That on the 2nd day of March, 2017, at ‘approximately 4:45 p.m. at or about the location known as 1409 South Avenue in the City of Rochester, County of Monroe and State of New York, I accuse said defendant Kevin M. Quander of intentionally, knowingly and unlawfully committing the Al and 8 Felonies in violation of Section(s) and Sub-Section(s) 125.27 (1-2-vil) and 160.15 (3), Murder in the first degree and Robbery in the first degree. ‘THAT YOUR COMPLAINANT IS A POLICE OFFICER EMPLOYED BY THE POLICE DEPARTMENT OF THE CITY OF ROCHESTER, AND THAT on the above date and time, the defendant, Kevin M Quander, with the intent to cause the death of another person, he causes the death of such person and the victim was killed while the ‘defendant was the primary offender in the course of committing and in the furtherance of a robbery in the frst degree and the defendant was more than eighteen years of age at the time of commission of the crime. To wit: The defendant, while armed with a knife, forcibly stole property from the victim, Charlotte Lahr, who is not a participant in the robbery. During the commission and furtherance of the robbery, the defendant then did repeatedly beat the victim about the head and face with a wine bottle, causing her death. The victim was pronounced dead at the scene. The defendant, Kevin M (Quander, was born on 7/14/1957 and is 59 years of age. UPON INFORMATION AND BELIEF: The personal investigation of the complainant znd other members of the Rochester Police Department, which includes conversations with identified civiian witnesses, known by name and address to the complainant and ther police officers, Als, the video recording ofthe crime captured on surveillance ‘video. Also, statements of Rochester Police Department Crime Scene Technicians who recovered fingerprints at the scene of the crime and compared and matched them to the known fingerprints ofthe defendant Kevin M Quander. Also Rochester Police Departments records, kept in the regular course of business, which show the victim's date of birth as 7/14/1957 and his age as 59 years old. Also the statement of thedefend, Kevin M.
