Transforming Initiative 1: Implement MTSS processes for defining and delivering effective core
instruction, analyzing common assessment data to provide differentiated instructional
opportunities and problem solving for interventions needed for students academic and
behavioral success.
MTSS employs a problem-solving process that helps match instructional resources and focus to educational
needs; makes the instructional adjustments necessary for continued improvement in both student academic
performance and students rates of progress; and assesses the effectiveness of instruction/interventions on

Alignment to Currituck County Schools Beliefs and Goals:

PHASE I (YEAR 1)
In Year 1 (2016-17), we will be successful if we accomplish:
School-wide consistency and understanding of the MTSS process including data collection and
appropriate interventions, with all staff, in order to increase student proficiency by 5% as indicated by
End of Grade tests in grades 3-5 and K-2 assessments in math and reading;
Lower school-wide Tier 2 population by 5-8%;
Using Kid Talks, teachers and staff are able to successfully facilitate the review and analysis of student
data within the PLC structure and utilize the data to identify appropriate instructional interventions;
Create a common system for data collection;
Apply and be accepted to be a Green Ribbon banner school (PBIS recognition).
STRATEGIES:
1. Hold bimonthly PLC data meetings to analyze data and identify student needs.
2. Create a monthly professional development calendar and conduct professional development to support
the MTSS process and use of appropriate interventions.
3. Create intervention time within the master schedule to be conducted throughout the school year (ROCK
Block).
4. Create a master schedule with common planning times including an extended vertical uninterrupted
planning time once a week

Transforming Initiative 2: Strengthen teacher effectiveness through high quality
professional development opportunities and provide sustained support in
implementing teaching/learning strategies aligned with district goals.

quality and student learning. Indeed, What Matters Most: Teaching for Americas Future (1996), the
influential report of the National Commission on Teaching and Americas Future, made teaching the
core of its three simple premises in its blueprint for reforming the nations schools. They are:

students learn.
Recruiting, preparing, and retaining good teachers is the central strategy for
improving our schools.

4. Use MTSS team to provide training on identified growth areas in a comprehensive intervention system
STRATEGIES:
1. Use professional development to weave together best practices from intervention processes (i.e.,
Reading Recovery, EC) and model whole, small group and individual instruction. Empower teacher
leadership to be exemplars. Incentive with a strategic compensation plan (i.e., pay, comp time).
2. All three tiers of a comprehensive intervention system are operational and effective. Data inform
professional development needs.

Transforming Initiative 3: Align and allocate resources to goals and needs based on
data.
Effective school districts ensure that the necessary resources, including time, money, personnel and materials
are allocated and aligned to accomplish the districts goals. Once these resources are allocated, their use is
monitored and evaluated to determine their impact on student achievement. (Waters & Marzano, 2006)
