Waynesboro Context

While population numbers have continued to climb in Waynesboro since 1980, gains
have been small (an average increase of 176 people per year). During this same
stretch, Staunton has grown even more slowly, while Augusta County has added
more than 20,000 residents. (Both Waynesboro and Augusta County grew at a
similar rate (roughly 40%) from 1980 to 2015.

In more recent years, since the boom of the mid-2000s, while the city lost jobs at a
slower rate than either Staunton or Augusta County, the citys average wage grew
more slowly increasing by just $1,637 (or 5.1% between 2007 and 2014)
compared to a $2,127 increase in Staunton and a $5,743 increase in Augusta
County.

Yet the number and percentage of manufacturing jobs in Waynesboro fell at a


faster rate than in Staunton and Augusta County. Another large change in the
composition of the citys local economy: while the county and Staunton both lost
retail jobs between 2007 and 2014, Waynesboro actually gained nearly 300 of
them; by 2014, nearly one-in-four (23%) Waynesboro jobs was a retail job.
(Manufacturing jobs that year accounted for just 18% of all jobs.) Interestingly,
too, while 23% of Augusta County and fully 28% of Staunton jobs were in health
and health-related services by 2014, the same was true of just 9% of Waynesboro
jobs.

Fully one-third (34%) of Waynesboros employed residents are in low-wage jobs


(classified as Retail, Arts/Entertainment/Accommodations, or Other services). In
Augusta County, just 24% of employed residents are in low-wage jobs.

And in Waynesboro (according to 2006-2010 data), approximately 40% of local


workers live in the city and employed residents work in the city. Nearly one-third of
the citys employed residents commute to jobs in Augusta County, and nearly half
(46%) of the citys local workers commute to homes in Augusta County. (There is
much less overlap of this kind between Waynesboro and Staunton.)
