Dear Dr. Kaiser:
The Pennsylvania Medical Marijuana Act, Act 16, Chapter 20 (the “Act”)
provides tremendous opportunities for the City of Philadelphia and the Temple
University community. As Temple weighs its options in selecting a clinical
registrant, we write to voice our unified voice to ensure that the City of Philadelphia
and the citizens in your area share the benefits of the Act.
We write to express our strong support for Keystone Alternative Care,
LLC/Oha Wellness (“Keystone”) as Temple University’s clinical registrant partner.
To our knowledge, Keystone is the only applicant proposing a facility that would be
located within the City of Philadelphia. It is also our understanding that as the
Clinical Registrant, Keystone will develop a 96,000 square foot warehouse facility at
2nd and Erie in Philadelphia to grow medical cannabis. A facility of that size and on
that property, we understand, will generate some $10 to $15 million dollars in
investment into the North Philadelphia community and create, when fully
operational, between 50-70 full time, well paying jobs (approximately $2 million
dollars in annual wage compensation). In addition, Keystone has committed to
execute a local Community Benefits Agreement with its surrounding civic
associations that, when fully operating, will generate over a million dollars into that
community beyond tax revenue that the level of investment on this property would
create. Given the focus of the Act and the regulations on economic development and
diversity, itis difficult to imagine a better partner for Temple than a Latino led,
North Philadelphia facility that will directly invest in Philadelphia and employ
Philadelphians.In closing, we join in urging you to ensure that Philadelphia and your
surrounding community fully realize the benefits of the Act and that you partner
with Keystone.
