found no evidence of either a shooting or a break-in at the resi-
dence, but noticed Upshaw exhibiting signs of intoxication.
Upshaw was acting irate and appeared to be under the influ-
ence of a controlled substance, Mansfield reported. The sus-
pect also threatened the officers, allegedly telling Officer
Loredo he would kill Loredo by putting a hydro shock through
his head.
As the officers attempted to gain control of Upshaw, the man
was uncooperative. According to Mansfield, Upshaw would go
limp, basically becoming dead weight, and then would kick at
the officers. Eventually they were able to place him into cus-
tody. He was arrested for making a false report to 911 and for
retaliation against the responding officers, and taken to the
Orange County Jail.
The visit was not Upshaws first visit to the facility. VPD
records indicate the man has been arrested in the city at least
eight times before this since Oct. 17, 2013. On that date,
Upshaw was in trouble for making harassing calls to VPD,
using profanity, calling the dispatcher vulgar names and mak-
ing racial slurs. Officers arrested a very intoxicated Upshaw
and took him to jail at that time.
He has been arrested for harassment, public intoxication and
even for a family disturbance during which he reportedly bound
his wifes wrists and ankles with duct tape and threatened her
with a .357 revolver. That was Jan. 5, 2014. His wife refused
treatment and the charges were ultimately dropped.
In September 2014, Upshaw was arrested for reportedly call-
ing police 16 times within four hours, making lewd remarks to
the dispatcher and using profanity. The next month he was
arrested for the same charge, and the officer making that report
noted Upshaw had a conviction for harassment from May, 14,
2014, for calls to Jasper County.
According to a criminal database search, Upshaws long
criminal history dates as far back as 1978 when he was arrested
for driving while intoxicated. He was convicted on that charge
the following year and received six months probation.

ATV accident injures two


Two people were injured and taken to area hospitals for
evaluation after an ATV accident on Humble Camp Road In
Jefferson County on Jan. 24, the Texas Department of Public
Safety (DPS) reports.
According to a news release from Trooper Stephanie Davis,
DPS received a report of a crash on Humble Camp Road
involving two all-terrain vehicles (ATVs) at about 1 p.m. Sun-
day.
Both ATVs were traveling westbound
on Humble Camp Road near
Hillebrandt Road in Jefferson
County. One ATV was driven
by a 16-year old male with a
3-year old passenger. The sec-
ond ATV was following the
other ATV and was driven by a Stock photo
27-year-old female with a 4-year-
old passenger. For an unknown reason,
the second ATV clipped the left rear portion of the first ATV
causing both vehicles to travel off the roadway. Both vehicles
flipped over, ejecting the female driver and the 4-year-old
child. No one was wearing a helmet.
The driver of the second ATV, Katie Baird, 27, of Beaumont
and her 4-year-old passenger were transported to St. Elizabeth
hospital. Both are expected to recover. The 16-year-old driver
of the first ATV and his 3-year-old passenger were not seri-
ously injured and were not transported to the hospital.
Troopers continue to investigate this crash and will issue
citations for operating an ATV on a public roadway.

David Joel is a singer, songwriter, musician and
entertainer, but he didnt start out that way. Working by
day as an electrician to support himself and his family,
by night he would sing and play all across Southeast
Texas, becoming known as The Singing Electrician.
Today, hes more like the singer you call with wiring
questions, but hes still an IBEW Local 479 member.
With his former hobby now his profession, David
spends much of his free time doing anything his
daughter Addison Joelynn wants to do. He also likes
training and competing in triathlons, weight training,
going to Galveston and riding his bicycle on the sea-
