any other right or remedy, has right to forfeit the entire
Earnest Money Deposit.
8. Tender Documents are not transferable.
9. Sales tax, purchase tax, turnover or any other tax on material in respect of this contract shall be
payable by the contractor and IIHR (ICAR) will not entertain any claim whatsoever in respect of
the same.

10.The successful tenderer have to complete the work as detailed in the schedule to Tender based on
the work order.
11.The Institute will not be responsible for any loss or damage in transit. Insurance if any required
has to be done by the contractor at his own cost.
12.Materials to be purchased and test for various items of works to be carried as per CPWD/KPWD
specifications or ISI standards.
13.Time of completion of work to be adhered to strictly.
14.Payment will be made only after satisfactory completion of work/certification and approval of the
Competent Authority. No advance /part payment will be made.
15.During the defects liability period/warranty period, the contractor shall replace/repair/modify as
directed any or all defects/defective materials/workmanship at contractors own risk and cost, to
the entire satisfaction, within Ten days of issue of an written notification in this regard failing
which the same shall be got done through any other agency and cost recovered from amounts due
to the contractor/firm.
16.The Earnest Money will be liable to be forfeited, if the tenderer withdraws or amends, impairs or
derogates from the tender in any respect within the period of validity of his tender. The tenderer
should also enclose a pre-receipted challan along-with their bids, for refund of earnest money
immediately after the bids have been rejected.
17.Security Deposit (interest Free) by executing agency to be made up to 10% of total estimated cost
by way of Bank Guarantee which shall be released after Defects liability Period of One Year
from date of completion. During the defects liabilities period. The contractor shall
repair/replace any item of work found defective within three days of intimation failing which the
defective work will be got repaired /replaced at the risk and cost of the contractor through any
other agency.
18.The agency to whom work has been awarded will be the principal employer for the labour force.
This Institute will have no liability in this regard.
19.The labourers engaged should strictly follow the discipline and decorum of the Institute and he
will be liable for any loss or damage caused by them to the Institute property. The Institute will
not be held responsible for payment of any compensation to the labourer engaged by him for any
sort of things.
20.Implements / materials required for the above work should be provided by the contractor. The
firm has to make their own arrangements for accommodation/food for the labourers. Then
contractor shall pay all compensations etc., including accident compensations due to their
labourers. The Institute will not be responsible for any claim by the labourers engaged by the
firm.
21.Arbitration in respect of all disputes between the agency and the Institute in connection with the
works shall be referred to the sole Arbitrator to be appointed by the council. The decision of the
sole Arbitrator so appointed shall be final and binding on both the parties. Only courts in
Bangalore shall have jurisdiction over any suit arising out of this transaction.
22.The Director, IIHR reserves the right to cancel/reject the work order/Tender/Contract at any time
without assigning any reasons thereof.
ANNEXURE A
Specification for Construction of water storage sump tank (One Lakh liter capacity (10m x 5m x
2m)) for Block-III(Civil)
1. Excavation work in foundation trenches or drains not exceeding 2.5 m Cum 170
including dressing of sides and ramming of bottoms lift upto 2.5m,
including getting out the excavated soil and disposal of surplus
excavated soils as directed, within a lead of 50 m All kinds of soil
4. Centering and shuttering including strutting, propping, etc. and Sqm 145
removal of form for: Walls (any thickness)
7. Providing and laying in position machine batched, machine mixed Cum 14.50
(RMC) and machine vibrated design mix cement concrete of specified
grade for reinforced cement concrete structural elements, excluding the
cost of centering, shuttering, finishing and reinforcement including
water proofing compound , admixtures in recommended proportions
(as per IS 9103) to accelerate, retard setting of concrete improve
workability without impairing strength and durability as per directions
M-20 grade reinforced cement concrete for floors
8. Providing and laying in position machine batched and machine mixed Cum 18.20
(RMC) and machine vibrated design mix cement concrete of specified
grade for reinforced cement concrete structural elements, excluding the
cost of centering, shuttering, finishing and reinforcement including
water proofing compound, admixtures in recommended proportions (as
per IS 9103) to accelerate, retard setting of concrete improve
workability without impairing strength and durability as per directions
M-20 grade reinforced cement concrete for walls
9. Structural steel work welded in built up sections, trusses and framed Kgs 775

M/s.Snowcem or equivalent in cement plaster work in proportion

13. Finishing walls with water proofing cement paint Snowcem-Plus of Sqm 30
M/s.Snowcem India Ltd. or equivalent of required shade: New work
(Two or more coats applied @ 3.84 Kg/10Sqm)
14. Providing and fixing stainless steel insect proof mesh as per approved Sqm 15
sample with all fixtures, bolts, nuts, washers aluminum strips, etc

15. Painting with Synthetic enamel paint of approved brand & Sqm 50
manufacture of required colour to give even shade including with a
coat of steel primer. Two or more coats on new work.
16. Making plinth protection 50mm thick of cement concrete 1:3:6(1 Sqm 35
cement:3 Coarse sand : 6 graded stone aggregate 20mm nominal size)
over 75mm bed of dry brick ballast 40mm nominal size well rammed
and consolidated and grouted with fine sand including finish the top
smooth.
