Mission Statement
The mission of The West Haven Housing
Authority is to provide and enhance
affordable living opportunities for individuals
and families with the greatest housing needs.
This includes seniors and disabled people
living on fixed incomes, homeless veterans,
and families with low incomes. We offer a
broad range of housing options to address the
unique needs faced by each of these groups.
Our guiding principles are: insure public
trust, protect the dignity of people with
limited resources, support independent living,
promote resident empowerment, community
partnerships, and provide communities of
choice to low and moderate-income residents

The West Haven Alert Center has been established to
improve communications between town agencies,
residents and businesses. This system allows each
person to determine the types of messages they would

Emergency Preparedness
Disasters happen anytime and anywhere. It is
important that your community, neighborhood
and families are prepared for such emergency
situations. Your family will cope best by
preparing for a disaster before it strikes. Having a
disaster kit, designated family gathering spot, and
regular family discussions along with practice
can help households endure evacuations as well
as disasters confidently.

Supplies for Disaster Kits: Water, Food, Fir st


Aid Kit, Tools and Supplies, Clothing, and
Bedding, Special Items, along with cash.
1. Water: Store one gallon of water per person
per day in containers that will not decompose.
Ex: Soft drink bottles.
2. Food: Store at least a three day supply of food
items that do not need refrigeration or
preparation.
Ex: canned meats, fruits, juices and vegetables,
high energy food, vitamins, specialty diet

3. First Aid Kit: bandages, gauze pads, scissors,


tweezers, needles, moistened towelettes,
antiseptic thermometer, safety pins, latex gloves,
sunscreen, cleansing agent ALONG WITH
prescribed medication and other over the counter
drugs.
4. Tools and Supplies: plastic eating utensil, battery
operated radio, batteries, flashlight, tape, matches,
signal flare, whistle, map of area.
5. Clothing and Bedding: Three day supply of
clothes, rain gear, blankets or sleeping bag, hat and
gloves, sunglasses.
6. Special Items: Phone accessories such as wall
charger and car charger. Baby items such as formula
and diapers. Denture supplies and eyewear supplies.
Entertainment items such as books and games. Also,
copies of important family documents; insurance
policies, passports, social security cards, credit/bank
card information, family records and an inventory of
valuable household items.

(CABHN) The Connecticut Alliance for Basic Human
needs is a statewide network for social service
providers, advocates, faith based organizations, and
individuals concerned about issues affecting families
and communities with low-income throughout

for the Persons with Disabilities (OPAPD) This
agency was created to safeguard human rights of people
with disabilities in Connecticut. They provide
information and referral, advocacy services, offers legal

Salvation Army: The salvation army, created in


1896, offers a broad array of social services that
range from providing food for the hungry, relief for
disaster victims, assistance for the disabled,
outreach to the elderly and ill, clothing and shelter to
the homeless and opportunities for underprivileged
children.

Violence
Connecticut Coalition Against Domestic
Violence (CCADV): Connecticut Coalition
Against Domestic Violence (CCADV) is the
states leading voice for the victims of domestic
violence and those agencies that serve them. This
organization oversees Connecticuts 18 domestic
violence service agencies that provide critical
support to all victims including Men, Women,
Youth and Teens, Older Adults, Military &
Veterans, LGBTQI, Individuals with Disabilities,
Immigrants and Refugees and for communities of

Cash Assistance
Department of Social Services (DSS):
The State Administrated General
Assistance (SAGA) program offers cash
assistance to those unable to work for
medical reasons and to families that do
not meet the requirements of the
Temporary Family Assistance (TFA)
program. Applications can be submitted

Social Security-Old Age, Survivors and


Disability Insurance (OASDI): A federal
program for the disabled and retired as well as for
survivors of deceased wage earner. For a full list of

Supplemental Security Income (SSI): A
federal income program for the disabled, blind
and aged. Recipients may receive both Social
Security and SASI if qualified for both. Flat
monthly payments are issued to eligible

Energy Assistance
Connecticut Energy Assistance Program
(CEAP):
This federally-funded program is designed
to help low-income households
(individuals & families) pay their winter
heating bills including oil, natural gas,
electricity, propane, kerosene, coal and
wood. This program is administrated by the
Department of Social Services and
coordinated by Community Action
Agencies. Applications are opened in
August.

Utility Assistance:
CL&P, Yankee Gas, United Illuminating, and
Sothern CT Gas have programs in place to help
customers who are having trouble paying their
utility bill. These programs include matching
payment programs, as well as new start programs.

W.H.E.A.T
The West Haven Emergency Assistance Taskforce
(W.H.E.A.T) is a volunteer agency where West
Haven residents can go for food instead of going
from congregation to congregation. WHEAT is not
just based on feeding people, but on the belief that
in social justice 0 that everyone has a right to food,
shelter, clothing, and a living wage. The food
pantry hours are Tuesday-Friday 2:00p.m.-4:30p.m.

St. Pauls Church Food Pantry


St. Pauls is a Catholic church located in West
Haven that has heavy beliefs of working together as
a community. St. Paul's provides a weekly food
pantry to west haven residents. ID and proof of

Gateway Christian Fellowship Food Pantry


Are you in need of assistance? Gateway Christian
Fellowship distributes food to West Haven residents
on the 2nd and 4th Saturday of each month. Names
are taken starting at 9 am on the assigned Monday.
Space is limited, so please start calling at 9 am and
keep calling until you reach a live person. You
cannot get a place on this list by leaving a voicemail.
Placement on this list is not permanent. You must

Faith Baptist Church Food Pantry


The Faith Baptist Church located in West Haven
provides a food pantry that serves all Greater New
Haven residents. Pantry hours are the 4th Saturday
of every month 10am-12pm and sometimes by

Meals on Wheels delivers fresh and nutritious
meals to homebound residents age 60 and older.

Senior Community Caf:


Are you 60+ years old?
Or under 60 and live at our Surfside site?
Join your friends at a local community caf.
A nutrition, delicious, hot meal is served Monday though
Thursday. Menu items like pork tenderloins, baked chicken
and ziti & meatballs will delight your palate.
Surfside provides the opportunity for you to give a small
donation. The suggested donation is $3.00 however, the
donation is anonymous and no one is turned away if
they cannot contribute.
New Residents: A coupon for a free meal is available
to welcome you to the program.
Reservations must be made the day before by noon. J ust
call the locations of your choice to make your reservation.
Many centers have programs like exercise and bingo to
offer.
We also offer a Senior Dine option at the Greek Olive
restaurant in New Haven on Wednesdays from 11am to
1:30pm. No reservation necessary for the Greek Olive, just
one-time registration, and just $3.00!

Supplemental Nutrition Assistance Program


(SNAP): The state of Connecticut
Department of Social Services administers the
U.S. Department of Agricultures SNAP.
Individuals who qualify can use their SNAP
benefits at grocery stores and Farmers Market
locations. People can apply for SNAP by mail.
Online or at DSS offices in person. Individuals
who live in West Haven should apply at the
DSS in New Haven . WHHA tenants can also
contact their Resident Services Coordinator.

Food Bank:
The state of Connecticut has federal grant money for the
Commodity Supplemental Food Program or CSFP. This
program works to improve the health of low-income elderly
people 60 years of age and older by supplementing their
diets with nutritious USDA foods.
Food packages are distributed monthly and include a
variety of foods such as non fat dry milk, oats, ready to eat
cereal, rice, pasta, peanut butter, dry beans, canned meat,
poultry or fish, and canned fruits and vegetables and juices.
This program is available to all residents of the WHHA who
qualify. You must be 60 years of age or older and have a
monthly income of $1,287 or less for a single person and
$1, 736 or less for a couple.

Shelters
Emergency Shelters:
The Department of Housing administers funding
for Emergency Shelters to provide shelter and case
management services to homeless individuals at
least 18 years old or emancipated minors and
families. For more information, contact United
Way at 2-1-1.

Connecticut Fair Housing Center:
The mission of the Connecticut Fair Housing
Center is to ensure that all people have equal
access to housing opportunities in Connecticut.
Because housing discrimination disproportionately
affects people with low incomes, the Center
focuses on the intersection of poverty and housing
discrimination. The Center also assists Connecticut
homeowners who have been hit hardest by the

Habitat for Humanity: Habitat for Humanity
of Greater New Havens mission is to
eliminate poverty and substandard housing by
building simple, decent houses for
working low-income families, which in
turn contributes to the revitalization of New

65 who meet the income deadlines.

program provides a guarantee to landlords of
up to two months rent. The following
individuals and families are eligible to apply:
Individuals and families residing in emergency
shelters (including domestic violence shelters),
individuals and families holding a newly
issued DOH Rental Assistance Program (RAP)
certificate, and a holder of a DOH issued
Section 8 Housing Voucher or DOH issued
RAP certificate forced to move due to lead

West Haven Trolley:


Transportation is provided to any West Haven
resident 55 or older for medical appointments and to
the senior centers. This service is under contract to
the Greater New Haven Transit District. The

Medical: Door-to-door transportation is provided to


New Haven, West Haven and the Orange Medical
Center. There is a $2 round-trip charge. This service

any senior who wishes to attend either center.

Medicaid enrollment. Provides safety screenings,

Medicare Savings Program (MSP):


This program helps eligible individuals pay for their
Medicare Part B premiums. Household income
determines if the individual or couple qualifies from
the QMB, SLMB of the ALMB. In addition to
paying the Part B premium, the QMB level also pays
Medicare co-pays and deductibles for
Medicare-covered services. Applications are

Grant Street Partnership is a treatment facility for
male and female adults with substance abuse
disorders. Temporary housing is available for
homeless men while engaged in treatment. Clients
are provided with transportation and three
substantial meals a day. Services of this program
include Twelve-Step Education/AA and NA meet-
