Consistent with the National Voter Registration Act (NVRA) and state law, the Department of Motor
Vehicles (OM) offers voter registration opportunities to persons who apply for diver’ licenses and
Identification cards. it has come to our attention that when offering voter registration opportunities to
customers, OMV's employees offer voter registration materials to DMV customers whom they know to
be non-citizens based upon thee presentation of 3 Green Card for identification purposes.
More specifically, it is our understanding that some DMV employees have been instructed to accept
voter registration materials from all customers, Including those who present 2 Green Care for
identification purposes. The OM then forwards all such materials to local election officials for voter
registration purposes. This practice is perhaps attributable to a misinterpretation of the NRA. This
practice must cease immediately. Please take appropriate corectve action, as We have reascn to
believe that non-citizens have unlawful registered to vote in Nevada as a direct cesut of DMV’s
practices. Moreover, we have now confirmed that some nonciizens legally cast votes in the 2036
general election,
