AnInternationalSymposiumonEmergingTrendsandTechnologiesinLibrariesandInformation
Services, ETTLIS2008 was organized by the Learning Resource Centre of Jaypee Institute of
Information Technology University, NOIDAUP andDelhi College of Engineering, Delhi in
technical collaboration with the Society for the Advancement of Library and Information
Science,SALISDELHINCRatJIITUNOIDAUPduringDecember18to20,2008.

INAUGURATION
Thy symposium got off with the inaugural session with the chief guest Dr. SC Khuntia, Joint
Secretary, Ministry of Human Resource Development, and Prof. JP Gupta, Vice Chancellor, Dr.
John Lake from the United Kingdom and Prof. Bani Singh, Chairman, LRC Advisory Committee
present on the dais. The Chief Guest appreciated the efforts made by the Learning Resource
Centreincollectingtheprofessionalsunderonerooffromvariouspartsoftheworldincluding
Indiaforanindepthinteractionandbringingoutamexcellentvolumeofpapersfordiscussion
duringthecourseofthesymposium.Thespeakersexpressedtheirconcernaboutthedecreasing
number of readers in the libraries. The keynote address was presented by John Lake,
Chairperson,PublicLibrarySectionandSecretaryoftheDivisionforlibrariesservingthegeneral
publicIFLAandLibrarian,BarbienLibrary,CityofLondon,UnitedKingdom.

AIMOFTHESYMPOSIUM
Theaim of the symposium was to bring researchers, academicians, business community and
research scholars on a common platform to share their experiences, innovative ideas and
research findings about the major aspects of emerging trends and technologies in the field of
knowledge resource centres and information services. The symposium succeeded in achieving
itsgoaltoanextentpossible.

suggestedastohowtheprofessioncanmakeamarkinthesociety.

PRESENTATIONS
About 250 paperson varied topics were received from different parts of the world including
Indiafordiscussionwhichweresent toexpertsfortheirviewsforinclusioninthesymposium
volumeofpaperstobepublishedfordistributiontotheparticipantsfordiscussionbutonly86
papers were recommended for printing and circulation. No compromise was made on the
qualityofmaterialtobepresentedfordiscussion.ThevolumethusprintedatThompsonPress
intherecordtimewasverymuchappreciatedbothbytheparticipantsandtheexperts.

ofInformation&Broadcasting,GovernmentofIndia.

Prof.JPGupta,ViceChancellor,JIITU,NOIDAUPwasallpraisefortheexcellentexpositionofthe
symposiumanddeliberationsmadethereon.BSNigampresentedthereportofthesymposium
sessionbysessionandgaveallthedetailsaboutthedeliberationsheldduringallthethreedays.

IRKumar,Chairman,SALISDELHINCR,thetechnicalcollaboratorsoftheSymposium,expressed
hisfullsatisfactionovertheconductofthesymposiumwhilewelcomingthedelegates,theVice
ChancellorandtheChiefGuestinparticular.

HeemphasisedonsomeofthepointsinparticularandrequestedtheChiefGuesttodoafavour
to the profession by taking the recommendations of the symposium to the concerned
authorities for its implementation and saving the country of the wasteful expenditure being
madebyduplicatingthetrainingofhumanresourceinlibraryandinformationservices.Healso
highlightedtheplightoflibraryprofessionalscomingoutofuniversitieseveryyearwithoutany
jobsinhandascomparedtootherprofessionalswhoarebeingabsorbedinthecampusitselfby
theprocessofcampusrecruitment.Abalanceindemandandsupplyoflibraryprofessionalsis
theneedofthehour.

TheChiefGuestappreciatedtheproblembeingfacedbythelibraryprofessionandpromisedto
bring it to the notice of the concerned authorities, NIC in particular, to join hands with the
libraryprofessionalandoptimisethetrainedhumanresourceandpubliclibraryinfrastructure
available in the country. He emphasised the value of library services and informed the house
thathehimselfisabeneficiaryoflibraryserviceswhichhemadeuseofduringhislifetimeasa
student.Itwasnothingbutagreatapplauseforthelibraryprofessionandapointofsatisfaction
insilence.

WhileDr.SanjayKatariapresentedavoteofthanks,alltheparticipantswereallpraiseforhim
foranexcellentconclusionofthesymposiumwhichshallberememberedasagreateventinthe
historyofLearningResourceCentre,atJIITU,inthemaking.
ThesymposiumwasdeclaredCLOSEDbytheHonbleViceChancellor,JIITUNOIDA,tillwemeet
again.

RECOMMENDATIONS
Ourlife,today,isvirtuallyunderthegripofinformationandcommunicationtechnology.
WeareinthethresholdofknowledgeandInformationerawhichisalsoknownasthe
eraofrapidchange.TheInformationandCommunicationTechnology(ICT)revolution
and information explosion has led to the emergence of electronic information era,
whereICThaschangedthewayofhumanlife.Workcultureinlibrariesischangingfast.
Cyber libraries are packed with digital documents, CDRoms and books among others.
Apart from the use of internet, libraries will soon possess gadgets, even robots with
artificialintelligenceandothersuchmachinesthatwillcommandandperformvarious
servicesforreadersundertheoverallskilledguidanceoflibrarians.Afewyearshence,
paperlibraryandpaperlesslibrarywillhavetocoexist.Librarianswillhavetoperforma
major role in informal education to people at large since good governance is directly
going to be linked to eGovernance. Hence , this is the right time for a strategic
partnership between government authorities, National Informatics Centre (NIC) in
particular and the library profession. The Recommendations of the International
SymposiumonEmergingTrendsandTechnologiesinLibrariesandInformationServices
heldatJIITUNOIDAduringDecember1820,areasgivenbelow:
In view of the ICT revolution, there is an urgent need to review the possibilities of
incorporatingthelibraryserviceswithinformationtechnologyanditsservices;
Thisbeingtherighttimeforastrategicpartnershipbetweengovernmentandthelibrary
profession,necessarystepsshouldbetakentoinitiatetheactionimmediately;

Someseriousinitiativesshouldbetaken,bothbythegovernmentagenciesandprivate
agencies, to join hands with the library profession for an easy access to public
information;

 National Informatics Centre, in particular should join hands with the Library
professionandrewritethesyllabusofLibrarySciencecoursesinviewofcurrentand
futuredemands;
Library Science should remove the word Science in view of the its management
activities due to managerial aspects and it should be known as Management of
LibraryandInformationServices;
An advance course should start as MBA with Library and Information Services, like
MBAwithMarketing,Finance,etc.,asoptions;
MBAcoursesbeingofferedbyJIITUNOIDAshouldbethefirsttooffersuchoptionsin
theirMBAcurriculum;
EveryPublicLibraryshouldactasaCyberCentreforthegeneralmasses;
EverycitizenofIndiashouldhaveanaccesstoallpubliclibrariesineverycityofIndia
forafreeaccesstointernetandotherservicesundertheegovernanceprogramme
withpersonalassistancefromthelibrarystaffforhandlingtheelectronicequipment
tillthenextgeneration,whichisbeingtrainedinschoolsandcolleges,comesofage;
Anetworkofpublickiosksshouldbecreatedforthebenefitofruralareasbytraining
the fresh library professionals who shall be too willing to serve near their homes
insteadofrushingtourbancities;
Librariesshouldbridgethedigitalgapbyprovidingthepublicaccessterminaltoits
users;
Governmentshouldextendallpossiblehelptoequipthelibrarieswiththeelectronic
equipmentrequired for the purpose in order to extend the facilities to the general
massesfreeofcostthroughpubliclibraries;
Publiclibrariesshouldinformthepublicabouttheactivitiesoftheirlocal,stateand
centralgovernmentthroughdifferentinformationdisseminationprogrammes;
Librariesshouldhelpinrealizingthedreamoferepublicandesocietybynetworking
thelibrariesatnationalandinternationallevel.
