 Between 140400H-0500H July 2010, LPG Carrier “Deborah Uno” sank

while in the vicinity of Mariveles, Bataan due to strong currents and big
waves. The captain of the tanker, Efren S Ledesma, was found dead on
the shore of Brgy Lamao, Limay, Bataan. The eight (8) survivors from the
barge are identified as follows:

i. Jessie P Alamario, 59 y/o from Malabon City


ii. Rolando T Billones from Malabon City
iii. Victor Glenn Mariposque y Luna, 38 y/o from Cebu City
iv. Dennis Ramos y Revilla, 32 y/o from Malabon
v. Arcel Fernandez y Navalta, 32 y/o from Binondo, Manila
vi. Jorlan Dupio y Talon, 29 y/o from Parañaque
vii. Mario D Francisco, 35 y/o from Iloilo City
viii. Marvin Espino y Paule, 34 y/o, Brgy San Pablo, Dinalupihan, Bataan

 Fishing vessel Alicia A/C, with six (6) crew onboard, sank in the vicinity of
Mariveles, Bataan

 Eleven (11) fishermen in Brgy Sukdan, Bagamanoc, Catanduanes went


fishing on July 12, 2010 aboard three (3) motorized bancas off the eastern
Pacific waters off Bagamanoc and, having failed to return home due to bad
weather conditions, were declared missing.

 Eight (8) fishermen in Pandan, Catanduanes who were earlier reported


missing have been recovered and admitted at Pandan District Hospital

B. Affected Population (Tab A)

 A total of 30,260 families composed of 151,351 persons were affected by


TS Basyang in 408 barangays of 7 cities and 62 municipalities in 12
provinces of Regions III, IV-A, V and NCR
 Fiftyfour (54) evacuation centers were utilized and provided temporary
shelter to 1,946 families or 9,511 persons. As of this report, 1,526 families
or 7,545 persons are still inside 37 evacuation centers.

C. Stranded Passengers

 As of 4:00 AM, 15 July 2010, PCG reported that there were no more
stranded passenger in any of the affected ports.

D. Casualties (Details in Tab B)

o 1 unidentified body (of the three recovered in the vicinity of Balesin
Island; two of the three have since been identified)

- 26 (6 in Mariveles, Bataan, Region III; 2 in Region IV-A; 11 in Brgy
Sukdan, Bagamanoc, Catanduanes; 7 unidentified in Calagua Island,
Camarines Norte)
- Additional 18 reported missing persons onboard fishing boats which
capsized at the vicinity of Balesin Island, Polilio, Quezon are still being
verified

E. Damages

Damaged Houses (Tab C)


 The total number of damaged houses in Regions III, IV-A and V is 10,938
(920 totally and 10,018 partially).

 Breakwater structure at Brgy Poblacion, Mariveles, Bataan was damaged
Region IV-A
 Sinisian Bridge along Palico-Balayan-Batangas Road due to scoured slope
protection (PhP 10M) and two (2) road slips near Diokno Highway (PhP 5M)
 Tayabas-Mainit-Mauban Road Road slip reported (PhP1.80 M)
Region IV-B
 Manus Bailey Bridge I along Labangan Murtha Junction Iriron Road Brgy
Batasan, San Jose in Occidental Mindoro - damaged in Approach B (

Region V
 Inalmasinan Spillway Km 148+650 along Caramoan, Catanduanes Road
washed-out section (PhP50,000)
 DepEd conducted immediate assessment and reported that 23 schools in Region
IV-A (3 elementary schools, 3 high schools; IV-B (2 ES); V (8 HS); and NCR (7
ES) have been damaged with estimated cost of PhP 4.87 M.

Damage on Agriculture
 71,274 metric tons of vegetables, valued at P 1.398 M was lost from 207 hectares
in the province of Laguna
 Eight (8) fishing vessels in Region III were totally damaged due to huge waves
 There were 941 hectares planted with various crops were damaged (papaya,
rambutan, lanzones, banana, corn) in the municipalities of Sta. Cruz, Sta. Maria,
Mabitac, Pila and Sta. Maria, all of Laguna
 The estimated cost of damage to infrastructure, agriculture, fisheries and schools
in Regions IV-A, V and NCR was placed at PhP 23.696 M.

F. Status of Lifelines
Road and Bridges
 Major roads and bridges in Regions I, II, III, IV-A, IV-B, V and NCR are
passable to all types of vehicles except the following:
Region III
• Nueva Ecija-Aurora Road km 180+000 Brgy Villa Aurora, Maria Aurora,
Aurora Province – not passable to all type of vehicles due to 1-1.5
floodwater (Detour route: San Luis-Maria Aurora-Castañeda Road)
Region IV-A
• Sinisian Bridge along Palico-Balayan-Batangas Road due to scoured
slope protection (Detour Road: Diokno Highway for light vehicles only
and Manila-Batangas Road for heavy vehicles)
• Minor landslides occurred in Brgys Bakia, and Dalawitan both of
Majayjay, Laguna and Brgy Turbina, Calamba City
• Tagaytay-Taal Lake Road – one lane passable
• Rizal Boundary-Famy-Quezon-Boundary Road – one lane passable due
to fallen trees
• Tayabas-Mainit-Mauban Road – one lane passable due to road slip
Region IV-B
 Manus Bailey Bridge I along Labangan Murtha Junction Iriron Road
Brgy Batasan, San Jose in Occidental Mindoro - passable only to
motor cycles and tricycles

 Presentacion-Maligaya Road, Camarines Sur not passable to all types
of vehicles due to landslides

Power Interruptions/ Restoration


Power restored in the following areas:
 NCR - some portions of Quezon City, Balintawak, Diliman, Kamuning
- Duhat, Balintawak, Sucat substations have been energized.
 Region I – fully restored
 Region III – 80% of power has been restored in Central Luzon
 Region V– no power in the whole province of Camarines Norte
 As of 14 July, National Grid Corporation of the Philippines (NGCP) has
restored transmission power load in the following sub-grids:
 Batangas-Ibaan-Rosario (46.67 %);
 Batangas-Lima Land (63%);
 Calaca (37.50%);
 Damariñas-Abubot-Rosario (9.30%);
 Dasmariñas 34.5 KV F1 (100%);
 Gumaca-Tagkawayan-Quezon (28%);
 Gumaca 69KV L (48.57%);
 Los Baños (50%);
 Makdan-Los Baños (57.14%); and
 Makban-Calamba (23.33%)
 During the NDCC Emergency Meeting held on 14 July 2010, DOE reported
that strong winds caused the tripping of the north-to-south transmission
backbone of the NGCP.

III. HUMANITARIAN RESPONSE


National
 NDCC Emergency Meeting with President Benigno Simeon Aquino III was
held at the National Disaster Management Center, Camp Aguinaldo at 8:30
AM on 14 July 2010. Member agencies apprised the President on the
situation and actions taken in response to the effects of TS “Basyang”.
 Among his directives are the following:
• PAGASA-DOST to review what happened in the trajectory of TS Basyang
and come up with lesser deviation on future weather forecasts
• DILG to conduct inventory of areas affected by the typhoon, account for
vulnerable people, and ensure that needs of affected population are
attended/provided for
• PCG to come up with a “recall system” for fishermen at sea during weather
disturbance
• Concerned agencies to ensure the safe return of evacuees especially to
potentially hazard areas
 On 14 July, President Aquino and DSWD-NCR staff visited the evacuees at
the Baseco and Delpan Sports Complex in Manila to distribute 180 family
packs and 180 Saudi mats

 DILG identified the following needs of the affected LGUs:
• LAGUNA - additional rescue boats needed
• CAMARINES NORTE – anticipated needs for relief and rescue
operation in relation to the unconfirmed report of 40 missing persons
 DILG reported two (2) isolated cases of evacuation in the coastal areas in
Bataan (with 2 evacuation centers in Mariveles, Bataan)
 DSWD prepositioned PhP106.14 M standby funds and PhP135.78 M worth of
relief supplies (PhP 241.92 M total) in all DSWD Field Offices in Regions III,
IV-A, V, NCR and DSWD National Resource Operation Center (NROC)

Local
 DPWH, MMDA, AFP Engineering Brigade, BFP, PNP and LGUs have been
conducting clearing operations along the roads and highways blocked by
fallen trees, falling rocks and toppled electric posts in affected areas
 BFP has been conducting water rationing and assisting in bringing affected
families to the evacuation areas
 BFP rescued 7 persons trapped in the flooded area at Brgy Halang, Calamba,
Laguna
 Provincial Disaster Management Office (PDMO) Camarines Sur deployed 3
teams for 1st District, 2nd District and Rinconada areas to assess any landslide
and flooding occurrences
 DOH-CHD5 HEMS on 24 hours operation, Code alert white declared
 OCD Regional Director with Gov. Tallado, AFP, PN and PCG conducted
aerial survey in the Province of Camarines Norte this morning, 14 July 2010
 SAR operation by the PN (NAVFORSOL), Phil Air Force (505SARG/207THS)
and Phil Coast Guard-Bicol Station to be conducted on 14 July to assist local
SAR teams in Catanduanes on board 2 PAF Aircraft (Huey), was called-off
due to unfavourable weather condition
 PN Vessel (PG374) with personnel from NAVSOU to assist in the SAR
operation also returned to Tabaco Port in Albay due to unfavourable sea
condition
 PN Islander Aircraft (BN311) was dispatched from Sangley Point Cavite to
Legaspi City, afternoon of 14 July, to assist in the SAR operation
 SAR operation will resume today, 15 July weather permitting, as there are still
missing fishermen in Catanduanes
 OCD V is coordinating the SAR operation with PDCC-Catanduanes
 TOG5 helicopters conducted SAR mission of the missing persons at the
vicinity of Calaguas Island, Vinzon, Camarines Norte and returned on 14
0500H July.
 DSWD Field Office (FO)-V extended 1,000 family packs worth PhP150,000 to
the affected families of Siruma, Camarines Sur
 Regional Director of OCD-V with NFSL, PCGD Bicol, TOG5 personnel and
local media conducted damage assessment and needs analysis (DANA) in
Catanduanes, Camarines Sur and Camarines Norte
 Residents of Brgy Mapid, Lagonoy, Camarines conducted SAR operation
