ABSTRACT
Private letters to his Ionian compatriot Dionysios Roma, along with other of his writings at the time,
provide strong indications that Ioannis Kapodistrias, foreign affairs minister of the Emperor of
Russia Alexander in 1815-1822, was not a late convert, but one of the first to conceive, clarify and
promote the fundamental idea of the Greek national uprising against the Ottoman yoke, which
broke out in the spring of 1821: the idea, that is to say, that while, obviously,and in its every step, it
had to carefully and fully consider the policy objectives of the European Great Powers,their
priorities, the obsessions even and the prejudices of royal sovereigns and their state dignitaries, the
Revolution, nevertheless, should not depend on external support let alone decisions, but organize
and mobilise the national forces independently , choose its own timing and struggle to impose its
own fait accomplis, if it was to liberate Greece and transform it from an ottoman province into an
integral and viable part of the European international system: as a weak state, by necessity and to
begin with, to be sure, but, to paraphrase Martin Wights classic concept of a buffer state, with
enough potential to consolidate its national independence, strong enough to absorb the vibrations
of the antagonism of interests among the Great Powers .
