ABSTRACT

The structure of the Ozone Disco Club being the reason of killing many people on March

18, 1996 at Timog Ave. corner Tomas Morato. It accounted resources from different medias (e.g.

newspaper, video, etc.) to analyze the reason as to why the fire accident that happened on Ozone

Disco became tragic. It scrutinize the structure of the Ozone Disco itself as well as the

negligence of the government officials, the City engineering office in particular; with regards to

their job to check if a structure pass the standards that the Building Code had set. After the fire

had been put out on the Ozone Disco, certain evidences led to finding out how and why the fire

started. The owners of the club, as well as the officials of government were investigated upon the

incident and were sentenced years later. It was able to study the given matter from the articles

and statements of survivors. Furthermore, it gave recommendations in order for the Ozone fire

Tragedy to be the first and last of its kind


VIOLATIONS

Lone exit door that only swung inward

For safety purposes, the law requires establishments to have doors that can be opened both
inward and outward. The disco room however, only had one door that could be opened inward.

No fire exits

The disco club had no fire exit. The door which was supposed to serve as the fire exit was
blocked by the establishment beside it.

Crowd capacity exceeded

Since March is when schools usually end, the club announced a discount promo. According to
Tadeo, more than 300 people, mostly teenagers, were in the disco when it could hold only around
50-100 people.

Defective fire extinguishers

According to investigations the fire extinguishers found were defective or is damaged by the
consuming fire of the disco room.

Overload of Electric Wirings

According to the Electrical Engineer, there were additional wiring added that were not recorded
in their office, overloading of wires without precaution may cause the circuit breakers to spark
that may cause fire.

No fire alarms, sprinklers or other fire preventive equipment

According to engineers, there are a lot of violations in the building code, electrical code and fire
code standards that can be found in the structure of the disco room, which led to the death of
many.

Interior is made up of combustible materials

The DJ Booth where it all started had acoustic foam installation and decorations. The Disco Club
had cheap foam installation all over its walls. The ceiling of the club was made from cartons
where Filipinos usually placed their eggs.
RECOMMENDATIONS

What happened on the 18th day of March, 1996 have been a lesson to everybody, especially those

businessmen, to take account the structure of their establishment seriously. The number one

recommendation is the use of swing in/swing out doors for the ingress and egress purposes of

any structure or building, also provide fire protective equipment that would cover the needs of

the building. They should veritably follow the building code of their own cities as well as the

National Building Code of the Philippines, for them and their customers safety. Moreover, in

order to not have any other tragedies for that matter, authorities should not be negligent in their

job of implementing the countrys fire safety regulation laws. They must be loyal to their service

and never accept any bribe or involve into any under-the table transactions in order to pass one

establishment in their petition of having permit to operate.

Establishments must as well do their part by providing fire preventive measures in their

structures so that their patrons could be far from any harm.
