Introduction

Since 1970, the dawn of the blessed renaissance his majesty the Sultan Qaboos contributed in

major developments in the country, however for those developments to prosper economically,

socially and environmentally some guidelines are necessary to be obtained and followed to

conserve and protect the natural resources in the country and not conflict with the ecosystem, in

order to achieve a well conserved environment three requirements must be achieved:

A legal framework must be obtained to protect the environment

A well-established administration and organizations

Achieving sustainable development policies

Establishing a new project in the country requires environmental permits prior to invitation to not

affect the ecosystem and maintain an environmental friendly surrounding, some of the projects

that require environmental permits are:

Industrial projects

Mining projects

Agriculture projects

Food projects

Service projects

Marine and coastal projects

Tourism projects

Light industries projects

Each project listed above requires a list of requirements and technical conditions for the project

to obtain its final permit in implementing their project.

This summary report will involve a simplified copy of the Ministrys volume two guidelines to obtain

an environmental permit report and highlight the important aspects and guidelines.

Group One: Industrial Projects

Industrial projects include the following:

Chemical and petrochemical projects

Oil and gas projects

Water purification and desalination plants

Power generation stations

Organic fertilizers

Textile projects

Tanning and leather manufacturing projects

Metal smelting and refining

Other projects as determined by the ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

Submit an environmental permit form and if required an environmental impact assessment

report.

Submit the project locations description such as krooki, maps, deed or lease agreement.

The project owner is fully responsible legally and financially for any environmental damage

obtained by the project.

If the project requires using any radioactive materials a permit is necessary.

There should be no construction without a permit approval.

If the project requires dealing with any chemicals a permit must be obtained.

The project should have full compliance with the health standards.

The waste materials disposed requires a permit to dispose depending on the nature of the

waste

The project owner should submit an environmental management plan.

The project owner should allow a designated ministry staff unrestricted access to the

project site.

A list of chemical used and their quantities must be submitted along with a material safety

data sheet for each material/chemical.

A permit copy for storing chemicals.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical Conditions

Each type of industrial projects requires different technical conditions for a permit to be obtained

Chemical and petrochemical projects

Adequate training for handling hazardous waste.

Gaseous emissions must be monitored

Solvent fumes should be controlled

Emissions should be controlled during handling, storing and processing the project

materials

A closed system is required to reduce emissions from mixing and melting.

The company shall reuse and discharge liquid effluents in accordance with the ministry's

regulations.

Data labels for safety and emergency measures.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Oil and gas projects

The vegetation shouldnt be damaged or cut

Measure to control dust and not exceed limits

Environmental friendly waste management and disposal.

Gas emissions within limits

Collection tanks must be obtained to control seepage to soil

Wastewater management in an environmental friendly manner and in compliance with

ministry regulations

National and/or international specification of pipes, production stations, transportation and

distribution of oil and gas shall be adhered to.

Report to ministry if any spills occurred

If explosive is required, the ministry should be informed and notified in the air and noise

section of the ministry.

The ministry should be notified stating the amount of gas or any discharge into

atmosphere

Submit a pipe test water management plan

Care should be taken when recovering hydrocarbons gas residues in control valves

A management plan of oil and gas production should be submitted (quantity, methods of

disposal and quality)

Evaporation ponds must be lined with an impermeable line and surrounded with a wire

fence.

Reuse od dry evaporation ponds and reinstate surrounding.

Submit periodical reports on volume and concentration of gaseous emissions at site.

Fuel is stored in mobile containers or impermeable lined sites.

Submit for review and approval technical information necessary to determine the required

height of stacks of power generating stations.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Water purification and desalination plants

Register the proposed plant with the ministry of electricity and water

An approval must be obtained from the ministry of water for the salinity in order to construct

the lined evaporation ponds for the disposal of saline cooling water

Submit review and approval on the required smoke stacks height.

Control emissions of chemicals used for water sterilization (chlorine and ozone)

Depending on the type of project, the ministry may have additional instruction and

requirements

Power stations

Fuels storage tanks lined with reinforced concrete and surrounded by bunting walls.

Hazardous waste storing, collection and disposal in accordance with ministrys regulations

The company shall not use transformers and other electrical equipment containing PCB

oils.

Submit for review and approval the necessary technical information to determine the

required height of smoke stacks

Ensure cooling water discharges to the sea adheres to the appropriate ministrys

standards and regulations.

Approval for discharge of cooling water into marine environment.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Organic fertilizers

Information on the type of crude/raw material used in manufacturing process, submitted

to the ministry.

Fermentation and storage tanks and impervious bases should be lined with reinforced

concrete and surrounded by bunting walls.

Reuse and discharge treated liquid effluent and storm water discharges.

Submit for review and approval a detailed proposal to treat and dispose of the

contaminated wastewater.

Odor control programs must be introduced

Submit for review and approval technical information to determine height of smoke stacks

Depending on the type of project, the ministry may have additional instruction and

requirements.

Textile projects

Wastewater shall be separated from domestic wastewater

Industrial effluents must be treated according to the ministrys regulations.

Industrial wastewater should undergo preliminary treatment and meet ministrys standards

and regulations.

Domestic wastewater and sludge must be treated in compliance with the regulations.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Tannery and leather manufacturing projects

In a suitable site for industries with potential environmental effects

Efforts to reuse chemicals used in the manufacturing process

Develop and implement an odor control program

Domestic wastewater and sludge should be treated and discharged in accordance with

ministrys regulations

Management of non-hazardous solid waste in accordance to ministrys regulations and

standards.

Project site must be clean and free of waste and litter.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Group Two: Mining Projects

Mining projects include the following

Quarries

Crushers

Gypsum production (decoration and ornamental sheets)

Marble, floor tiles production and ceramic factories

Extraction of minerals

Cement and brick factories

Other projects as determined by ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

Submit an approval from department of mines and quarries of the ministry of commerce

and industry that would indicate the area of the proposed quarry/mine map with the project

coordinate.

Submit a completed application form for the environmental permit and if required an

environmental impact assessment report.

Proposed quarry/mining site should be located outside protected areas.

The project owner is fully financially and legally responsible for any environmental damage

resulting from project.

Site should be far from populated, archeological, tourism and agricultural area and tarmac

roads.

Notify air and noise pollution section of the ministry if intended to use explosives.

Applicant provide unlimited access to a designated ministry staff to the project site.

Bank guarantee of O.R 5000 valid for the period of approval (applicant for a

quarry/crusher).

Applicant shouldnt commence operations before obtaining the necessary approvals.

Obtain permit for dealing with chemicals (import, production, processing, sale, purchase,

distribution, storage and disposal)

Attach technical information required describing production process such as machinery

catalogues, floor plans, production flow diagrams.

Air and noise pollution section of the ministry for a permit to use radioactive materials or

equipment containing radioactive material.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical Conditions

Each type of mining projects requires different technical conditions for a permit to be obtained

Quarries

Ensure that its excavation activities shall not exceed one and half (1.5) meters below grade

and shall not change the course of wadis and tributaries.

Shall not cut trees and remove or disturb the soil from within 5 meters of the base of the

tree.

Control dust generated during the loading and transporting of soil and stones by water

spraying or other methods approved by the ministry.

After mining of material in burrow pits is complete, the company shall restore the site by

demolition and removal of buildings, temporary roads, waste litter and grading site.

Fuel storage tanks on impervious bases lined with reinforced concrete and surrounded by

bunting walls.

Collect spent oil in sealed drums and store them in concrete lined site.

Non-hazardous waste must be disposed in an environmental friendly manner.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Crushers

Utilize bag of filters or water sprayers, or both to control dust generated from gravel

crushing and sorting process.

Hoppers are closed from all sides except material loading and water spray is used to

control dust.

The project owner shall cover conveyer belts and install water sprayers at all falling points

and crusher floor.

Dust control equipment is used when necessary and maintained in a good order.

Road dust should be controlled prior to ministry regulations

Fuel storage tanks should be kept safe

Spent oil should be collected in sealed drums and store in concrete lined sites.

Dispose collected non-hazardous waste in an environmental friendly manner.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Gypsum production (decoration and ornamental sheets)

Implement efficient duct control measures.

Ensure collected marble dust is reused or disposed at a licensed site.

Industrial effluent is treated, reused or discharged in accordance with ministry methods.

Non-hazardous waste must be disposed in an environmental friendly manner and in

compliance with ministrys regulations and standards.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Marble production and ceramic tiles factories

Ensure collected marble dust is reused or disposed at a licensed site

Industrial effluent is treated, reused or discharged in accordance with ministry methods.

Productions floors are cleaned regularly to prevent emissions of marble powder into the

atmosphere.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Extraction of minerals

Submit for review and approval a detailed solid non-hazardous and hazardous waste

management plan.

Submit for review and approval a detailed a detailed liquid waste management plan.

Submit for review and approval a detailed dust, noise, particulates and gaseous emissions

control that should include but not take limited to proposed control methods and monitoring

and reporting procedures.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Group Three: Agricultural Projects

Agricultural projects include the following:

Poultry farms (poultry, broilers and chicken rearing)

Livestock pens

Slaughter houses

Agricultural products and animal fodder

Other projects as determined by the ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

The applicant should submit an environmental permit complete form and if necessary an

environmental impact assessment report.

Proposed project should be located in the area designated agricultural. The applicant

should attach a deed or lease agreement.

Applicant should submit an approval from the ministry of agriculture and fisheries

department of mines and quarries of the ministry of commerce and industry that would

indicate the location and production capacity of the project.

The project site should be located far from residential areas and main roads.

The applicant is fully financially and legally responsible for any environmental damage

produced at the project site.

A designated ministry staff should be assigned with unlimited access to the project site

The project owner shouldnt commence construction of the project before approval

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical Conditions

Each type of agricultural projects requires different technical conditions for a permit to be

obtained:

Poultry farms

Tile poultry houses with cement or similar impervious material should be clean at all times.

Dispose collected dead chicken at a licensed site and by a method approved by the

ministry, unauthorized incineration of dead chicken is prohibited.

Chicken manure shouldnt be dried or stored at the site without ministrys approval, it shall

be disposed promptly.

Shall not locate poultry houses near water well at a distance closer than 50 meters.

Wastewater shall be handled in an environmentally friendly manner and in compliance

with the ministrys regulations and standards.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Livestock pens

Tile livestock pens with cement or similar impervious materials

Chicken manure shouldnt be dried or stored at the site without ministrys approval, it shall

be disposed promptly.

Livestock pens should always kept clean

Depending on the type of project, the ministry may have additional instruction and

requirements.

Slaughter houses

Tile livestock with cement or similar impervious material should be clean at all times.

Project site should be designed in accordance with health standards.

Applicant shall submit for review and approval a detailed liquid waste management plan

including methods of treatment and disposal.

Treatment of solid waste generated by slaughter houses for the production of organic

fertilizers and animal feed.

If solid waste is not reused it shall be collected and disposed of immediately at designated

sites.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Agriculture products and animal fodder

Shall store raw materials and products in a special designated sites lined with cement

Plant material and animal waste used in production shall be collected and stored in

enclosed sites

Production processes shall be carried out in enclosed buildings.

Shall store raw materials sealed in a specially designated container

Shall not dry fish at production site without prior permission from ministry.

The project owner shall not install broilers or other heating equipment without prior

permission from the ministry

Depending on the type of project, the ministry may have additional instruction and

requirements.

Group Four: Food Projects

Food projects include:

Dairy products

Bakeries

Food production and packaging

Flour mills

Fish wrapping

Other projects determined by the ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

The applicant should submit the environmental permit form and if necessary attach an

environmental impact assessment report.

Approval from the ministry of commerce and industry that would indicate the production

capacity of the project.

Proposed project should be located in the area designated, industrial or commercial.

Attach deed or lease agreement.

The applicant is fully financially and legally responsible for any environmental damage

resulting from the project and restoration of the environment.

Provide technical information describing production process such as machinery

catalogues, floor plans, and production floor diagrams.

A designated ministry staff must be granted unlimited access to the project site.

Non-Hazardous solid waste should be disposed in an environmental friendly manner and

in compliance with the ministrys regulations and standards.

Submit for review and approval technical information to determine the required height of

smoke stacks (type of fuel and boiler).

Industrial waste water shall be discharged into a septic tank annexed to a holding tank.

Non-hazardous solid waste shall be collected from the site and disposed immediately in

the designated sites in coordination with the concerned municipality.

Sewage waste shall be discharged into septic tanks annexed to a holding tank in case of

non-existence of sewage system.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical Conditions

Each type of food projects requires different technical conditions for a permit to be obtained:

Dairy production

Submit an approval from a health department of the concerned municipality

Waste shouldnt be incinerated without permission from the ministry.

Submit periodical reports on stack emissions

Cattle pens must be attached to the factory, then the project shall be established in an

area designated agricultural and comply with the tens for cattle pen operations.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Bakeries

Electricity to natural gas should be utilized as furnace fuel.

Height of stacks should not be less than 3 meters above the apex (roof) of bakery building

and the nearby buildings.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Food production and packaging

Kept in stores equipped according to the standard food hygiene specification provided that

the stores shall be clad with reinforced concrete to prevent seepage of any pollutants into

the soil.

Periodical reports on stack emissions should be submitted.

If the project is associated with agricultural products from local farms, it is preferable to be

established in agricultural land provided with the approval of the ministry of transport and

housing.

Submit an approval form from a health department of the concerned municipality.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Flour mills

Implement dust control measures, and install and maintain appropriate dust filter.

Install covers over conveyer belts and hoppers.

Submit periodical reports on stack emissions.

Ensure that noise levels dont exceed the level required.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Fish wrapping

Kept in stores equipped according to the standard food hygiene specifications.

Conduct drying, washing, cutting, and wrapping inside of enclosed buildings.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Group Five: Service Projects

Service projects include:

Roads

Water supply system

Commercial and residential complexes

Storage and recharge dams

Hospitals and health centers

Electric supplies and telephones

Permanent and temporary camps

Wastewater treatment plant

Other projects specified by the ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

Submit the completed application form for environmental permit and if necessary attach

an environmental impact assessment.

A letter from the project owner shall be submitted

Project designs shall be submitted

The applicant if fully financially and legally responsible for environmental impacts during

construction, operation and post closure phase of the project, including cost of mitigation

measures, created by the contractors, subcontractors, payment of compensation,

settlement claims.

Should avoid locating project in dense areas of vegetation.

The company should notify and noise pollution section of the ministry about intention to

use explosives.

Proposed location should comply with coastal setbacks specified in the ministry

regulations.

A designated ministry staff should be granted unlimited access to the project site.

Solid waste should be disposed in an environmental friendly manner and in compliance

with the ministrys regulation and standards.

Domestic wastewater is treated and discharged in accordance with the ministrys

regulations.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical Conditions

Each type of service projects requires different technical conditions for a permit to be obtained:

Roads

Shall collect removed asphalt and dispose it at a site approved by the local municipality.

Submit to the ministry for review and approval designs of road crossing through wadis,

tributaries and Aflaj.

Shall obtain a separate approval for establishing burrow pits, quarries, crushers or any

other similar permanent or temporary projects and facilities connected with construction

and operation of the project.

Care should be taken during construction bridges across the khawrs to avoid damage to

trees and disturbance to surrounding areas.

Obtain separate approval for establishing labor camps or any other permanent or

temporary, manned or unmanned projects and facilities connected with the construction

and operation of the project.

Control roads dust with water sprayers or other methods approved by the ministry.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Water supply systems

Ministry approval abandoning of an old pipeline in the ground, the company shall plug all

opening of the old pipes to prevent spreading vermin and vectors.

Remove all temporary structures, waste and reinstate excavated areas.

National and international technical specification concerning the pipes and valves of the

system shall be considered.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Commercial and residential complexes

Control dust with specified measures

Sewage effluents should be treated and discharged in accordance with ministry

regulations.

Depending on the type of project, the ministry may have additional instruction and

Storage and recharge dams

Restore the area adjacent to the dam by demolition and removal of temporary building,

temporary roads, waste litter and grading excavated sites.

Shall control dust with water spraying and other approved methods.

Ensure that the proposed design provide outlets for sand and gravel movements down a

wadi towards the cost.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Hospital and health complexes

Shall ensure that sewage effluents are treated and discharged in accordance with the

ministrys regulations.

The company should decide to install a biomedical waste incinerator, it shall submit for

review and approval the technical information necessary to determine the height of smoke

stacks.

Hazardous medical waste should be managed and disposed of in accordance with the

ministrys regulations and standards.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Power and telephones lines

The required precaution to protect the electric lines in the areas of wadis and mountain

passes.

Shall control dust with water spraying or other methods approved by the ministry.

Electric power line right of way has sufficient setbacks from residential housing.

If possible, company should provide the ministry with the information about the force of

the electro-magnetic field generated by the electric current.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Permanent and temporary workers camp

Shall not establish any temporary or permanent workers camps without prior to approval

by the ministry.

The camp house should be occupied for more than 150 people

A sewage treatment plant shall be installed otherwise the company may use holding tank

or septic tank approved by the ministry.

Shall ensure that all car wash a repair workshops are built and operated in accordance to

the ministrys regulations and standards

Depending on the type of project, the ministry may have additional instruction and

requirements.

Wastewater treatment plants

Prior to designing and constructing any temporary or permanent wastewater treatment

plant the company shall obtain from the ministry the necessary permit to discharge.

All technical data concerning the plant design, shall be provided by the ministry.

Treatment effluents resulting from the plant shall comply with the specification stated in

the related regulation.

Monthly report illustrating the analysis of the quality of sludge resulting from the plant shall

be submitted.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Group Six: Marine and Coastal Projects

Marine and coastal projects include:

Commercial ports and fishing harbors

Marine bridges, marinas and clubs

Aquiculture

Artificial lakes

Other projects specified by the ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

Submit the completed environmental permit application form and if necessary attach an

environmental impact assessment report.

Submit a letter from the project owner

Submit the project designs

Applicant owner is fully legally and financially responsible for environmental impacts

during construction, operation and post-closure phase of the project.

Avoid locating projects in areas of dense vegetation.

Shall notify air and noise pollution section of the ministry in intention of using explosives.

Proposed location must comply with coastal setbacks specified in the ministrys

regulations.

A designated ministry staff should be granted unrestricted access to the project site.

Solid waste must be disposed in an environmental friendly manner and standard.

Domestic waste should be treated and discharged in accordance with the ministrys

regulations

Submit for review and approval a monitoring reporting program that should include but not

limited to relevant environmental statistics, information about spills, progress of the project

and implementation of mitigation measures.

Control construction dust with water spraying or other approved methods by the ministry.

Collect spent oil in sealed drums and store them in concrete lined sites.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical conditions

Each type of service projects requires different technical conditions for a permit to be obtained:

Commercial ports and fishing harbors

Prior to the beginning, the company shall establish a waste reception facility that will

provide services to ships using the port

Separate approval for disposal of dredging waste into the sea

Disposal of oil and oily waste from boats and ships shouldnt take place.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Marine clubs, marinas and bridges

No disposal into the sea of oil and oil waste from boats and ships

Care shall be taken to protect vulnerable coastal areas such as mangroves and coral

reefs.

Proposed location shall be far from the areas affected by coastal erosion.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Fish aquaculture

Shall utilize in its breeding program only fish that are indigenous to Oman.

The company shall submit a certificate stating that imported fish species are free from any

diseases

Shall not dispose to the sea any fish waste without the approval of the ministry.

Fish aquaculture should not be established in khawrs, mangrove area, coral reefs, and

other environmentally vulnerable areas.

Nature feeders shall be used as much as possible.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Artificial lakes

Control construction dust with water spraying or other methods approved by the ministry

State of the art technology shall be used in lake water filtration.

Artificial lakes shall not be established in khawrs, areas of marine birds, natural reserves

and wadi streams.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Group Seven: Tourism Projects

Tourism projects include:

Hotels

Temporary tourist camps

Tourist resorts and villages

Tourist boats

Other projects specified by the ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

Should submit an approval from the directorate general of tourism and ministry of

commerce and industry.

Submit a completed form for environmental permit and if necessary an environmental

impact assessment report

The proposed project should be located in an area designated tourism or commercial.

Submit project designs

Care should be taken during construction to avoid damage to the roads and creating traffic

jams.

The applicant is fully legally and financially responsible for environmental impacts during

construction, operation and post-closure phase of the project including cost of mitigation

measures created by the actions or lack of action of its employees, contractors,

subcontractors, payment of compensation, settlement of claims.

Should ensure that the proposed location complies with coastal setbacks specified in the

ministrys regulations or other methods approved by the ministry.

A designated ministry staff must be granted unrestricted access to the project site

Shall ensure that domestic wastewater is treated and discharged in accordance with

ministrys regulations and standards.

Collect solid waste and dispose at a site approved by the local municipality.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical conditions

Each type of tourism projects requires different technical conditions for a permit to be obtained:

Hotels

Shall obtain a separate approval for establishing any marine activity associated with the

project

Company shall ensure that the interior design and color schemes match local architecture

and surrounding landscape

Depending on the type of project, the ministry may have additional instruction and

requirements.

Temporary tourist camps

Should ensure that the proposed location is far away from residential areas.

Care should be taken to avoid damage to trees and disturbance surrounding to the areas

No sea disposal

Dont establish any permanent structure at the site

Depending on the type of project, the ministry may have additional instruction and

requirements.

Tourist resorts and villages

If applicable, should inform the ministry about intended used of pleasure crafts and

recreational vehicles.

Shall ensure that the exterior design and color schemes of the structure match the local

architecture and surrounding landscape.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Tourist boats

The boat owner shall not discharge/dispose of untreated liquid and solid waste to the sea

Owner/operator of a vessel longer than 70 feet long shall submit for review and approval

a detailed waste management plan

Boat owner/operator shall not dispose any plastic waste to the sea

Boat owner/operator of a vessel less than 70 feet long shall post signboards stating

disposal of waste to the sea is prohibited.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Group Eight: Light Industries

Light industries include:

Small brick factories

Gas cylinders storage and sale

Carpentry, smithy and metal workshops

Car wash, oil change and car repair workshops

Other projects specified by the ministry

General requirements

There are some general requirements that fit all the above projects and are necessary to follow

when applying for an environmental permit:

Should submit an approval from the ministry of commerce and industry

The proposed project should be located in areas designated industrial.

Should submit a copy of lease or the site of ownership

Should submit the completed application form for environmental permit and if necessary

attach an environmental impact assessment report.

Should ensure that noise levels dont exceed the levels determined in the ministrys noise

and pollution control regulation

Should provide a designated ministry staff with unrestricted access to the project site.

Small non-polluting projects, should there be no available municipal sewerage system,

wastewater should be discharged into a holding tank.

Shall ensure that no work is carried out during the late night hours and rest days.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Technical conditions

Each type of light industries requires different technical conditions for a permit to be obtained:

Brick factories

Shall line production areas with concrete to prevent seepage of pollutants into the soil.

Shall be located far from residential areas and main roads at a suitable distance to be

determined by the ministry

Shall implement dust control measures to control dust from cement mixing

Depending on the type of project, the ministry may have additional instruction and

requirements.

Gas cylinders storage and sale

Shall obtain an approval of the directorate general of standards and specification of the

ministry of commerce and industry.

Approval for the proposed storage location from the civil of defense department of the

ROP.

Ensure all stored gas cylinders are tightly closed and there is not gas leakage.

Site must always be equipped with fire extinguisher.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Carpentry, Smithy and Metal Workshops

Shall implement necessary measures to collect and dispose of sawdust and or metal

filings to prevent them from spreading.

Painting operations shall only take place in designated closed paintings rooms. Painting

booths shall be equipped with filters or water curtains.

Company shall ensure that dyes adhesives used in the shop do not contain lead of pcbs.

Depending on the type of project, the ministry may have additional instruction and

requirements.

Car wash, oil change and car repair workshops

Used oil and filters shall be collected in special containers and placed on cement lined

floor. Disposal of such waste shall be in accordance with the ministrys regulations.

Workshops floor shall be lined with cement to prevent seepage of pollutant into the ground.

Painting operations shall only take place in designated closed paintings rooms. Painting

booth shall be equipped with filters or water curtains.

Ensure that dyes and adhesive used in the shop do not contain lead of PCBs.

The company shall ensure that no work is carried out during the late night hours and rest

days.
