Ideally I would like to see such seminars are held
within the country. We would like to receive the
budget and hold it within the country but I welcome
this seminar and I want to see more of this because I
want the parliamentarians to get exposed and in
seeing how other countries work. To draw lessons
from established countries have been developed by
their own people and get first hand experiences
about parliamentary work. This will give them more
experience and understanding than when they get
trained locally. It will also motivate their vision to
achieve the same.

AMISOM troops have all along been defending and
safeguarding the facilitation of basic public services
to the Somali people. But it is the first time we are
witnessing AMISOM sponsoring such training and we
are very delighted and grateful for the opportunity.
We request for continuous capacity building trainings
so that our remaining colleagues could also benefit
from such training. If possible, we also appeal for
extending the same trainings to other regional states
parliamentarians as we have presence of AMISOM in
many regions in Somalia.

We have received vital knowledge from AMISOM
experts and the trainers; therefore our appreciation
goes to AMISOM for the provision of the training and
the Kenyan government which is our brotherly
neighbor for hosting us. This capacity building
training was made possible by the cooperation
between AMISOM and the Kenyan government,
without their support we would not have gotten the
knowledge of which we are planning to take it home
with us to benefit the people of Jubbaland.

This morning as Jubbaland parliament we have


benefited a lot from the training, we have also learnt
how to manage parliament affairs among other
things.

We worked together with the parliament of
Jubbaland and particularly with the leadership of the
committees so that we can be able to enhance their
capacity on how they can do their oversight
responsibilities, and also how they can issues of
outreach programmes as they perform their duties.

In the past one week, the Jubbaland
parliamentarians have been undergoing a training
covering quite a number of subjects amongst which
were the role of parliament in a democracy, the role
of Jubbaland MPs in conflict resolution.
Parliamentarians and constituency relations, relations
between the federal parliament and the state
assembly, the role of parliamentarians in promoting
womens rights and parliamentary leadership skills.

The training you just attended is very important
because you have shouldered a huge responsibility
from the people you represent. Your electorates are
expecting you to develop legislations that are
beneficial to them. In democracy, the government
comprise of three branches, the executive, legislative
and Judiciary. If those branches unite and work hand
in hand, it will undoubtedly lead to prosperity to
Jubbaland.

Nairobi, 15 March 2017 - Members of Jubbaland


regional assembly are exuding confidence and
readiness to execute their duties diligently, after a
one-week intensive capacity-building workshop, held
in the Kenyan capital, Nairobi.

Speaking at the close of the training, thirty members


of the thirteen departmental committees said they
had gained immense experience in the training
sessions and were ready to take home the learnings,
to improve their oversight and legislative capacities.

The Somali members who spent a full day at the


Nairobi County Assembly said they were excited at
the conduct and seriousness of the Kenyan members
during a heated plenary session.

We gained a lot especially on the roles of


Parliamentarians in regard to women and human
rights, oversight and resolution of conflicts, said
Fatuma Farah, the chairperson of the Human Rights
Committee who is also the MP for Garbaharey
District.

I appreciate AMISOM for the great work (in


organizing the workshop), especially by the
facilitators, she added.

The said she had learnt a lot during the proceedings


at Nairobi County Assembly. We were taught a lot of
lessons (at the Nairobi Assembly). The lessons have
made us be like any parliament in the world.

Ahmed Hassan Abdi, the Afmadow District MP who is


the chairperson of Social Services, said the training
was a good opportunity for the members of
Jubbaland regional assembly, to acquire knowledge
that would help them work more effectively back
home.

He thanked AMISOM for organizing the training and


hoped that the gesture was the beginning of further
cooperation between the Mission and his assembly. I
hope this is the beginning of relations aimed at
building our capacity, he stated.

The workshop which ended yesterday, was supported


by the Danish Government through its funding
towards AMISOMs Stabilization and Early Recovery
Programme. It was part of AMISOMs drive to
enhance the capacity for various Somali stakeholders
to reconcile and bring peace to their country.

It exposed the legislators to democracy and


enlightened them on issues revolving around
separation of powers, role of Parliament in a
democracy and conflict resolution, effective
parliamentary committees, AMISOM mandate and
role, among other topics.

Abdi Hassan Shide, the MP for Badhadhe District and


who is the chairperson of Housing and Transport
Committee said he had benefitted a lot from the
training sessions. He said he was ready to take home
what he had learned, to improve governance an
reconciliation efforts in Jubbaland.

Facilitators, among them Dr. Opiyo Ododa (AMISOMs


head of Stabilization and Early Recovery
programme), Dr. Walters Samah (AMISOM political
affairs officer), Samuel Poghisio (former Minister for
Information and Broadcasting, Kenya), Dr. Mumo
Nzau and Maj. Gen. (Rtd) Charles Mwanzia, used
mock sessions, conflict resolution exercises, and
parliamentary committees.

parliamentarians have been undergoing training,
covering quite a number of subjects amongst which

of Jubbaland MPs in conflict resolution, explained
Dr. Walters Samah.

We worked together with the parliament of


Jubbaland and particularly with the leadership of the
committees, so that we can be able to enhance their
capacity on how they can do their oversight
responsibilities, and also how they can manage
issues of outreach programmes as they perform their
duties, added Dr. Opiyo.

Madobe closed the workshop, which was also
addressed by Kenyas Senator from Garissa district
Hon. Yusuf Haji.
