A5.10.1 Utility Engineering

1. Technical Skill Pools

1.1 Chiyoda

In the Chiyoda organization, utility engineering is


mainly performed by process engineers in the Process
System Department, maintaining close communication
with other discipline engineers, such as utility
facility specialists.

As process engineers for utility systems,


approximately 40 engineers are presently working for
overseas projects and approximately 50 engineers are
working on domestic projects.

Most of these personnel have been working for more


than 15 years in Chiyoda.

a) The process engineers are responsible to


originate and complete UFS and UEFS. The process
engineers are also responsible for the hydraulic
calculation of utility facilities.

b) In addition to the above, utility facility


specialists in the system group within the
Facility Engineering Department and Mechanical
Design and Engineering Department will handle
package units and specialized equipment items
which require specific knowledge and experience.

The utility facility specialists are responsible
for type selection, requisition and specification
preparation, evaluation of vendor proposals and
review of vendor design packages.

The following engineers are assigned to the


system group of the Facility Engineering
Department and Mechanical Design and Engineering

1.2 Comprimo

In the Comprimo organization, utility engineering is


partly performed by process engineers from the
Environmental and Safety Department, and partly by the
Energy Systems Department. The utility specialists
report to the LNG Technology Manager for this Project
Specification Work.

Comprimo's broad experience in relation to design and


construction of energy production systems, and in
particular combined heat and power, is focused in the

Energy Systems Department. This group of 12
specialists, mostly engineers maintain their know-how
and expertise up-to-date with regard to gas turbines,
boilers, heat recovery systems steam turbines, and
utility systems and support the CCITF organization
through the LNG Technology Manager.

The utility engineering specialists are supported by


process engineers from the General Process Department
consisting of approximately 80 permanent staff
engineers, to complete their project scope of work,
and remain responsible for technical content of the
deliverables and the schedule of completion of
documents.

2. Technical Expertise

2.1 General

a) The Project Specification Work will mainly be


performed by Comprimo engineering forces in the
CCITF Amsterdam office, backed up by Chiyoda's
expertise, as required.

b) Contractor has the in-house expertise to perform


any necessary studies and evaluations for utility
facilities which are not only required in the
ITB, but also to be addressed based on
Contractor's past experience.

Although types of systems and equipment for most


of utility facilities are specified clearly in
the BOD, Contractor expects that his expertise
can be utilized in the equipment type selection
during the Project Specification Work.

2.2 Experience

Both Chiyoda and Comprimo have extensive experience in


design and construction of utility facilities for LNG
plants, oil refineries and petrochemical plants.

Contractor's experience is shown in ATTACHMENT A4-1


and A4-2 in Section A4 of the Technical Proposal. On
the basis of this experience, Contractor will pay
special attention to the following points during the
Project Specification Work:

a) Seawater Cooling System

Contractor intends:

1) To check pressure distribution of the


seawater supply system and distribution
network carefully; elevations of seawater
users should also be taken into
consideration, to prevent cavitation or
vacuum conditions in seawater piping during
operation.

2) To provide adequate seawater velocities in


piping, in order to prevent marine growth,
however excessive velocities could cause
erosion.

3) To avoid excessive pump head to seawater


pumps, which may cause erosion or cavitation
at throttling valves.

4) To consider variation of seawater flow rate


during start-up and change of operating

conditions and, if necessary, to provide


bypass or recycle lines.

b) Drinking, Service and Process Water System

1) To check concentration of the salt in


seawater for the determination of the design
base, since it greatly affects performance
of desalination plant.

2) Due to corrosion problems, the content of


free chlorine is limited by the desalination
unit. The injection rate of sodium hypo-
chlorite and allowable content of free
chlorine to the desalination plant will be
confirmed. Provision of dechlorination unit
will be considered, if necessary.

The mechanical vapor compression type which


is specified in the BOD is also included
within Contractor's experience and will be
utilized in this Project Specification Work.

c) Air and Inert Gas Supply System

1) In the BOD, only one instrument air


compressor is specified to be in service
normally. It will therefore be necessary
for the Project Specification Work to
estimate required volume of the buffer drum
for maintaining the instrument air supply
pressure until the standby instrument air
compressor is in-service and to establish a
procedure for change over the tripped

instrument air compressor to the standby
instrument air compressor.

2) Bearing type selection for expander of the


nitrogen generator is also important to
reduce mechanical troubles during operation.

Contractor's experience with both oil and


gas bearings will be utilized.

3) Impurities in product are specified in the


nitrogen specification of the BOD.

According to Contractor's experience,


adequate specification for impurities, both
in product and in feed air, including
location of analyzers, results in cost
savings and prevention of operation trouble.

d) Drainage, Effluent Treatment and Waste Disposal

1) Regarding the effluent treatment system of


this Project, Contractor will investigate
the flow rate and frequency of off-spec
AOC/COC water.

Contractor will advise if it is adequate to


send off-spec AOC/COC to the biotreater for
domestic sewage, since continuous operation
is essential for biotreater and capacity of
biotreater for domestic sewage will not be
large.

2) Regarding the solid waste disposal system,


Contractor will be able to advise adequate

review of the solid waste inventory.

A5.10.2 Fire Protection

1. Technical Skill Pool

1.1 Chiyoda

Chiyoda has a permanent safety specialist group in the


Facility Engineering Department, which was established
20 years ago and is responsible for basic engineering
for both active and passive fire protection systems.
The safety specialist group consists of twenty (20)
staff members, including six (6) senior engineers.

1.2 Comprimo

Development of the fire protection system for the


Project Specification Work will be the responsibility
of the LNG Technology. Manager who will rely upon the
Comprimo's Environmental and Safety Department to
assign specialist engineers, as required, who will be
supported by process engineers from the general
process group. The Environmental and Safety group
consists of approximately 30 specialists who maintain
themselves up-to-date in their fields. The group
supports all Comprimo projects through the Job Process
Coordinator in the areas of environment (AVR and
Water), fire fighting, reactive chemicals, authority
engineering and safety studies including:

Occupational safety report (AVR)


External safety report (EVR)
Quantitative risk analysis (QRA)
Physical effect calculations
Reliability and availability study report
HAZOP studies and reports

2. Technical Expertise

2.1 General

The Project Specification Work will mainly be


performed by Comprimo's engineering forces in the
CCITF Amsterdam office, backed up by Chiyoda's
expertise as required.

2.2 Experience and Expertise

Contractor has extensive experience in engineering


work on both active and passive fire protection
systems for LNG/LPG plants, as well as refineries and
petrochemical plants.

Through such past experience, Chiyoda has access to


various fire protection system technologies. For
example, Chiyoda has studied alternatives (INERGEN,
FE-13, FM-200, etc.) for Halpn , and prepared a study
report summarizing the agents' features, which can be
made available upon SIPM's request.

2.3 Project Specification Work Specified in the BOD

Contractor's specialists are capable to perform the


following work specified in the BOD.

2.4 Specialists and Capabilities

Contractor's specialists are also capable of executing


the following duties, upon request by SIPM:

To perform calculation of heat radiation
from fire.

To perform calculation of gas dispersion

To perform calculation of explosion effect

b) Design Criteria for Loss Prevention System


To prepare disaster scenarios caused from
liquid or gas leaks

To prepare fire scenarios and corresponding


fire fighting methods
