From 20 November to 22 December 1986, Tony Jackson visited Thailand as a member of the first World Food Programme (WFP) evaluation mission to look at the UN Border Relief Operation (UNBRO). A dozen NGOs, funded by UNBRO, provided specialized services for refugees from Cambodia.
