Mission Statement
The mission of The West Haven Housing
Authority is to provide and enhance
affordable living opportunities for individuals
and families with the greatest housing needs.
This includes seniors and disabled people
living on fixed incomes, homeless veterans,
and families with low incomes. We offer a
broad range of housing options to address the
unique needs faced by each of these groups.
Our guiding principles are: insure public
trust, protect the dignity of people with
limited resources, support independent living,
promote resident empowerment, community
partnerships, and provide communities of
choice to low and moderate-income residents

Emergency Preparedness
Disasters happen anytime and anywhere. It is
important that your community, neighborhood
and families are prepared for such emergency
situations. Your family will cope best by
preparing for a disaster before it strikes. Having a
disaster kit, designated family gathering spot, and
regular family discussions along with practice
can help households endure evacuations as well
as disasters confidently.

Cash Assistance
Department of Social Services (DSS):
The State Administrated General
Assistance (SAGA) program offers cash
assistance to those unable to work for
medical reasons and to families that do
not meet the requirements of the
Temporary Family Assistance (TFA)
program. Applications can be submitted
in person in the New Haven office or by
phone and internet.

Energy Assistance
Connecticut Energy Assistance Program
(CEAP):
This federally-funded program is designed
to help low-income households
(individuals & families) pay their winter
heating bills including oil, natural gas,
electricity, propane, kerosene, coal and
wood. This program is administrated by the
Department of Social Services and
coordinated by Community Action
Agencies. Applications are opened in
August.

Utility Assistance:
CL&P, Yankee Gas, United Illuminating, and
Sothern CT Gas have programs in place to help
customers who are having trouble paying their
utility bill. These programs include matching
payment programs, as well as new start programs.

Meals on Wheels
Meals on Wheels delivers fresh and nutritious
meals to homebound residents age 60 and older.
Program guidelines may vary.
Food Bank:
The state of Connecticut has federal grant money for the
Commodity Supplemental Food Program or CSFP. This
program works to improve the health of low-income elderly
people 60 years of age and older by supplementing their
diets with nutritious USDA foods.
Food packages are distributed monthly and include a
variety of foods such as non fat dry milk, oats, ready to eat
cereal, rice, pasta, peanut butter, dry beans, canned meat,
poultry or fish, and canned fruits and vegetables and juices.
This program is available to all residents of the WHHA who
qualify. You must be 60 years of age or older and have a
monthly income of $1,287 or less for a single person and
$1, 736 or less for a couple.

Shelters
Emergency Shelters:
The Department of Housing administers funding
for Emergency Shelters to provide shelter and case
management services to homeless individuals at
least 18 years old or emancipated minors and
families. For more information, contact United
Way at 2-1-1.
Housing
Connecticut Fair Housing Center:
The mission of the Connecticut Fair Housing
Center is to ensure that all people have equal
access to housing opportunities in Connecticut.
Because housing discrimination disproportionately
affects people with low incomes, the Center
focuses on the intersection of poverty and housing
discrimination. The Center also assists Connecticut
homeowners who have been hit hardest by the
nations ongoing foreclosure crisis. If you have any

Offers a wide ranges of reproductive services for
women and men of all ages. Services include FDA
approved birth control, pap tests, breast exams and

Addiction Services
Columbus House:
Columbus House is a non-profit organization located
in New Haven. CT that has been providing solutions
to homelessness since 1982. Columbus House has
expanded its mission and programs to include not
only emergency shelter but a continuum of housing
and services designed to help people who are
homeless move toward independence. They also
offer Road To Recovery. A transportation program
that provides rides for clients throughout the state to
and from approved treatment centers as they work

Crossroads:

Access Health CT: This is Connecticuts official
health insurance marketplace. It offers Connecticut
residents and small employers a range of qualified

Located in West Haven, CT, Apple Rehab West
Haven, formerly Harborview Health Care Center is
the areas leading provider of short-term
rehabilitation services. Their full complement of
physical, occupational and speech language
therapies, highly-skilled nursing care and physician
driven programs, blended with hotel-like
accommodations, amenities and services provides
patients with the most comprehensive and
sophisticated rehabilitation program in the industry.

New Reach:
New Reach, Inc. is a multi-service agency providing a
continuum of housing and stabilization services to
families in need. The SHP AIDS program operates 28
units of supportive housing to homeless or at risk
families with HIV/AIDS. Six of the units are part of a
New Reach owned supportive housing property, while
the remaining 22 are scattered throughout New Haven
and the surrounding towns. Families consists of any
adult(s) with a dependent child living in the home.
Services include intensive in-home case management
services, clinical services (substance abuse / mental
health), food, clothing, furniture and evening and

Leeway, Inc:
Leeways Skilled Nursing Facility provides
compassionate, state of the art short term, long term
and respite skilled nursing care to people living with
HIV/AIDS. Services include IV therapy, wound
care, physical, occupational and speech therapy,
case management, mental health and substance
abuse counseling, support groups and recreational
activities. Leeways Residential Care Housing
Program provides housing with 24-hour med-
certified compassionate staff. Services include 3
meals a day, onsite laundry, access to Leeways
Social Services Department with case management,
mental health and substance abuse counseling,
discharge planning services and recreational
activities.

International InstituteConn:
The International Institute of Connecticut
(IICONN), is a statewide nonprofit human services
agency that provides services to new immigrants
and refugees in Connecticut to help them become
self-sufficient, integrated and contributing members
of the community. IICONN offers legal, social,
linguistic and educational programs to help refugees
and immigrants overcome the many barriers they
face in adjusting to their new environments. In
addition, IICONN provides special services to
victims of serious crimes such as human trafficking,

Consumer Law Project for Elders (CLPE):
Connecticut Legal Services, Inc. offers older adults
with consumer problems free legal assistance
through a CLPE Hotline. Services include credit
card debt, medical debt, abusive and harassing
collection practices and identity theft.

Information and Notification (CT SAVIN):
This program provides confidential notification in
English, Polish, Portuguese and Spanish on
criminal court cases for an offender, changes to an
offenders custody status with the Department of

Adult Education
Gateway Community College (SNAP
Program): SNAP uses a holistic approach to help
students succeed in our programs. They provide
counseling, vocational training, and employment
activities in order to increase the opportunity students
have of finding employment. For Vocational Training
the SNAP program offers noncredit short term training
and educational programs to prepare students for entry
level jobs within many different industries. These
include: AutoCAD (Computer Aided Drafting
Certificate), Bookkeeping Certificate, Bookkeeping
National Certificate, Business Professional & Office
Assistant Certificate, Comp TIA A+ Certification,
Desktop Publishing/Digital Printing and Production,
