Citizens Charter

Preface
The Commission on Higher Education Central Office, in compliance with
Republic Act No. 9485, otherwise known as the Anti Red-Tape Act of 2007, has created
the CHED Citizens Charter.

This Charter intends to make public CHEDs standards on service delivery. As


such, it aims to streamline the Commissions operations, improve the delivery of
services, and empower the stakeholders by giving them full access to information on the
services the agency provides to its clientele.

The CHED Citizens Charter is an open public document which mirrors the
services extended by the Commission in a compiled written form. This includes clear
descriptions of the various processes and procedures being implemented by the
Commission as well as the fees and charges applied by the agency to its stakeholders. It
explains the step-by-step procedures on availing CHEDs frontline services with a
guaranteed performance which level the public may expect. The Charter essentially
provides an avenue for active client involvement in public service delivery through this
redress mechanism which encourages them to make suggestions and recommendations
which will help the Commission improve its current services and eventually achieve an
increased public satisfaction, response and feedback.

Further, the Charter contains brief information about the agency, its mission and
vision, and Service Pledge the entire agency is committed to. The directory of officials
and the different offices in the Commission, as well as the functions of each office
complete the information ensemble of the Charter. With this Charter fully established
and made available to the public, the Commission hopes to uphold the agencys thrust of
providing the highest standard of service committed to the transacting public.

The Commission maintains and encourages constant consultations with its


clients and seeks their feedbacks to evaluate, improve and widen the range of services
provided by the agency, thus, the public may give their comments and suggestions on
this Charter.

Foreword
The Philippine government and our society have been actively advocating
participative governance which is one of the key factors in honing good citizens. As a
Preamble of our Constitution states that we shall establish a Government that shall
embody our ideals and aspirations, promote the common good, conserve and develop
our patrimony, and secure to ourselves and posterity the blessings of independence and
democracy under the rule of law and a regime of truth, justice, freedom, love, equality
and peace President Arroyo promulgated Proclamation No. 828 Declaring a Decade
(2005-2015) of good governance and Good Citizenship to Fight Corruption and to
Eradicate Poverty.

Thus, the Commission on Higher Education (CHED) has created this Citizens
Charter in a fashion that will be appreciated and easily accessed by our clientele and
general public. It is a comprehensive compilation of the CHED standards of public
service delivery, guiding the transacting public on how we opt to deliver our services. It
is our vision to fulfill the dream of our public of a transparent and efficient service office.
In this light, we believe that CHED takes part in building the dreams of every Filipino of
having a good education and building a stable career and a better future.

We must realize that building a nation does not only take good leaders who will
govern our people. Whether we are Christian, Muslim, rich or poor, your or old, we must
know by heart that building a nation takes good citizens who are willing to change their
ways and values and make concrete actions in order to build a stronger nation. This
Citizen Charter, albeit a small step than the rest, can do milestones in transforming our
citizenry and making public service more transparent, tailored fit to serve a diverse
Filipino society.

We encourage similar government agencies and higher education institutions to


become fortresses of transparency and public service this way we send the signal that
each and every one is part and parcel of our countrys growth and development. We
should let them know that we are here because of them, and because of this, we
encourage our society to participate in reforming our society for the better.

The Commission on Higher Education recognizes the hard work, determination


and dedication of the various CHED offices in coming up with the CHED Citizens
Charter. It is our hope that CHED will continue to serve the public for years and raise
our service to world-class standards with quality and excellence, relevance and
responsiveness, access and equity and efficiency and effectiveness as our guiding posts.

Short Background

The Commission on Higher Education (CHED) was created on May 18, 1994
through Republic Act No. 7722, or the Higher Education Act of 1994. The CHED is
attached to the Office of the President for administrative purposes and is headed by a
chairman and four commissioners, each having a term of office for four years. The
Commission en banc acts as a collegial body in formulating plans, policies and strategies
relating to higher education and the operation of CHED.

The creation of CHED was a part of a broad agenda for reforms in the countrys
education system, outlined by the Congressional Commission on Education (EDCOM) in
1992. Part of the reforms is the trifocalization of the education sector into three
governing bodies: the Commission on Higher Education (CHED) for tertiary and
graduate education, the Department of Education (DepEd) for basic education and the
Technical Education and Skills Development Authority (TESDA) for technical-vocational
and middle-level education.

Vision
The Commission on Higher Education (CHED) is the key
leader of the Philippine Higher Education System effectively working in
partnership with other major higher education stakeholders in building the countrys
human capital and innovation capacity towards the development of a Filipino Nation as
a responsible member of the international community.

Mandates
Given the national governments commitment to transformational leadership
that puts education as the central strategy for investing in the Filipino people,
reducing poverty, and building national competitiveness
and pursuant to Republic Act 7722, CHED shall:

a. Promote relevant and quality higher education


(i.e. higher education institutions and programs
are at par with international standards and
graduates and professionals are highly
competent and recognized in the
international arena);

b. ensure that quality higher education is accessible


to all who seek it particularly those who may
not be able to afford it;

c. guarantee and protect academic freedom for continuing


intellectual growth, advancement of learning and
research, development of responsible and
effective leadership, education of high
level professionals, and enrichment
of historical and cultural
heritages; and

d. commit to moral ascendancy that eradicates


corrupt practices, institutionalizes
transparency and accountability
and encourages participatory
governance in the
Commission and
the sub-sector.

Service Pledge
We, the Officials and staff of the Commission on Higher Education, commit to:

Ensure timely response to communications, queries and requests and serve the public
courteously and with utmost respect from Monday to Friday, 8:00 A.M - 5:00
P.M.;

Develop mechanisms to continually innovate and enhance our operations, systems and
procedures, and enrich workforce/personnel to ensure quality service to the
satisfaction of our clientele;

Uphold the dignity of the Commission by crossing the road of excellence and employee
empowerment in developing sound careers in public service through continuing
programs towards personnel growth and development;

Continue to sustain and strengthen the quality service we provide to our public and
establish a highly educated, credible, capable and eligible human resource to
comply with the mandates of the Commission;

Adhere to the agencys core values of fairness, integrity, teamwork, innovativeness,


commitment and competence;

Take appropriate measures to ensure that education shall be accessible to all especially
the under privileged and deserving students by providing financial assistance
through various scholarship programs and educational loans;

Empower higher education institutions in the implementation of their mandates to


produce an educationally qualified workforce and professional organizations to
assist in the growth and development of its members and share with the public
necessary information through our website (www.ched.gov.ph), and welcome
comments and suggestions.

Note: Granting of Authority for Nursing and Maritime is in moratorium pursuant to
CHED Memorandum Order No. 27 series of 2004

1. Board Resolution on the operation of the new course certified by the Corporate Secretary;
2. Feasibility study indicating the need and the relevance of the course to the development of the
community and the resources and capabilities of the school to achieve/implement the objective
of developing the community;
3. Articles of Incorporation and By-Laws duly registered with the Securities and Exchange
Commission (SEC);
4. Copy(ies)of the Transfer Certificate(s) of Title (TCT) of the school site;
5. Statement on the location of the school in revelation to recreational places gambling
establishment, bowling alleys, movie houses, markets, garbage dumps, funeral parlors,
cemeteries, jails, railroad yards, dancing halls, and manufacturing and industrial establishment
and the like. (Must be free from noise, unpleasant odor and dust, and should be sufficiently far
from the above places;
6. Campus development and landscaping plans;
7. Documents of ownership of the school buildings;
8. Certificate of Occupancy of the school building(s) from the proper city/municipal authorities;
9. Pictures of the school site and the school buildings;
10. Proposed budget/annual expenditures for the succeeding school year approved by the Board
of Trustees/Directors;

Public Higher Education Institutions)

Requirements:

Qualification Requirements:
Government employee with a permanent appointment
No age limit unless otherwise specified by the donor country provided the return service
obligation is still within the nominees serviceable years
Must have rendered at least two (2) years of service in the nominating institution
Must have a higher education degree related to the field of study or has demonstrated
sufficient ability and experience in the field of study
Must not have a pending application for scholarship under another program
Must have rendered the service obligation required under Executive Order 367 for previous
scholarship enjoyed.

Documentary Requirements:
A letter of nomination addressed to The Director, International Affairs Service, signed by the
Secretary or Head of agency/institution or its duly authorized official indicating among others
the following:
a. Assurance of utilizing the services of the nominee, for a period of two (2) years for every
year of scholarship or a fraction thereof not less than six (6) months as provided under
E.O. 367 amending E.O. 129; and,
b. That the nominee shall be paid his/her salary and other financial privileges while on
training pursuant to the said Executive Order.

(Professional books are limited to the course being applied for);
20. Application and inspection fees in the amount of Two Thousand Pesos (P2,000.00) must
be issued in favor of the Commission on Higher Education (CHED)
21. Bond in the amount of Two Thousand Pesos (P2,000.00) per course which should not
exceed Five Thousand Pesos (P5,000.00) per school irrespective of the number of
courses. Schools which have already filed the maximum amount of Five Thousand Pesos
(P5,000.00) need not file an additional bond.
22. Quality Standard System (QSS).

I, as the Chairman of the Board/President, promise to maintain the standards required for
this course and to follow faithfully all the laws, rules and regulation and the requirements of the
Commission on Higher Education governing the operation of authorized private school course
and to inform the CHED of any plan or action regarding closure or phasing out of the course or
any changes in the prescribed requirements of CHED shall be deemed sufficient cause for the
revocation of the authority granted.

The school will not conduct classes in the course applied for above until and unless this
application is approved and the corresponding Government Permit is issued by the Commission
on Higher Education.
