1 GENERAL
This specification covers the minimum requirements for the design, manufacture, fabrication, testing,
inspection, packaging and supply of one (1) Diesel Generator Package, complete with components and
accessories, to be installed on ASPF2 Platform at ASHTART Oil Field located offshore TUNISIA.
The VENDOR and his sub-vendors shall comply with all requirements of these Specifications, Data Sheet,
and the last edition of all specifications, codes and standards referenced in the text.
The package shall be designed and guaranteed for service in the specified environmental SITE conditions
and with the specified parameters.
The included description is mainly intended to indicate the COMPANYs philosophy and minimum
requirements and does not relieve the VENDOR from full responsibility for the design, fabrication,
performance and safety for all the equipment being part of his supply.

2 ABBREVIATIONS & DEFINITIONS


VENDOR: Prime supplier and representative of all sub-suppliers of Diesel Generation Package and
auxiliaries specified herein. VENDOR shall have the same meaning as CONTRACTOR.

PURCHASER: Shall have the same meaning as COMPANY.

SITE: Location of final installation of the Diesel Generation Package at Ashtart offshore oil field.

3.6 ORDER OF PRIORITY OF THE DOCUMENTS


In the event of a conflict between this Specification and its associated specifications, data sheets and the
applicable codes and standards, the VENDOR shall bring the matter to the PURCHASER attention for
positive clarification, resolution and review in writing before any work is started. In the absence of any
guidance or agreement to the contrary, the most stringent requirements shall apply.
Should any conflict occur as a result of applying data sheets and specifications, the order of precedence

4 INSTALLATION, AREA CLASSIFICATION AND UTILITIES INFORMATION

4.1 AREA CLASSIFICATION:


The Diesel Generator Package shall be designed and certified for outdoor installation in hazardous area
(zone 2, gas group IIB, temperature class T3). It will be exposed to the marine surfs and inclemency.
The diesel generator shall be provided with an enclosure designed to meet acoustic and hazardous area
requirements.
All the electrical equipment materials and relevant installation shall be suitable for involved environment and
design as outlined in the enquiry documents, area classification.
All required protection for correct and safe operation of the package shall be specified by the VENDOR.
4.2 INSTALLATION AREA
4.2.1 AMBIENT CHARACTERISTICS
The VENDOR shall consider the following design SITE ambient conditions for the package design:

NB: Air quality: highly corrosive marine climate humid-salty.

Humidity: Min: 42%, Max: 100%

Air Design temperature for Air cooler design: Max: 45C

Probabilities of condensation, due to large temperature variations in a humid atmosphere, shall also be taken
into account.

4.2.2 MAX WIND VELOCITY


Max annual wind velocity:
Continuously (1 minute) : 28 m/s
Intermittently (3 seconds) : 33 m/s
Max centennial wind velocity:
Continuously (1 minute) : 37 m/s
Intermittently (3 seconds) : 43 m/s

4.2.3 EARTHQUAKE
Concerning earthquake Ashtart site is classified in zone 2 according to API RP 2A.
The structural design will be developed based on API RP 2A - WSD: Recommended Practice for Planning,
Designing and Constructing Fixed Offshore Platforms Working Stress Design (21st Edition).

4.3 UTILITIES
Utilities are specified in the attached General Specification for Site Data and Available Utilities SG 02A 13B
21 23703.
VENDOR shall identify at an early stage of his design any bottleneck in these utilities which need upgrade to
satisfy the packages utility requirements.

5 SCOPE OF SUPPLY

5.1 GENERAL
The diesel engine is used as an emergency power supply and a black start of the generation electric system,
it should be sized as such for both emergency loads to be insured and Load impact due to starting motor of
the heaviest gas turbine.

The Diesel Generator Package consists of a 400 V 50 Hz 1500 rpm diesel engine driven generator (to be
defined by VENDOR according to EDG load chart) at ISO condition power capacity, suitable for off-shore
installation, a diesel tank and all the piping and instrumentation necessary for normal operations.

The package shall be shipped split into


A GenSet installed in ready to start configuration while connecting the fuel and air supply, the
generator feeder and electric utilities supply.
A cabinet for the fire fighting system.

A control panel shall be installed by COMPANY in the control room.


VENDOR should dispose all necessary data to COMPANY, either via bus or I/O for RTU (to be provided by
COMPANY).

5.2 SCOPE OF SERVICES


The supply shall include the design, fabrication, shop erection, testing, certification, delivery and
documentation for one Diesel Generator package in accordance with this specification and relevant
attachments.
VENDOR shall include all the other equipment not listed but necessary for the correct and safe operation of
the package, taking into account process and utility data and installation conditions.

5.2.1 DIESEL GENERATOR


The scope of SERVICES shall include, but not limited to, the main components here below listed:

- Diesel Engine.
- Starting systems (shall be equipped with two starting system: one pneumatic type and secondary
hydraulic type).
- A.C. air to air ventilated synchronous generator complete with brushless type excitation system and
automatic voltage regulator.
- Electrical interconnections inside package (power and auxiliaries cables) among generating set and
related ancillaries.
- Generator star point with necessary CTs.
- Diesel Generator instrumentation and control panel.

- Fuel system complete with Diesel Fuel Daily Tank, controls, on-skid pipework and all the connections
between the tank and the diesel generator skid.
- Shaft couplings and guards.
- Lubrication system, complete with pumps, filters, air cooled heat exchanger designed for 45C
ambient condition, piping, valves and controls.
- All necessary pipework and cabling, with terminal strips, between unit and junction boxes.
- Exhaust system, complete with silencer, expansion joint.
- Local gauge panel.
- Inlet air system combustion and ventilation complete with:
- Fire dampeners complete with pneumatic actuators for opening/closing and micro switches for status
indicator open/closed.
- Enclosure suitable for 85 dB(A) at 1 m and for required area classification.

VENDOR recommendation.

5.2.2 MISCELLANEA

All Drawings, Documentation and Operation and maintenance Manual Book numbered in
accordance with PURCHASER requirements and in Number of Copies and delivery date as
specified. Maintenance typical plan (different inspections required),
All drawings and documentation required by R.D.D.S. for the complete engineering and
installation of the package.
Inspection and Testing (including factory testing and SITE acceptance testing) in accordance
with IDS (Inspection Data Sheets) and applicable standards. requirements.
Spare parts for, Commissioning and Start-Up.
Spare parts for 2 years operations.
A complete set of Special Tools and Wrenches necessary for erection and maintenance as per
VENDOR recommendation.
Painting according to Elf specifications n STDI 0001.PRO.001.P.
Nameplates.
Preservation and Packing of all equipment.
Training Courses for Purchasers Staff.
FOB shipment.
First fill of chemicals and lubricants.
Supervision of installation.
Conduct the pre-commissioning, commissioning, and start-up of the Package up to hand over
to the PURCHASER following the SITE acceptance test.
Reporting to the PURCHASER as defined in the CONTRACT.
Planning, scheduling and progress reporting for the work.
Package Certification.

5.2.3 ENGINEERING

The VENDOR shall supply the engineering for the following items:
a) Basic and detailed design of the Diesel Generator Package, including diesel engine, generator,
Interconnecting process piping, instrumentation and all auxiliaries, on the basis of the
specified requirements and specification.
b) Detailed Engineering of Logic Sequence.
c) Valves operating sequence.
d) Static and dynamic loads and fixing details.
e) Process and detailed data for connecting all vents and drains.
f) Utility consumption list (including lube oil requirements).
g) Hardware connection to the ESD and the DCS.
h) Instrumentation detailed engineering in Purchasers standards and specifications.
i) Electrical and instrumentation interconnection and detailed engineering.
j) Data for the electrical and instrumentation sizing.

6 BATTERY LIMITS
The VENDOR is responsible for the supply of all equipment necessary for the normal and proper operation
of the unit within the below specified battery limits.
The battery limits, are as follows:
For diesel oil:
- Daily tank inlet flanges
- Drains and vent piping with flanged ends
For lube oil:
- Lube oil drain piping with flanged ends
- Oil fill points
Power and control section:
- Unit control panels
- The panels shall be internally wired and all external connections shall be grouped in one or more
terminal strips. VENDOR will group all electrical and instrument connections on generator set and daily
tank in junction boxes.

- All inside package interconnecting wiring, cabling, pipework and instrument tubing between junction
boxes and generator set shall be included in the supply.

Power supplies:
- generator terminal box
- junction boxes

For combustion air system


- The inlet air filter noise attenuated with silencers.
For exhaust system
- The discharge flange silencer

7 EXCLUSIONS
The following Items are excluded from the Supply.
a) All Wiring connections from local Instrument Junction Box to the Control Room.
b) Power and control cables connection from the local junction boxes to control/electrical panel in
electrical substation and electrical/control room.
c) Direct current supply should be furnished by COMPANY, no battery / battery charger should be
within the scope
d) The Motor Control Centre is furnished by COMPANY, VENDOR should communicate the load list.

8 TECHNICAL REQUIREMENTS

8.1 CHARACTERISTIC OF SYNCHRONOUS GENERATOR


8.1.1 GENERAL DESIGN
The generator shall be rated for continuous maximum duty.
The generator sizing will satisfy the emergency load demand including contingencies and to start electrical
motors without causing excessive voltage drop (max 20%) at motor terminals. Furthermore, the maximum
allowable drop voltage at generator terminals shall be 13%.
The generator shall start automatically in case of main power faults.
It shall be foreseen the possibility of a short time parallel between the emergency diesel generator set and
the GTGs (Gas Turbines Generators) to allow the auxiliary load transfer, without power interruption, during
GTGs starting and after restoration of main power supply.
The Emergency Diesel Generator set shall be installed inside the relevant noise enclosure.
The unit shall start up automatically and supply electrical power when receiving an external signal for failure
of the electrical network or upon a manual activation. All the logics necessary to the safe and proper
operation (open/close fire dampers included) and the electrical feeders shall be at VENDORs care, included
in the diesel generator control panel. The fire dampers will remain always open; they shall be activated
for closing just in case of fire. In every condition, the control panel shall be electrically fed from the normal
power distribution system at 380/220 V AC 50 Hz. The time between the start up signal and the Ready to
load condition shall be 15 sec. +/- 2.
The generator shall be of the brushless type for connection to a diesel engine prime mover. The generator
shall be designed and manufactured to facilitate inspections, cleaning, repair and maintenance and to ensure
safe operation. The generator shall be suitable to be installed in a classified area (Zone 2, Gas Group IIB,
Temperature Class T3).
All electrical windings, insulating material, fixing and all associated equipment shall be suitable for the
working conditions and shall not distort or deteriorate or set up strain in any part such as to impair the
efficiency or reliability of the generator.
All equipment shall operate with the least possible noise.

8.1.2 SHORT CIRCUIT CAPABILITY


The generator, AVR and exciter system shall sustain at least 300% nominal generator current for 10 seconds
when a 3-phase symmetrical short circuit is applied to the alternator terminals.

8.1.3 OPERATIONAL REQUIREMENTS


The generator shall be suitable for the type of operation specified in the attached TDS.

8.1.4 SKID MOUNTING


The generator shall be installed on the same skid as the diesel prime mover. The VENDOR shall ensure that
all interface requirement with prime mover VENDOR are complied with.

8.1.5 COOLING
The generator shall be totally enclosed (IP55) and provided with a closed air type cooling system with air to
air heat exchanger.

8.1.6 INSULATION
The insulation shall be Class F. The temperature rise shall be limited to that of Class B.

8.1.7 STATOR
The stator frame shall be of fabricated rigid construction and the stator core shall be built up from silicon
steel laminations clamped together in a manner to minimize hysterisis and eddy current losses.

The stator winding shall have copper conductors and shall be star connected with each end of each phase
brought out to a suitable terminal.
Phase ends of the terminals shall be properly marked and printed respectively in their order of phase
sequence.
The final location of terminal box shall suit the layout of the complete diesel generator set and associated
cabling. The terminal box shall be suitable for the Zone 2, Gas Group IIB, Temperature Class T3.

The windings and winding overhang shall be effectively braced and blocked to withstand single phase or
three phase and line to neutral short circuit at the terminals.

Two earthing terminals or bolts shall be provided on the stator for earthing of generator casing.

Materials liable to shrink in the course of time and on heating shall not be used for packing and wedging and
the general construction of the stator and bracing of the windings shall be such as to provided adequate
cooling of the surface and avoidance of hot spots.

A minimum of six temperature resistance sensors shall be embedded in the stator slots and not directly
affected by cooling air stream.
Sensors shall be two per phase one for alarm level and one for shutdown level. Temperature sensors shall
be located so that a failure is quickly detected. The sensor wiring shall be brought out to a terminal box in an
accessible position.

The harmonic content of the line voltage shall be so that none of the instantaneous values of the line voltage
differs from the instantaneous value of the same phase of the fundamental wave by more than 5% of the
amplitude of the latter, when running at nominal speed and at open circuit.

8.1.8 ROTOR

Rotor windings shall be made of copper.

Salient pole construction preferred.

Damper windings shall be provided.

The rotor shall be designed to withstand the mechanical forces due to possible overspeed. The insulation
wedging and bracing of the coils shall be designed to give an even temperature distribution and to eliminate
loosening and electrical breakdown of the winding.

The VENDOR shall advise on merits of rotor earth fault detection and alarm facilities and shall describe what
facilities should be provided if considered desirable.

The rotor, when completed, shall be dynamically balanced and shall be capable of withstanding an
overspeed test of 20% for 2 minutes.

The VENDOR shall perform, at least, the following analysis and calculations:
- a complete description of the method used in determining critical speeds
- a graphic display of critical speeds or operating speeds
- a graphic display of support stiffness and its effect on critical speeds
- a graphic display of rotor response to imbalanced weight
A torsional analysis including but not limited to the following:
- a complete description of the method used in the analysis

- a graphic display of the rotor system torsional frequencies or running frequencies showing
predominant forcing frequencies
- the torsional mode shape diagram of the rotor system
- a graphic display of the rotor system showing the stations used in the analysis, the torsional stiffness
constant and the criteria at each station.

8.1.9 COUPLINGS
Generator flange to match flange on prime mover shaft. Anti-vibration coupling shall be provided (Vulcan or
equivalent). Flange dimensions shall be worked out in cooperation with prime mover VENDOR and approved
by PURCHASER.

8.1.10EXCITATION
A permanent magnet type pilot exciter is preferable. However, for similar rated genset, the VENDOR can
suggest an alternative solution with the pilot exciter replaced by a self starting excitation ignition by the
remaining energy.
A main exciter and constant voltage pilot exciter directly coupled to the generator shaft shall be included.
System design to be of brushless type.

The main exciter shall be of the revolving armature type with rotating silicon diode full wave rectifiers directly
connected to the generator field. The continuous rating of the exciter shall be such that all generator loading
conditions shall be obtained without exceeding the exciter permissible temperatures.

Field suppression equipment shall be provided to ensure safe operation of the generator under all conditions.

The rating of the exciter and rotating rectifier shall be such that the exciter shall not be overheated due to
diode failure and that no further damage shall occur to the rectifier and the generator shall be able to
continue in service without damage. The Vendor shall advise on the capability of the generator to sustain
short circuit conditions on the stator terminals under conditions of diode failure.

The rated output of the exciter and rectifier assembly shall be 110% of the normal voltage and current. The
peak reverse voltage rating of each arm of the rectifier bridge shall be not less than three times the normal
field voltage.

The rectifier diodes shall be protected by easy accessible quick acting fuses. Facilities shall be provided for
protection and remote alarm indication in the event of a diode failure. This shall act on open circuited as well
as short circuited diodes.

8.1.11AUTOMATIC VOLTAGE REGULATOR (AVR)


A fast response continuously acting automatic voltage regulator of the solid state type shall be provided as
necessary to make a compatible system with the excitation system.

The regulator equipment shall be free from voltage drifts, temperature errors and insensitive to frequency
changes between the limits of 10% of nominal frequency.

The automatic regulator shall be capable of maintaining the generator terminal voltage within +1% of the
controlled value for any deviation of output over the whole load range of the generator at rated power factor
for any constant load.

Manual voltage adjuster for installation in switchgear generator section to be included in generator
VENDORs supply, unless otherwise stated in the attached TDS.

8.1.12BEARINGS
The bearings shall be sleeve type. Nevertheless the generator manufacturers shall coordinate with the prime
mover Vendor to ensure that the optimum arrangement of bearings is provided for the combined unit.

The exciter and bearing of the generator shall be insulated from the base plate foundation to prevent the
circulation of any shaft currents.

Each bearing shall be provided with two temperature detectors wired with armoured cables to terminals in a
suitable terminal box located on the generator or bearing pedestal.

8.1.13ANTICONDENSATION HEATERS
Heating elements shall be located in lower part of the generator. The heaters shall be so designed that no
damage can be suffered by the winding if left switched on when the generator is on full load.

8.1.14VIBRATION
The vibration limits for generator during shop test are as follows:
Magnitude
- Antifriction bearings: velocity 5 mm/s
- Sleeve bearings: amplitude 50 m

Measuring methods
- Anti friction bearings: measured on bearing housing; filtered reading at the running speed.
- Sleeve bearings: measured on shaft adjacent to bearings; unfiltered signal and readings peak to
peak. (Including mechanical and electrical run out).
- Amplitude: measurement by proximity probes.
- Velocity signals: measurement by accelerometers.

8.1.15LUBRICATION
Sleeve bearings preferably to be arranged on separate pedestal outside of generator housing.
Local instruments shall be provided in the lube oil system. Components of the lube oil system requiring
service or attention during running shall be located on the outside of the baseplate/enclosure whenever
possible.

8.2 DIESEL ENGINE


The engine shall meet all the performance requirements of the set under the specified operating conditions
and shall be suitable for operation on the specified gas oil characteristics.
The Diesel Engine shall be designed in accordance with the attached Data Sheet and Specifications.
The rating is based on SAE J1349 standard conditions of 100 KPa and 25C ambient temperature.
This rating also applies at ISO 3046/1, DIN 6271 and BS5514 standard conditions.
The net output power shall be as per min and max ambient condition (-5C / +45C).
The engine shall be efficiently silenced with suitable noise attenuators provided at
cooling/combustion air inlets and outlets and exhaust silencers complete with interconnecting
pipe and fittings. Supports for each complete system shall be of the anti-vibration type and
due allowance for expansion of the exhaust system shall be made by the inclusion of
expansion bellows.

8.3 ENGINE AND GENERATOR CONTROL PANEL


The Unit Control Panel (UCP) shall be located inside a remote Electrical Room.
The delay time for automatic start in case of main power failure must be adjustable within a range of 0 to 15
minutes with adjustment on the control panel. The control panel shall be complete with equipment controls
and functions and must be provided with terminal strips interfacing other systems.
Engine and generator control panel shall be suitable for power supply voltage of 380 / 220 V, 50 Hz . In case
of black start, the only voltage available is the 24 V from platform UPS system, while the 380 V voltage is
available from generator after start.
The logic control system shall be realized by means of 1 (one) PLC with 1 CPU, single power supply module
and single I/O.
PLC shall be complete of mounting racks and programming facilities.
The Unit Control Panel (UCP) will be interfaced with platform Control and Safety Systems; the connections
will be hardwired through voltage free contacts and shall terminate on dedicated terminal strips installed in a
separate section of the panel.
As minimum the following equipment, will also be mounted inside the control panel:
- electronic speed governor, Vendor shall indicate Class as per ISO 3046/IV
- n 1 CPU
- I/O cards,
- auxiliary relays for control and monitoring circuits,
- miniature circuit breaker for circuitry protection
- anti-condensation heater controlled by thermostat,
- metering instrument to monitor the electrical parameters (A, V, W, Hz, Var, Power factor )
- synchronizing system for Man-Auto synchronizing sequences
- manual excitation kit facilities for man control for voltage and frequency

8.4 COOLING SYSTEM


The Diesel Engine shall be supplied with a closed circuit air water cooling system Manufacturer Standard
and shall include the interconnecting piping. The cooling system should be sized for continuous running
under rated power even the genset is used as stand-by and emergency.

8.5 LUBRIFICATION SYSTEM FOR THE ENGINE


Lubrication of the engine shall be by means of an engine driven integral pump. The pump shall have on the
suction side a coarse strainer and on the delivery side a duplex `full flow' fine filter complete with changeover
cock incorporating pressure by-passes to facilitate oil flow to the engine should the filter become blocked.
The lubricating oil system capacity shall be sufficient to enable the engine to run continuously for 12 hours at
any load without replenishment.

8.6 AIR INTAKE SYSTEM FOR DIESEL GENERATOR


The air filters at the inlet of the Engine (Turbocharger) must be dry type and shall be suitable for the site
conditions considering the marine ambient.
All the air intake system must be provided in stainless steel 316L.

8.7 VENTILATION SYSTEM


The air shall be taken from a ventilation opening. VENDOR will provide all the equipment necessary to
create the suitable ventilation of the enclosure in accordance with the arrangement.

8.8 EXHAUST SYSTEM


Exhaust system shall include manifold, pipe, silencer flexible connections, gaskets.
The silencer shall be mounted outside the enclosure (on the roof).

Exhaust pipe shall be lagged with a removable Aluminium cladding. Exhaust pipe outlet point shall be at
least 3 m above ground level.
All the exhaust system must be provided in stainless steel 316L.

8.9 FUEL SYSTEM


Diesel Fuel Tank shall be sized to guarantee twelve operation hours, in order to give the generator a safe
autonomy.
The main features of the Diesel Fuel Daily Tank are:
Volume 2.1 m3 (to be confirmed during detailed engineering)
Design pressure atm
Design temperature 50 C
The tank volume shall be suitable for 12 hours operation.
The tank is equipped with filling system, electro-valve 24 Vd.c. for automatic refilling, level indicator, low low
level switch and high high level switch.
All accessories such as valves, piping, accessories and fittings, filters, drains, samples, instrumentation,
electrical equipment and skids have to be included in the scope of supply.
The tank shall be installed outside the engine/generator unit. The design of the complete fuel system from
tank to unit and return shall be at VENDOR care. All necessary piping, fittings, valves, is included in the
supply.
All piping connections to the tank shall be standard flanged connections. Piping connection to the generator
shall be provided with flexible couplings.

8.10 INSTRUMENTATION REQUIREMENTS


The requirements for the instrumentation included in the supply shall be in accordance with Spec. n. SG 02A
13B 26 26710 attached to this specification. VENDOR shall complete as part of the proposal the Instrument
list.

8.11 STARTING SYSTEM


The diesel generator shall be provided with a main pneumatic starting system and an emergency hydraulic
starting system.
The starting systems shall be installed in the skid of the diesel engine.
Pipes, tanks, accessories of starting systems must be made on stainless steel 316L.
The automatic starting of the diesel engine is assured by the pneumatic starting system witch must be able
providing at least 6 starting cycles within a period of 5 minutes without recharge.
The pneumatic starting system is completed by a dedicated separate air compressed module including the
following items:
One electric motor compressor complete with:
Air compressor operating at 30 bar g;
Electric motor;
One motor compressor complete with:
Air compressor operating at 30 bar g;
Diesel engine, air cooled, with manual starting capability and complete with fuel tank able to feed the
motor compressor for 1 hour;
Two air tank, designed according to ASME sect.VIII, having a capacity of 500l each at least, complete with
instrumentations, safety valves, pressure gauge with ball valve, necessary flexible hose and ball valves.
The emergency hydraulic starting system shall be independent and designed to be able providing three
successive starting cycles.

8.12 FIREFIGHTING SYSTEM


8.12.1FIXED FIREFIGHTING SYSTEM
The system shall be provided for total noise enclosure volume and designed in accordance with NFPA code.
The fire fighting system shall include, but not be limited to, the main CO2 cylinder(s) battery with 20% spare
CO2 storage capacity, the distribution manifold complete with solenoid valve, local hand selector of
main/spare CO2 cylinder(s) battery to be controlled in automatic mode, local hand selector for
AUTO/INHIBIT/MANUAL selection of CO2 cylinder activation, local hand push button for CO2 extinguishing
activation and all necessary safety devices including the cylinder status control, the distribution pipe
complete with a suitable quantity of discharge nozzles.
Main and spare cylinder battery shall be operable automatically by the F&G Detection System or manually
(by pressing the local hand push button) depending on position of two hand selectors.
A warning sign (in both English and French), placed on the access door shall warn personnel entering the
enclosure that it is protected by CO2 and to isolate the system before entering.
Discharge of CO2 shall be activated only with enclosure closed doors.

8.12.2FIRE DETECTION SYSTEM AND FLAMMABLE GAS DETECTION


Heat, flame and gas detectors shall be provided in accordance to NFPA code. Those detectors shall be
GENERAL MONITORS type to be able to interface to Serept existing GM ZERO TWO SERIE fire and gas
monitoring system.
The system shall consist of heat detectors, flame detectors and flammable gas detectors interfaced to a
dedicated CO2 control system installed inside the control cabinet. Actuation of the fire extinguishing system
shall occur in accordance with Cause & Effects Matrix (provided by VENDOR) where, as minimum, detectors
combination of 2 of N is required. Malfunction of detectors shall be signalized as alarm and shall not actuate
fire extinguishing. In addition flammable gas detectors shall be installed for signalization of hydrocarbon
flammable gas presence. In case of flammable gas presence, alarm shall be generated and generator unit
will be stopped if running, unless gas detection signal will inhibit the start-up.

8.13 NOISE LIMITATION


The VENDOR to specify the overall unit Noise level at 1 meter, in any case the Noise Level shall be less or
equal to 85 dB(A) at 1 m and within the ISO NR 80 curve, for the complete unit.
8.14 WEIGHT CONTROL
The weight control data from the VENDOR must be in accordance with Data Sheet and the Vendor shall
complete the Data Sheet and submit it along with his Bid.

9 QUALITY ASSURANCE AND QUALITY CONTROL REQUIREMENTS


The VENDOR shall supply a quality management system in conformance with ISO 9001:2000(E).
VENDOR shall provide Inspection and Test Plan for review and approval by the PURCHASER.
ITP shall be at minimum in accordance with attached IDS, including all Witness and Hold points required
on Inspection Data Sheets (IDS).
9.1 INSPECTIONS AND TESTS
Inspection and testing of the complete package and all associated auxiliary items, shall be carried out in
accordance with the relevant codes, standards, and the technical specification Inspection Data Sheet,
approved procedures and Inspection Plan. The equipment shall be subject to inspection and witnessing of
tests by the COMPANY, as and when required.

The VENDOR shall provide free access to his work and that of SUBVENDORS for the authorized
representative of the COMPANY and the certifying authority (if required). All necessary certification of
materials, shop test data, etc. shall be made available to verify that the requirements of the CONTRACT are
being met.
The VENDOR shall inform the COMPANY a minimum of 3 working weeks in advance of any witnessed

testing. Such data shall be confirmed by the VENDOR 1 (one) week in advance of the date originally
foreseen.

The VENDOR shall perform inspection and test at his shop during fabrication and before shipment as per
attached Inspection Data Sheet (IDS No SP-02G-05A-25-25411) and in particular:
The following tests and checks which shall be carried out in the manufacturer's shops:
- All tests as required by the manufacturer's practice and by applicable standards during the
Manufacture stage.
- Performance tests on the assembled diesel generating set with enclosure (with Voltage regulator)
- Check of fuel consumption at different loads
- Hydrostatic pressure test on fuel tank (at 2 bars)

All necessary resistive loads shall be provided by the contractor at his own expense.
Acceptances of shop Tests shall not relieve the VENDOR to meet field tests under specified operating
condition, nor does the inspection relieve the VENDOR of his responsibility.

10 DOCUMENTATION
VENDOR shall supply, as a minimum, the documentation listed in the relevant RDDS attached. Any other
drawing and documentation necessary for the execution of this work, shall be identified and made available if
requested.
Comments on drawings and/or documents do not relieve the VENDOR of compliance with all the
requirements of the CONTRACT, nor must they be interpreted as an authorisation to change scope of work
specified in the CONTRACT.

10.1 FINAL DOCUMENTATION


The VENDOR shall submit the following documentation in accordance to the RDDS:
Drawings:
a) Six sets of full size hard copies final drawings.
b) Three sets of CD to be used in last edition of AutoCAD system.
Spare parts documentation:
General spare parts documentation shall be provided on 6 manuals and sets of CD.
Instruction manuals:
Installation, operation and maintenance manuals for the complete diesel generator package including
auxiliaries shall be provided in 6 copies in English language and on electronic support.
In option two copies of such manuals could be provided in French language.

11 INSTALLATION, PRE COMMISSIONING, COMMISSIONING AND START-UP


VENDOR shall supervise erection and installation and shall conduct, and be fully responsible for, pre-
commissioning, commissioning, start-up and site testing.

Commissioning work force e.g. instrument technicians, electrical technicians, mechanical trades, foremen,
etc. shall be provided by the EPCI Contractor and the COMPANY.

Installation shall be carried out in accordance with the VENDOR supplied detailed installation procedure.
VENDOR shall verify that his installation procedure does not conflict with the design limitations or may be in
other ways harmful for the equipment or parts thereof.
The lube oil system shall undergo extensive hot-oil flushing prior to start-up as part of the pre-commissioning
activities.

VENDORs representative shall participate in all inspections and checks to be made at site prior to start-up.

VENDORs representative shall be responsible to provide any and all missing equipment information and
documentation required from VENDOR.

12 SPARE PARTS
The VENDOR shall provide all spare parts required for construction, pre-commissioning, commissioning,
start-up including first fill of chemicals and lubricants for the complete package.

The VENDOR shall provide quotation for Spare Parts of the various components of the supply according to
his experience as follow:
Capital spare.
Two Years of Operation.
Each part shall be separately quoted.
Spare parts definition shall include sectional drawings and/or exploded view to identify the listed parts on the
relevant Spare Parts Form.

13 GUARANTEES
The packages shall be guaranteed for satisfactory mechanical operation at start-up, shutdown, all
operations conditions specified on the data sheets.
The VENDOR has to guarantee the rated power at worst SITE conditions.
13.1 MAKE-GOOD LIMIT
If the diesel generator packages does not achieve performance guarantee, the VENDOR has to analyse the
cause of the failure and take the necessary actions in order to reach the guarantee values at his care and
cost.
13.2 MECHANICAL GUARANTEES
All equipment and component parts shall be guaranteed by the VENDOR against defective materials,
design and workmanship.
If any mal-performance or defect occurs during the guarantee period, the VENDOR shall make all necessary
alterations, repair and replacements free of charge.

14 FIELD ACCEPTANCE TESTING

14.1 PROVISIONAL ACCEPTANCE


Following the pre commissioning and commissioning activities of the Diesel Generator Package, the unit will
undergo a site acceptance test.
The VENDOR shall provide a detailed performance testing procedure and submit it to COMPANY for review.
Execution of the test shall be done by VENDOR in close co-operation with COMPANY personnel.

The test shall include a test run at operating conditions at which the unit must not activate alarms or trips.
The purpose of the this test run is to demonstrate the integrity and reliability of the complete Diesel
Generator Package.
A complete set of data shall be taken during the test. In the event of a shutdown due to an external upset not
related to the unit, the test may be continued after restarting. In case of a trip caused by malfunctioning of
systems which are part of VENDORs work the 4 hour test run must be repeated completely.

As a minimum the following checks shall be included in the test procedure:

Check the performance of the complete Diesel Generator Unit at the guaranteed conditions.
Record all pressures, flows, temperatures, and control valve positions.
Check all vibration levels, bearing temperatures at minimum and maximum load.

The Diesel Generator Package, including the control system, shall be provisional accepted when the
equipment is complete in every detail including successful 72 hour performance test, spares and
documentation, and the COMPANY is satisfied that the equipment has met the requirements of this
Technical Specification and the CONTRACT.

14.2 FINAL ACCEPTANCE


After the cleaning of all punch list items, the Final Acceptance of the Diesel Generator Package will be
pronounced after the Guarantee period expiration. The COMPANY shall sign a Final Acceptance Certificate.

15 TECHNICAL SUPPORT
Technical support services during the installation, hook-up, commissioning, start-up and guarantee period,
shall be provided by the VENDOR to the COMPANY. These shall include but not limited to:

Answering all technical query


Clarify all issues concerning the SITE work
Answering promptly all clarification concerning interface work needed by the COMPANY.

16 SURFACE PREPARATION AND PAINTING


The preparation and painting procedures must comply with the attached ELF specifications n STDI
0001.PRO.001.P.
As option, the VENDOR may include in the offer his standard painting procedure for approval.
VENDOR to indicate complete details of his standard, including surface finish, paint specification including
full details of each coat material and thickness and application.
Tropicalisation treatments shall be applied to generator and to all equipment included in the supply.
VENDOR shall paint the equipment and materials within his scope of supply, which shall be done at
VENDORs facilities to the maximum extent possible. Paint materials to be used shall be in accordance to
the paint specification attached.

17 PRESERVATION
The extent of preservation to be applied shall be based on the assumption that a minimum 10 months will
pass before the equipment is ready for initial start-up. The VENDOR shall specify his recommendation for
the preservation for both indoor and outdoor storage.
VENDORs manual shall list all the conservation applied and all measures required for up-keeping the
conservation used. Also measurements to be taken if the construction period would be longer as expected.
VENDORs manual shall also describe measures for removal of conservation if this is necessary.

18 PREPARATION FOR SHIPMENT, TRANSPORT AND STORAGE


The package, including all materials furnished, shall be crated, properly protected and marked for export and
shipment.

All equipment shall be adequately preserved, sealed to withstand any adverse condition evolving from the
appropriate mode of transportation. The preparation shall be suitable for a minimum of ten (10) month

The packing is of a marine type. They must be protected as follows and as a minimum:
Proof packing of all assemblies and sub assemblies (mainly for control panels) providing good

All piping, equipment and steelwork shall be adequately protected against corrosion

All orifices and flanged opening must be blinded. All threaded opening shall be provided with steel
cap. Also, equipment need to be protected against sand and humidity.
All instruments, devices and piping that will be susceptible to damage during shipment shall be
removed, packaged separately, properly tagged and shipped together in appropriate export boxing.
Parts requiring special protection or cleaning before use must be indicated in the operating and
maintenance manual. Bearing need to be protected.
Internal and external corrosion proofing must be of a grade that requires no cleaning before
commissioning and be such that the equipment can be stored outside for minimum 10 months with
no deterioration.

19 CERTIFICATION
The Diesel Generator package shall be certified by a Third Party Certifying Agency such as DNV, BUREAU
VERITAS, LLOYD'S or any International certification organism approved by the COMPANY.
If the COMPANY decides to not include the package certification within the present CONTRACT, VENDOR
shall provide 2 copies of all documents necessary for the Diesel generator package certification.
It is to be noted that currently all existing platforms facilities are certified by BUREAU VERITAS.
