1J. Purpose
The B.C. Pavilion Corporation {PavCo) is seeking Proposals from
respondents experienced in providing construction management and
general contracting services for improvements at B.C. Place, and
involvement In feasibility studies for the replacement of the air supported
roof.
Phase 1: The first phase includes work that must be complete before
November 2009:
1. Improvements to the stadium to enhance the facility for use for the
Olympic games which include:
a. Installation of new revolving doors or airlock entrances to
allow improved access for persons with disabilities.
b. Increase In the amount of space available for persons with
disabilities for wheelchair locations.
c Improvements to washrooms, concessions and other public
amenities to better accommodate persons with disabilities.
d. Site development - Smythe Street extension and west airlock
staging/parking.

2. Assist with the feasibility studies for the removal and replacement
of the existing air supported roof with a new roof of the same type.
Phase 2: The second phase Includes work that will be implemented March
2010 and may include the following:
The design team for the project has not been selected. This team may be
commissioned with the assistance of the Construction Manager under the
direction of the Project Manager. The Construction Manager would form
part of the Project team and work cooperatively with the project
consultants under the direction of Project Manager.

2.1 General
The list of documents that accompany this Request for Proposals is 1&cexzp
provided in Appendix A.
The original and three (3) copies of the Proposal must be delivered to
PavCo no later than Monday, January 7,2008. Each Proposal must be
submitted to PavCo in a sealed package clearly addressed as follows:

The Respondent must review the entire RFP prior to submitting their
Proposal. Any requests for clarification related to the Proposal must be
transmitted in writing to PavCo's Representative as listed in Section 3.4.
Unless otherwise expressly permitted by PavGo's Representative, requests
for clarification of the subject matter of this RFP must be transmitted in
writing to PavCo's Representative no later than two (2) days before the
Closing Time.
3.7 Addenda
Written Addenda are the only means of changing or amending this RFP.
PavCo's Representative may change or amend this RFP by issuing an
Addendum to each Respondent. No employee or agent of PavCo, other
than PavCo's Representative, is authorized to change or amend the RFP or
issue any Addenda.

3.8 Confidentiality
All documents and other records in the custody of or under the control of
PavCo are subject to the Freedom of Information and Protection of Privacy
Act and other applicable legislation. Except as expressly stated in this RFP
and subject to this Act or other applicable legislation, all documents and
other records submitted in response to this RFP will be considered
confidential
PavCo will not copy the information by any means whatsoever, except as
required by PavCo who will use the Information solely for the project. All
responses shall become the property of PavCo.
Without limiting the generality of the foregoing, PavCO reserves the right

The evaluation will not be limited to the criteria referred to above, and
PavCo may consider other criteria that the team identifies as relevant
during the evaluation process. PavCo may apply the evaluation criteria on
a comparative basis, evaluating the Proposals by comparing one
Proponentfs Proposal to another Proponent's Proposal. All criteria
considered will be applied evenly and fairly to ail Proposals.

As a result of inquiries from some of the general contractors invited to respond to the
Construction Management and General Contracting Services proposal call, please be advised
as follows:
PavCo will extend the schedule for submission of your proposal to 5:00 p.m. on Friday,
January 11, 2008;
Drawings of BC Place Stadium are enclosed;
It is not necessary for you to name a consulting team in your response. Our intent is
that PavCo will select a construction manager and that the members of the consulting
team will be selected jointly with the involvement of the construction manager and
representatives of PavCo;
We will be Interested In any suggestions you have regarding consultants that you may
be familiar with that may have particular expertise to contribute to this undertaking; and
Geiger and Associates, the original designer and engineer for the roof installation at BC
Place, has been retained by PavCo. David Campbell, of Geiger and Associates, will be
available for consultation to the successful team.

Construction Management and General Contracting Services proposal call.
Further with reference to Article 4.5 Project Schedule, be advised that we are not
anticipating that proponents would submit a project schedule at this time. You may
chose to comment on project deliverability, particularly following the tour of the stadium
facilities and the briefing that we will provide regarding our intent Ultimately, the
project schedule will have to be developed in conjunction with stadium management
staff, the consulting team and, of course, the selected construction manager.

It was a requirement of both contracts that work was performed in a manner which
accomodated the Coliseum's busy Event Schedule. Dominion worked closely with
the Coliseum's operations staff to ensure that requirement was satisfied.
" Van Tech Secondary School Seismic Upgrades, Phases 1 and 2, Vancouver, BC .
Dominion has completed one phase of Seismic
Upgrades for the Van Tech School, and is currently
, working on the second phase of this $40 million
project. Phase 1 involved seismic upgrade to the two-
storey Shop Wing and classrooms, an addition to the
Auto Shop, and a renovation to the Drama and Video
production areas. Phase 2 is the seismic upgrade of
the main four-storey building, the auditorium and
mechanical room.

We are currently involved in five separate projects in the City of Vancouver, at varying stages of
completion, and are well positioned to assist the team with obtaining permits and approvals for this
project.
Constructabiiity Reviews *
The Dominion team members will draw on their past experience gained on similar projects to
provide review of the design documents for constructabiiity. We are accustomed to operating in a
collaborative manner and-our clients appreciate the hands
on experience we bring to the table.
The result is that our estimating team has broad and current knowledge of construction costs in
this market, and is able to prepare reliable estimates from partially completed drawings-. We are
also able to provide value engineering input to offset any creep in the estimated cost as the. design
is developed and working drawings are prepared.
We take pride in our track record of. bringing projects in on budget, and'are especially proud of the
tact that in spite of the unprecedented cost escalation in recent years, we have continued to excel
in this area. .

P r o j e c t S p o n s o r - To m d e W o l f
Tom de Wolf- will be Dominion's senior representative
on the project. He will be the primary contact through
the Pre-construction phase, and will provide, senior level
support to our' construction team during the
Construction phases. Tom brings over the 30 years of
design and construction experience to the project, BC Gas Coastal Facilities
gained through his involvement in projects across
Canada and the US. He has particular strength in providing pre-construction input, as a result
of his background in design/build projects.
Tom is the Operations Manager for Dominion's BC Division, and in that capacity, has the
authority to allocate resources to the project as required. He will be available to the project
- upon award.
- C o n s t r u c t i o n M a n a g e r - G a v i n Ye a
Gavin Yee will be the Construction Manager on this
project. He will be the leader of Dominion's team, and
the primary contact, during the Construction phase. He
will provide support to Tom during the Pre-construction
phase: Gavin has more than 20 years, of construction
experience, the majority of which has been gained in
the Lower Mainland. He is a LEED Accredited
Professional, who has been involved with sustainable Vancouver Port Authority Offices
construction projects for dose to 10 years. He also
brings a good knowledge of, and working relationship with the subtrade community in the
Lower Mainland.
Gavin will be available,to the project on a part time basis through the Pre-Construction period,
and on a full time basis on commencement of construction.

alteration projects. He is currently supervising the Pacific Coliseum Upgrade project, and is
therefore very familiar with what it takes to maintain the uninterrupted operation of a busy
public facility like BC Place. Tim is a detail oriented, safety conscious leader, who prides
himself for his ability to produce a high quality product for our Clients.
Tim will be available to the project on a part time basis during Pre-construction to assist with
pre-planning activities, and on a full time basis once the construction activity on-site reaches a
level that a second superintendent is required.
Carol has worked on many of Dominion's larger projects and works well with all team members
to establish milestones for the design and tendering process. She also spends considerable
time with our site superintendents and trade contractors to ensure that the methodology being
used on site is reflected in the schedule.'"

The scheduling component of the BC Place Improvement project will be critical to' the. success
of the project. Carol is well"aware of the nature of expansion/renovation projects and draws
on her considerable knowledge ^of the construction industry in general and scheduling in
particular to add value to every project she is involved with.
Construction Services -Bob Reimer
Bob Reimer is the Manager of Construction Services for Dominion's BC Division. He brings 30
years of experience to the project, and a wealth of knowledge on site planning, material
handling, siltation control systems, temporary facility requirements, hoisting equipment, all
aspects of site work, concrete formwork systems and
waste recycling programs.

') PROFESSIONAL CbNSULTING SERVICES AGREEMENT
Regarding services for the site development of BC Place (the "Project"), the parties agree as
follows:
.1. Term. This agreement shall be for a one year term commencing on the above Agreement
date.
2. Services. The Consultant agrees to perform and provide all of trie services described in the
attached Schedule 1 (the "Services") within the performance or completion dates or time
. periods described in the consultant's schedule set out in Schedule 1 (the "Consultant's
Schedule"). In the event of a discrepancy between this agreement and the consultants
proposal this agreement will take precedence.
3. Amendment of Services. PavCo may from time to time, by written notice to the
Consultant make changes in the Services by adding to, deleting from or altering the
Services, and in the event of such a change the Consultant's Schedule and Fees (as
defined below) will be increased or decreased as required to reasonably reflect the direct
effect of the change on the Consultant's costs and performance of the Services.
4. Standard of Performance. The Consultant will perform the Services with that degree of
care, skill and diligence normally provided by a qualified and experienced practitioner
, performing services similar to the Services in Vancouver, B.C. at the time the Consultant
. performs the Services.
5. Sub-Consultants. The Consultant will not subcontract any portion of the Services to a sub
consultant without the prior written approval of PavCo.
6. Fees and Payment PavCo will pay the Consultant the fees as set out in the attached
Schedule 2 (the "Fees"), either fixed price, hourly rates or other basis of determining the
Fees, and will reimburse the,Consultant for approved out-of-pocket expenses, at cost,
without mark-up that are directly incurred in the performance of the Services. PavCo will
pay the. Fees arid expenses within 30 days of receipt by PavCo of.the Consultant's invoice,
a description of the Services performed during the period covered by the invoice and copies
of receipts related to all expenses for which reimbursement is sought by the Consultant.

7. Records. The Consultant will prepare and maintain proper records related to the Services,
including records, receipts and invoices relating to out-of-pocket expenses described above.
On request from PavCo, the Consultant will make the records available and open to audit
examination by PavCo or PavCo's representative at any time during regular business hours
during the time the Consultant is providing the Services and for a period of one year after
the Services are complete.
8. Termination. PavCo may at any time by written notice to the Consultant terminate, this
Agreement before the completion of the Services. In that event, PavCo will pay the
Consultant all amounts owing under this Agreement for Services provided by the Consultant
up to and including the date of termination, plus reasonable termination costs. Upon
payment of such amounts' no other payment will be owed by PavCo to the Consultant, and,
for certainty, no amount will be owing on account, of lost profits relating to the portion of the
Serves not performed or other profit opportunities.
The Consultant may terminate this Agreement at any time by giving PavCo (30) thirty days
written notice.
10. Use of Work Product The Consultant hereby grants an irrevocable and perpetual licence
to PavCo to access and make use of all the drawings, plans, designs, models,
specifications, computer software^ concepts, products, designs or processes or other such
work product produced by or resulting from the Services being rendered by the Consultant
for any purpose In relation to the Project
11. Independent Contractor. The parties acknowledge and agree that the Consultant is
providing the Services hereunder as independent, contractor and that nothing in this
Agreement will be interpreted to mean or contemplate or constitute the Consultant as a
partner or employee of PavCo for any purpose. .
12. Notices. Notice to a party under this Agreement must be given in writing and delivered as
follows: if to PavCo, to the attention of Howard Crosley; and if to the Consultant, to the
attention of Gavin Yee, at the respective addresses first above written or to any other
address or individual that the party designates in writing to the other party.
13. Assignment Neither party may assign this Agreement or ariy portion thereof without the
prior written consent in writing of the other party.

In accordance with our proposal submitted on January 11, 2008, Dominion Fairmile will provide
Pre-Construction Services related to the Phase 1 - Pre-Olympic Work on a Cost Reimbursable
basis, to a maximum of $90,000. Staff costs will be invoiced at the hourly rates listed below.
Disbursements will be Invoiced at cost plus 10%.
3. General Conditions
Dominion Fairmile will provide management staff and other General Condition Items to the
project on a Cost Reimbursable basis. Updated estimates of those costs will be submitted as
the scope of the work and the General Conditions requirements becomes more clearly
understood. All costs associated with the pre-planning and feasibility review of the Roof
Replacement after March 19, 2008 will be treated as General Condition costs.
4. " Contracts
This proposal is submitted with the understanding that Pavco and Dominion Fairmile will enter
Into two separate' contracts for the construction phase of the project: A CCDC-2 Stipulated
Price Contract for the Phase 1 - Pre-Olympic Work, and a CCA-5 Construction Management
Contract for the Roof Replacement work. Alternatively, the full project could be completed on
a Construction Management basis.
5. Fees
Dominion Fairmile proposes to provide Construction Services in accordance v/ith the contracting
methodology described above for a Fee equivalent to three and one half percent (3.5%) of the
total construction cost, Including General Condition costs. Pre-Construction Fees are In addition
to the Construction Services Fee.

In response to your request regarding the above noted site, Underhill & Underhill is pleased to .
submit the following proposal for your consideration-for the supply of field surveying services
and office, drafting of plans in hard copy and digital format.
1) Determine 3D positions of the pins at the bases of the ring beam steel columns
(approximately 108 points)
2) . Underside of concrete elevation at the top of the ring beam columns (again 108 points)
We propose to do the interior surveying via geodetic surveying techniques. Multiple set-ups will
be required at the column level to provide the needed sight-lines. Additionally, tics will be made
down at field level to allow connection through the air locks to the exterior survey. Angles and
distances will be measured with either Leica TCA2003 or Trimble S8 robotic total station
instruments (0.5-1", imm). Elevations wilrbc measured with a Leica DNA03 first-order level.
For the exterior (top outside edge of ring beam) points we will either utilize the above equipment
or Trimble R8 GNSS GPS receivers. We feel that wc should be able to get the same accuracy
with Lhc GPS and it will be easier to use if getting around on top of the ring beam is difficult.
We estimate that this work could be completed for $15,500+GST. We could get one crew on the
job by Monday to set up the survey, with two more crews available by Tuesday. It would be
possible to have everything done, by the end of the week.

Dear Bob,
Thank you for inviting McElhanney to submit a proposal for survey services for the BC
Place roof repiacement/design.
Our estimate is based on bur site visit which identified two separate surveying tasks. It is
understood that additional survey requests may be asked for in the future so we've
included our rate schedule for additional work. As mentioned at our meeting last week,
our office is located at 780 Beatty Street beside BC Place. This close proximity to the
site would allow our survey crews easy access to the site and virtually no travel time. It
will also make it easy for us to attend any meetings on site at very short notice, or carry
but a small survey request very quickly!
The scope of work includes taking measurements.to calculate the coordinates of the
centre point of two sets of columns on the upper deck at 54 locations. It also includes
measuring the outer top .edge of the fibreglass cover over the concrete ring on the
outside of the structure. This outer edge would be measured at the 54 column locations.
Our firm has a survey staff of 60 based in our Vancouver office. We also have very
accurate total stations (.1", 1mm and 1ppm) and accurate. GPS systems; This equipment
has been used successfully on other projects such as the Lions Gate"feridge deck
replacement, providing quality control for VANOC at the Whistler Sliding Centre and the
Ski Jump, Canada Una survey control and various.rnonitorfng projects. McElhanney
have worked with Dominion on several past projects such as the Telus building upgrade
in Vancouver. /...

We understand that there is an urgent requirement to get the survey results so that
designs can get underway. McElhanney is prepared to supply up to 6,crews to work on
the projectif necessary. We would plan on two to three creWs working on the outside of
the structure while the other two or three crews work on the inside measurements. A
combination of GPS and precise total stations will be used for the survey. The work
would take approximately three days to complete In the field and an additional two days

in the office to reduce. We will be setting survey control points to be used for the
measurements. These survey control points will be located so that they can bo used for
future works.
The survey work wouid be managed by Jim Christie, B.C.L.S.. C.L.S. who has managed
several large construction survey projects over the past 25 years. Mr. Eddie Neumann
has over 15 years experience and will manage the field surveys and office reductions.
Eddie has worked with several large construction projects including Canada Line, Lions
Gate Bridge, Millenium Line, Telus refit, Capilano Mall refit, Whistler Sliding Centre and
several others. Mr. Bill Kent, Senior Project Manager has over 40 years with
McElhannoy on engineering and construction projects and will be available to trouble
shoot or assist Mr. Christie and Mr. Neumann when required. Mr. Glen Bjorgan is our

> GPS specialist and would be available to carry out any of the GPS control
measurements for the project. Glen has specialised on using GPS systems for unique
applications for the past 5 years.
Our fee to carry out the two tasks is $8,900.00 plus GST.

To meet BC Pavco and Dominion's construction schedule, a revised Construction, Traffic work plan
and schedule is required. Specific revisions to the draft work program-submitted by Delcan on
March 27th include the expedition of functional detour plans to allow for City of Vancouver
preliminary review and limiting analysis and consultation regarding alternative detour options.
What this implies is that the Task C work efforts would be moved forward in the schedule to .target
completion for the last week of April. In addition, the Option Analysis sub-tasks in the Traffic
Impact Study would be reduced or eliminated to focus on analysis and development of the
functional plan.
There are some risks to this approach in that there will be a need to be reactive to any comments
or concerns brought up by the City of Vancouver', on the other hand it will allow a focused review of
a feasible option that may limit an unnecessarily broad scope of study.

As shown, the work plan has been revised to allow for the advanced preparation of a functional
plan for review and comment by the City by the last week of April. A brief technical memo
describing the forecast traffic operations will be included at this time, with the remainder of the
reduced Task A being completed by the end of April to feed into the Traffic Management Plan and
Detailed Design Drawings. It is anticipated that comments from the City and stakeholders, as well
as any changes to the construction plan will be incorporated into the detailed design drawings and
traffic control plan to be produced by the week ending May 9th.
Our revised upset limit of combined fees and disbursements to complete this work is $41,130 plus
taxes. This includes the cost of disbursements for additional surveys and aerial.photo acquisition.
Any additional meetings or tasks requested will be charged as incurred at our hourly rates'.
If the proposed Work' Program, Schedule, and Fees are acceptable to you, please advise us in
writing. We have attached our standard Confirmation of Assignment Form for your signature and
return prior to proceeding.

RETRACTIBLE ROOF OPTION
BACKGROUND:
BC Place Stadium Revitalization Project will encompass 5. distinct categories of work:
1. Maintenance Improvements (By BC Place)
2. Phase 1:2010 Olympic Improvements
3. Phase il: Post 2010 Olympic Improvements
4. Roof Replacement ~
5. Urban Design Studies
-It is understood that this commentary only discusses instruction opinions for Roof Replacement tltem
#4) for Construction Feasibility, Scheduling and Conceptual budgets.
On February 4, 2008, a presentation by Hightex was made on two conceptual options to replace the
existing roof system with a non-air supported structure. Option A was a non-retractable roof system and
Option B' was a retractable roof. It was determined that a feasibility study would be .necessary for the
retractable roof option B to confirm technical, construction, schedule and budget.
Option B's concept is based on constructing the new retractable roof over the existing roof and assumes
a "Blackout" period of one month prior* to turnover date of November 1, 2009 to VANOC. Another
version of Option B (B2) was discussed to see what benefits and advantages there may be If the
existing roof was removed and the riew roof was constructed from within the stadium floor as opposed
to over the existing.roof. The B2 version would need to work within a 5 months "Blackout" period from
February 11, 2009 to July 17, 2009, the start of the BC Lions football season.
An information package would be'necessary for a February 13, 2008 presentation to the client to
determine if the Retractable Roof Option can or cannot be done given the constraints of timing for the
BC Lions Football season and the November 1, 2009 turnover of BC Place Stadium to VANOC for the
preparation of the 2010 Olympics. The group would reconvene on Monday. February 11 to discuss
their findings.
The information contained within this document has been prepared utfflzing conceptual design Information, conceptual design
sketches and preliminaiy site investigation. This document Is not Intended to reflect a definitive opinion or statement on either cost
or schedule of the replacement of the existing roof. Due to the short time available to conduct the review, the Information provided
is preliminary and further developmentswill be necessary to gain greater accuracy and confidence.
Hlghtex's initial report for option B assumed that the existing roof would remain In place while the new
roof structure was constructed overhead and would only-require a one month "Blackout" period to
dismantle the existing roof. Further analysis and review has concluded this option appears to be the
jppst viable option when an extended "Black Out" period between February11, 2009 to July 14, 2009 (5
Months.) is considered. Instead of keeping the roof, inflated, the roof will need to be deflated to avoid
airlock conditions and pressurized conditions. Column and footing upgrades as well as other Phase I
improvements while working under pressurized conditions wit) be very problematic and deflation of the
roof will be necessary.
Opiion to inflate the roof is possible if the new roof design is riot lowered

2. Review Retractable Roof Option B2 (Remove Existing Roof then Build New Roof):
Option B2 assumed that the existing roof would be dismantled before the new roof could start to allow
erection of steel and cabling work to take place within the stadium floor. An extended "Black Out" period
between. February 11, 2009 lo July 14, 2009 (5 Months) would be taken into consideration. Further
analysis concluded that there would be no benefit to the steel erection as the cranes within the stadium
would not be able to reach over the stadium seating to erect steel. With this approach, the stadium
.finishes would be exposed to weather for over 160 days-.and critically would delay the start of cabling
installation until the roof was dismantled. Roof membrane panels would not be finished within the 5
months black out period.
CONSTRUCTION FEASIBILITY:

Utilize strategy to inflate roof panels with warm air for 'Temporary Snow Melt"
Defer some shear wall, footing and column upgrades to post Olympics if possible.
Selective demolition at existing fibre-glass reinforced cover and walkway will need to be removed in
sections to access'the "U" shaped ring beam. A 600 mm wide x 1,750 rhm high concrete transfer beam
around the entire perimeter of the stadium will need to be poured in place with embeds to receive the
new steel lower ring girder and steel mast sections, if possible, a steel transfer beam should be avoided
as procurement and fabrication of structural steel cannot be done as quickly as cast-in-place concrete.
Procurement of embeds must be determined as soon as possible to allow concrete work to proceed.
Removal of fibre-glass cover will expose.the ring beam and will require temporary cover. Consideration
should be made to roof.the "U" shaped ring beam with 2ply SBS roof membrane system. Roof drains
and related piping currently in the ring beam "crawl space" will need to removed and new roof drains
installed. . .._ _ _,.
As-built survey of the existing ring beam wilt be necessary to provide accurate measurements for
design.
The existing steer bents will need to be reinforced. The steel columns inboard of the stadium are open
and clear access at the upper bowl will allow this upgrade work, to proceed unhindered. The existing
columns will be reinforced and strengthened. 54 columns will be typical and this upgrade can
commence as soon as a design details are issued for construction. ..
The existing columns at 54 locations will need to be upgraded to handle the existing design loads.
Difficulty working under pressurized conditions will need to be addressed. This work will initially be
limited to" column, locations not impacted by pressurized conditions. Otherwise engineered temporary
chambers will need to be constructed at each column arid footing condition.
-When the roof is deflated in Stage III, the column and footing upgrades can proceed under normal
conditions.
i. New 36 Steel Columns Frames, Lower Ring and Upper Ring Steel Details:
George Third and KWH have provided their feedback and approach to the erection of the 36 steel
column frames, lower and upper ring beams. Each frame will be in fabricated in 3 sections, consisting of
the lower section supporting-the Jower.ring beam and upper tension ring and two mast sections. The
lower and upper ring beam will need to be completed before the full height mast sections can be.
installed. As each mast section is erected, (provided the central node can be supported by scaffold 10
feet above the stadium floor), the cable layout can immediately follow the installation of each mast
section. Depending on how quickly steel design can be completed, fabrication can be completed

Design of steel must be typical and repetitive to simplify design, fabrication and installation
Installation of the field drainage system will proceed during this stage in order to prepare for control of
storm water when the existing roof Is removed. It is envisioned that minimal drainage will be Installed to
handle the open roof condition during the Olympics. Final design solution for optimal drainage solution
to the stadium floor will need to be implemented during Phase II improvements after the Olympics.
The existing roof will Be Reflated and trTe^amfral portion of the roof demolished to allow for temporary
shoring of the central tension ring to be positioned 10 feet off the stadium floor to facilitate cable layout.
The deflated roof* will remain intact during the "Black Out" period to provide weather protection to
stadium finishes.
The roof cables will be strung out to each completed mast section and placed over the existing roof to
the central tension ring. As long as the central ring is positioned, layout of the cabling can follow the
mast installation. Approximately three months after all masts and ring beam steel have been completed,
the cable system will be lifted into position for and terisioned for anticipated tensioning completion in
early 2009, The cabling and mast installations will be the key to the completion of the roof and if an
earlier commencement of cabling can be achieved (provide masts are installed) the certainty of
completing within the time constraints will be alleviated. Depending on how well the steel installation
goes, earlier deflation of the roof may be anticipated if the "Black Out" period during January 2009."
Prefabrication and assembly of the catwalks can proceed under the deflated roof and any light fixtures
and PA fixtures can be attached to the catwalk while positioned on the stadium floor. Once cable
tensioning is completed, rough-in wiring of electrical can be completed and the entire catwalk can be
hoisted into position at. the roof. The lighting and PA fixtures will be pre-wired on the catwalk and final
connections will be made after the catwalk is hoisted into position. Timing will be tight to get all the.
fixtures attached to the catwalk in working condition, tested and commissioned in time for the first Lions
game. Feasibility of this approach will need careful planning and a back up plan for temporary lighting
and sound system may need to be installed prior to the end of the "Black Out" period.
Hltex will proceed with installation of the fabric roof panels starting from the centre of the field position at
each side of the stadium. With four erection crews, they will install the panels working their way to the

There are a number of very significant challenges and restraints that will affect the
outcome of this project. These issues are discussed below.

This project, utilizing noimal design and construct procedures, would likely take about 3
years to complete. The desired timetable for completion is 21 months, and will
correspond with completing this project in order to have the 2010 Winter Olympics have
ah open air Stadium for their Opening Ceremonies. This is an extremely ambitious
undertaking and will require the following to happen:

The new roof wiil impose significant additional vertical, and seismic loads on the

impose greater loads on the structure than when originally designed in 1982.
Constructive details to reinforce columns, shear walls and footings must be
developed very quickly. These are not available yet as further building investigations
are required. The structural engineer has a considerable challenge in this area.
Schedule demands that thiswork start within 2 months.
The structural steel required for the roof support will be extremely difficult to erect. It is
complicated by poor access around the stadium for cranes and also by the very heavy
weight of some of the components.
The nature of the design .also means that.the.steel will be supported by temporary false,
work until the compression ring construction is fully complete. Each piece of this ring -.
weighs approximately 80 tons, is 150 feet'up in the air and is outboard of the current
building perimeter.
These rings cannot be lifted by tower cranes but will have to lifted into place by special
cable jacks. However that implies that we lift these elements straight up from the ground.
Much of the perimeter of the stadium has elevated plaza and pedestrian walkways that
are not capable of suppdrtirig the weight of an individual ring beam component and will
require extensive shoring systems below the plaza. Where mobile crawlers are not able
to access the building perimeter a series of tower cranes will be installed that are able to
lift lighter components of the structural steel. This will be on the North side of the
building in the area of Terry Fox Plaza and the Georgia Viaduct.
The necessary false work will apply extraordinary temporary loads to the structure during
the steel erection that will likely require permanent modifications to the building.

Structural steel erection must start no later than November Oi, 2008. In advance of that
date it is necessary to erect the tower canes in Terry For. Plaza. This w^s^Scantly - 1.1S*CT. j
The blackout period must be considerably extended in order to accomplish the required
construction activities. At this time we are not certain how it will be possible to
accommodate the BC Lions 2009 schedule.
Summary
In order to maximize the chances of success the following must be given consideration:
Mitigation Measures
The most significant challenge on this project is time. The Opening Ceremonies for the
Olympics cannot.be jeopardized in any mariner. The only extra time available is to extend
scheduled activities into the Olympic overlay period. We do not know if this is possible
but it should be noted that the schedule does show us impeding on this period.
When we are at the point that we are ready to start installation of cables there is a go - no
go decision that will have to be made. If schedule has slipped to the point that we are not
100% confidant that the remaining works can be completed within the available
remaining time, the roof can be re inflated. The Opening Ceremonies would.take place in
an indoor environment. The balance of the roof work will take place after the Olympics
