Ecological Solid Waste Management Act of 2000 also known as RA 9003 is a law
that addresses the garbage problem in a country. As it is stated, AN ACT PROVIDING
FOR AN ECOLOGICAL SOLID WASTE MANAGEMENT PROGRAM, CREATING THE
NECESSARY INSTITUTIONAL MECHANISMS AND INCENTIVES, DECLARING
CERTAIN ACTS PROHIBITED AND PROVIDING PENALTIES, APPROPRIATING FUNDS
THEREFOR, AND FOR OTHER PURPOSES.

Business and Industry Role. The Commission shall encourage commercial and
industrial establishments, through appropriate incentives other than tax incentives, to
initiate, participate and invest in integrated ecological solid waste management projects, to
manufacture environment-friendly products, to introduce, develop and adopt innovative
processes that shall recycle and re-use materials, conserve raw materials and energy,
reduce waste, and prevent pollution, and to undertake community activities to promote and
propagate effective solid waste management practices.

Fines and Penalties. (a) Any person who violates Sec. 48, paragraph (1) shall, upon
conviction, be punished with a fine of not less than Three hundred pesos (P300.00) but not
more than One thousand pesos (P1,000.00) or render community service for not less than
one (1) day to not more than fifteen (15) days to an LGU where such prohibited acts are
committed, or both;

Administrative Sanctions. Local government officials and officials of government

agencies concerned who fail to comply with and enforce rules and regulations
promulgated relative to this Act shall be charged administratively in accordance with R.A.
7160 and other existing laws, rules and regulations.
