RBF Adviser (Rwandan national)


EnDev Rwanda is the national project of the global programme "Energising Development
implemented by GIZ as part of a global energy partnership with 6 donors. The activities in Rwanda
currently include a component supporting the micro-hydro sector (PSP Hydro) and two components
providing Results-Based Financing (RBF) to off-grid and mini-grid companies. The RBF components
promote and support the diffusion of renewable energy (RE) technologies in rural regions by private
companies. Companies receive financial support through a local bank (UOB) for the construction and
operation of mini-grids and for the sale of off-grid PV systems. As such, the EnDev Rwanda team
works in close cooperation with the RBF project team at UOB.

In its work, EnDev supports companies through RBF incentives, but also the Government of Rwanda
and other stakeholders in the energy sector through policy advice.

Tasks:
As an Advisor, your main role will be to oversee the implementation of the two Results-Based
Financing projects, as well as to contribute to an improved policy and business environment for off-grid
and mini-grid companies in Rwanda.

Tasks can include:

Project implementation
Support the identification, planning and implementation of off-grid and mini-grid proposals to
be financed by EnDev Rwanda. Assess those proposals together with UOB.
Provide financial and project development advice to companies working in the fields of off-grid
and mini-grid in Rwanda.
Present the RBF projects to stakeholders and interested companies.
Coordinate the team of independent verification agents for the two RBF projects.
Engage closely with UOB on the implementation of the two RBF projects.
Policy and business environment
Cooperate closely with companies and the Energy Private Developers, and address key
challenges they face in the energy sector.
Cooperate closely with government stakeholders in the energy sector (especially EDCL,
EUCL, RURA, Mininfra and RDB), and inform and advise them in the fields important to
EnDev.
Advocate for the adoption and implementation of sustainable market-oriented approaches to
energy access in Rwanda.

Skills required:
Diploma in economics, environmental studies, engineering, political, social sciences or related
fields.
Proven experience in the energy sector, preferably in off-grid and mini-grid. A particular
attention will be put on: off-grid technologies, policy advice, project preparation, development
and implementation.
Proven experience of project management, ideally in process management.
Understanding of the basic technical aspects behind off-grid and mini-grid technologies.
Very good interpersonal skills: capable of working successfully in a team and autonomously.
Capacity to impulse movement and take leadership while keeping a diplomatic attitude.
Experience in working with/for a development partner is desirable.
Language skill: fluent written and spoken English; ideally fluent in Kinyarwanda; German and
French are a plus.
