On July 29, 2016, Millennium Pipeline Company, L.L.C. (Millennium) filed with the
Federal Energy Regulatory Commission (Commission) in Docket No. CP16-486-000 an
Abbreviated Application for a Certificate of Public Convenience and Necessity (Application)
for its proposed Eastern System Upgrade Project (Project). 1 Millennium submits for filing in
the above-captioned docket supplemental information to reflect modifications to the Project
workspace which have occurred subsequent to the submittal of Millenniums Application.
Specifically, the supplemental information includes information and updated Project drawings
associated with the combining of two horizontal directional drills (HDD) at Mountain Road
and Bedell Drive into a single, comprehensive HDD.

change in discharge locations and amounts for hydrostatic test water; and
minor design changes at the Hancock Compressor Station extending workspace limits in
some areas, and reducing the disturbance limit in other areas.
No new landowners will be affected by the above-listed workspace modifications and all
modified workspace areas are within the previously surveyed area for the Project. The
combination of the Mountain Road and Bedell Drive HDDs into one single HDD minimizes
impacts on landowners and eliminates the need for ATWS 5-01 and temporary workspace at MP
3.5. The addition of ATWS 6-02 and 6-03 will increase temporary surface impacts on Wetland
W-16. Wetland W-16 will be matted during construction for laying of HDD pipe and will be
restored in accordance with the Project Environmental Construction Standards post-construction.
Millennium is requesting a variance from the Federal Energy Regulatory Commission for ATWS
within Wetland W-16 in this location. Wetland W-16 is a palustrine emergent wetland and is not
a New York State Department of Environmental Conservation (NYSDEC) Mapped or
NYSDEC Eligible wetland.
