The Andhra Pradesh Capital Region Development Authority (APCRDA) is currently
undertaking the planning and construction of Andhra Pradeshs new state capital,
Amaravati. As a commitment to build world class city APCRDA needs the following
positions on contract basis.

1. Principal Planner (Infrastructure)

No. of positions: 01

Key responsibilities:
In-depth understanding of master planning process, and related regulations along with
implementation processes in the physical and financial sense
Understand the Conceptual/Master/Detailed Plan and related Zoning
Regulations/Development Control Regulations in both the technical and professional sense
Develop short/medium/long term plans /sub-plans and devise a strategy to implement them
Draft annual land monetisation plans by land category linked to market demand in
coordination with Finance department
Develop, monitor and mentor a team of young planners encouraging innovative solutions
Effectively interact with and provide professional support to other wings of the organisation,
particularly Engineering Department, Social Welfare Department, LPS Department etc.
Effectively interact with the Agencies engaged by APCRDA for delivery of specific or general
services like Infrastructure planning and Costing, Infrastructure Execution etc.
Serve on the inter-departmental committees of APCRDA or the Government and provide
professional input for preparation of Documents such as tendering, marketing on self-
financing, PPP etc
Any other responsibility assigned by APCRDA such as leading role in setting up a Planning and
Design Institute. This may involve concept development, master design (hard and soft
elements), operational methodologies etc.

Work experience:
More than 12 Years experience.
As Associate Planner (Infra) 5 years and Chief Planner (Infra) 3 years.
Experience in similar projects will be additional advantage.

Education:

4-year Graduate study in Civil Engineering / Planning and Masters in Infrastructure Planning
Ph.D or published work on Urban Infrastructure will be an added qualification

2. Planner (Smart Infrastructure)

No. of positions: 01

Key responsibilities:

In-depth understanding of master planning process, and related regulations along with
implementation processes in the physical and financial sense
Understand the Conceptual/Master/Detailed Plan and related Zoning
Regulations/Development Control Regulations in both the technical and professional sense
Develop short/medium/long term infra plans /sub-plans and devise a strategy to implement
them
Preparation of estimates and financial plan including the recovery of expenditure on infra
through various methods.
Effectively interact with and provide professional support to other wings of the organisation,
particularly Engineering Department, Social Welfare Department, Planning Department
Effectively interact with the Agencies engaged by APCRDA for delivery of specific or general
services like Infrastructure planning and Costing, Infrastructure Execution etc.
Serve on the inter-departmental committees of APCRDA or the Government and provide
professional input for preparation of Documents such as Request for Proposal, tendering,
marketing on self-financing, PPP etc

Work experience:
Minimum of 5 Years experience with at least 3 years experience as Associate planner.
Must have hands on experience in Information and Communication Technology (ICT) and
similar projects

Education:
Graduate study in Civil Engineering and Masters in Infrastructure Planning and basic knowledge
in IT

3. Senior Planner, Landscape Planning (Green Landscape)
No. of Positions: 01

Key Responsibilities:

To coordinate the arrangement of existing proposed land features and structures in


collaboration with CRDA planners, urban designers and external consultants.

Co-ordination with Green / Landscape Master planner of the Capital City & Region, as in-
house Landscape Architect.

Prepare and monitor project schedules for in-house and consultant landscape projects for
new and remodeled Blue-Green facilities within the Capital Region.

Projects to include but not limited to: Strategy development for city and region level green
strategy; landscape guidelines development for public open spaces within the Capital
Region; Area landscape plans for localities within the Capital Region; Detailed landscape
plans for key / flagship projects within the Capital Area

Supervise CRDA planning staff and consultants to ensure projects are completed within
budget and on schedule.

Utilizing industry standard software, prepare and/or supervise the preparation of contract
drawings. Develop specifications, cost estimates and estimates of quantities for proposed
work.

Provide technical assistance and support to staff as needed. Conduct or direct a significant
portion of research and analysis for landscape architecture projects.

Review contract drawings and specifications prepared by others prior to issuance for bid /
notification to ensure work meets CRDA goals and all applicable by-laws, regulations, filings
and approvals.

Mentor and train landscape design staff and new employees as required.

Review staff submissions to obtain necessary Authority, State and Central regulatory
approvals for proposed designs.

Present projects to stakeholders, other governmental bodies, private investors and public
consultations

Work Experience:

Minimum of 10+ years experience leading a multidisciplinary team of professionals or


managing consultant contracts.

Knowledge of the following specialized disciplines: sustainable/ green design, ecological


preservation / restoration, historic preservation, conservation, horticulture, urban design
and public art.
Strong design skills and the ability to communicate design concepts in graphic and written
form.

Proficiency in Photoshop, PowerPoint and Sketch Up or an alternative 3D rendering


software.

Must have in depth knowledge of architecture, best practices and features provided by it.

Education:

Graduate study in Civil Engineering / Planning / Architecture and Masters in Landscape

4.Environmentalist
Positions: 01

Key responsibilities:

Conduct global and national level benchmarking for similar organizations/projects on


o Environmental policy and guidelines
o Environmental implementation procedures and governance systems
o Environmental monitoring mechanism including technologies

Document/update applicable information to the organization / project w.r.t National


environment laws, policies and guidelines (such as Environmental Protection Act (1986),
National Environmental Policy (2006) and other MoEF guidelines)
Document/update applicable to the organization / project w.r.t State
Environmental/Pollution laws, policies and guidelines (such as SEIAA, APPCB, APCZM etc.,)
Document/update applicable standards pertaining to Environment, Health & Safety (IRC, IS
etc.,)
Supervise/Prepare project specific Environmental Impact Assessment
Supervise/Prepare project specific Environmental Management Plans
Prepare environmental zoning plans / maps for protection, conservation and development
projects/initiatives
Prepare environmental monitoring plan including identification of key environmental
monitoring parameters w.r.t land, water, air, bio-diversity etc.,
Perform environmental analyses through various design/analysis/modelling packages for
studying patterns and cumulative impacts
Support planning & design teams in adopting/coalescing best practices in environmental
management (eg. micro-climate conditioning, CPTED, Green Building certifications etc.,)
Support engineering & design teams in identifying scope for use of recyclable
materials/technologies in construction and O&M (eg. Flyash, waste to energy etc.,)
Include EMP in bid documents
Work with project leaders for adoption and adherence of environmental regulations/
guidelines
Liaise with multi-lateral agencies such as WB, ADB, JICA etc., for ensuring environmental
compliance to projects funded by them
Co-ordinate with State and Central Govt. agencies for various clearances as well as issues
Liaise with relevant govt. and non-govt. institutions for securing technical support in
environmental management (eg. APPCB, APFD, Horticulture etc.,)
Commission / supervise Environmental audits for projects/initiatives undertaken
Conduct capacity building programs for internal teams, contractors, other govt. agencies,
local communities etc.,
Perform/supervise field level measurement and monitoring of various environmental
parameters w.r.t environmental management plan
Monitor and prepare compliance reports for various Multi-lateral and other funding agency
projects.
Monitor and prepare various statutory compliance reports such as SEIAA, APPCB,
Construction waste & demolition report etc.,
Ensure all project completion reports include corresponding project EMP completion reports
Monitor project level EMP performance reports
Work Experience:

Minimum of 5 years experience in above mentioned areas.

Education:

5 year graduate study in Environmental Sciences

5. Public Private Partnership Expert

No. of positions: 01

Key responsibilities:

To oversee on boarding of PPP companies through a transparent and competitive tender


process
To advise in the preparation of all infrastructure PPP scope documents, RFQs, RFPs and
relevant financial models for the new capital city of Amaravati
Interact with the bidder on behalf of the Government at various stages of RFQ as well as RFP for
successful award of PPP projects in Amaravati
Advise the in-house team on various aspects of PPP deliverables, DPRs for multiple PPP projects
Incorporate detailed project execution plan and monitoring mechanism on the PPP
implementation
Evaluate and mitigate risk factors due to change in scope, change in law, and force majeure
Advise on building appropriate IT systems for a sustainable Project monitoring at State level on a
regular basis
Build a comprehensive MIS mechanism for reporting to authorities of the State/Central
Government and funding agencies
Evaluate critical ongoing projects and advise remedial and corrective actions at regular intervals

Work experience:

20 years of overall experience with 10 years experience in PPP


Demonstrable experience in balancing interests of users and investors of the PPP Projects
Should have worked in key consultancy roles in similar capacity in preparation of RFPs/RFQs and
other bid documents
Experience working / consulting with Government is preferred

Education:
MBA with preferable background in Engineering
Requirement of MBA can be relaxed for exceptional candidates with relevant profiles
