Housing

Goal: Provide the full range of housing to meet the diverse needs of
Waynesboros residents.

Strategies:

1. Continue to monitor and respond to the housing needs of the


Citys growing elderly population.

2. Ensure there are sufficient housing opportunities available to


the Citys growing number of single parents and their
families.

3. Examine to what degree new homes being built in


Waynesboro are reflective of the average citizens ability to
pay for affordable housing.

4. Continue to analyze the degree to which the City should


encourage/allow future subsidized housing.

5. Continue to develop and promote opportunities for single-


family home ownership.

6. Continually seek ways to eliminate barriers to attaining


affordable housing.

Goal: Preserve and retain existing neighborhoods in Waynesboro.

Strategies:

1. Continue to conduct needs assessments in the Citys older


and/or low-income neighborhoods.

2. Make use of rehabilitation programs and loan opportunities


from agencies such as the Virginia Department of Housing
and Community Development.

3. Review, update if necessary, and enforce the Building Code


and local housing-related ordinances.

4. Attempt through all zoning and other ordinances to enhance
and protect the character of neighborhoods.

5. Develop neighborhood plans or target efforts for specific


neighborhoods as needed.

6. Continue efforts to make needed improvements to the Oak


Hill neighborhood, as well as other neighborhoods with
deteriorated housing stock or other housing issues.

7. We will encourage strong, productive, interpersonal


connections among all citizens in order to foster a strong
sense of community. (See City Council Vision, 2004.)

8. City Council will reach out to individuals and groups to


foster involvement by citizens in the conducting of public
business and the implementation of Council's vision. (City
Council Vision, 2004.)

9. We will promote a can-do attitude and enthusiasm among


all citizens about the future of Waynesboro and its
uniqueness. (City Council Vision, 2004.)

c. Social and Cultural

Goal: Ensure that all children in Waynesboro live in safe homes and
neighborhoods, are well cared for, and have full opportunity to have a
good life.

Strategies:

1. Undertake a comprehensive inventory of conditions


influencing the Citys youth.
