This graph displays the enrollment of people into the Pre-Existing Condition Insurance
Plan (PCIP) program that was created by the Affordable Care Act (ACA) across three states. The
enrollment spiked from the beginning of November 2011 to the end of November 2011. This
increase continued through November 2012, but decreased significantly into November 2013.
This chart shows how when this plan was created, people took action to become part of an
insurance plan that would cover them regardless of pre-existing conditions. It started out very
popular. However, after a few years, less and less people began to enroll into it because its
popularity was not as high. Some people got out of these plans when other insurance plans would
accept them because of how high priced these plans were.
