Small craft - Measurement of sound pressure level of airborne sound emitted by powered recreational craft

Introduction
The Emissions Amendment to the Recreational Craft Directive (RCD) requires that recreational craft comply with the
maximum permissible sound pressure levels as specified in Annex 1.2 of the Directive when measured in accordance
with ISO 14509. However the referenced measurement standard, ISO 14509, describes tests to determine the A-
weighted sound exposure level, LAE, the duty cycle pass-by sound exposure level, LDCE, the maximum duty cycle pass-
by sound pressure level, LDCmax and the maximum AS-weighted sound pressure level, LpASmax. Consequently,
manufacturers seeking to confirm that their products comply with the proposed amendment have need for a short form
ISO 14509 that describes only those sound level measurements required to demonstrate compliance.

ICOMIA Standard 46/98 provides details for a Mode 5-only version of ISO 14509 that are required by the Emissions
Amendment to the Recreational Craft Directive 94/25/EC. The measurements performed under ICOMIA 46/98 are
identical in all respects with the maximum AS-weighted Mode 5 pass-by sound pressure level measurements prescribed
under ISO 14509. Consequently, ICOMIA 46/98 can be correctly identified as a short form version of ISO 14509.

NOTE - If the distance between the microphone and the course line is 12.5 m, the maximum AS-weighted sound level
shall be normalized by subtracting 5 dB to obtain the sound level at a distance of 25 m.

4. Operating conditions - ISO 14509


4.1 PWC shall be operated with an equivalent one person load which is defined at 75 kg + 10 kg. All other craft shall
be operated with an equivalent two person load and a minimum fuel load of 10 litres.
4.2 Outboard motors shall be tested on standard craft (see ISO 14509, Section 13). Craft with power units installed
inboard shall be tested as sold.
4.3 Propulsion systems with adjustable trim shall be adjusted so that the thrust line of the propeller/impeller is parallel
to the bottom/keel line of the craft within + 2o [zero-trim to be maintained during testing].
4.4 The propeller/impeller shall be selected such that at full throttle the engine speed falls within + 4% of the declared
engine speed per ISO 8665. For SI engines without a speed governor it shall be the mid-point of the full throttle
speed range recommended by the manufacturer for propeller selection. For engines with speed governors the
declared engine speed shall be the governed speed specified by the manufacturer. For controllable pitch propellers
the pitch shall be fixed in a position required to obtain the declared engine speed at full throttle.
4.5 If the craft speed exceeds 70 km/h the engine speed shall be adjusted to maintain a maximum speed of 70 km/h
during testing. If a maximum speed limit is enforced in a particular region then testing shall be performed at that
speed or at 70 km/h, whichever is lower.

5. Test Procedure- ISO 14509


5.1 Calibration - Remove the windscreen from the microphone and place the calibrator over the microphone. Turn the
sound level meter and calibrator on and perform the calibration procedure per the equipment manufacturers
instructions
5.2 Sound level meter settings during testing
A frequency weighting
Slow time weighting
5.3 Range to be set so that the maximum measured sound level for a given pass by is approximately at the midpoint of
the selected range of the sound level meter
5.4 While observing the requirements as described above, perform measurements from each side of the boat. The first
two measured AS weighted sound levels that are within 1 dB of each other shall be averaged for each side of the
boat. The reported sound level shall be the averaged value for the louder side of the boat.
5.5 Calibration Verification - Remove the windscreen and repeat the calibration procedure. If calibration has drifted
by more than 0.5 dBA, determine the origin of the drift and stabilize the equipment. The sound level tests must
then be repeated.

6. Test Report
Complete and file the following test report form. (Reminder - Sound pressure level [SPL] data that is measured at a
distance of 12.5m must be normalized by subtracting 5 dBA from the reported sound level.)
